DEC received the March 26, 2013, Final Targeted Brownfields Assessment (TBA) Phase I and Phase II Report for the Tetlin Rock Hill Warehouse. The executive summary from the TBA report documents the following: The single warehouse structure was constructed between 1977 and 1984, and was used to store vehicles during winter. Currently the warehouse is used to store 104, 55-gallon steel drums and several fluorescent light ballasts. Outside the warehouse were abandoned vehicles and heavy equipment, ceiling fan vents, generators, electrical control panels, insulated piping, coils of wire, wood pallets, fencing material, a set of oxygen and acetylene welding tanks, and eleven above ground storage tanks (ASTs). Concentrations of diesel range organics (DRO) in surface soil samples ranged from 5,670 mg/kg to 24,200 mg/kg, exceeding the DEC cleanup level of 250 mg/kg. Concentrations of 1,4-dioxane (0.21-8.50 mg/kg) exceeded the DEC cleanup level of 0.21 mg/kg. Concentrations of pentachlorophenol (0.38-12 mg/kg) exceeded the DEC cleanup level of 0.047 mg/kg. Arsenic concentrations (4.1-7.0 mg/kg) exceeded the DEC soil cleanup level of 3.9 mg/kg, but may represent naturally occurring background arsenic. Concentrations of chromium (20.5-29.0 mg/kg) exceeded the DEC cleanup level of 25 mg/kg. Concentrations of residual range organic (RRO) compounds, 2-methylnaphthalene, dibenzofuran, bis(2-ethylhexyl)phthalate, and cadmium exceeded the cleanup level in one sample each. The report recommends further investigation to determine the full extent of the soil impacts. Two surface water samples were collected from one location at the outlet of Sun Lake into the Tetlin River to assess the potential for impact to nearby surface waters from the subject property. No contaminants analyzed for were detected in surface water samples above DEC regulatory criteria. |

Letter sent to Organized Village of Tetlin stating contamination above cleanup levels was found at the site during the Targeted Brownfields Assessment, and therefore the site has been added to the DEC Contaminated Sites database. Letter also noted that Contaminated Sites project manager (PM) has been assigned to the site, and that the PM would be contacting them to discuss future action at the site. Finally, the letter offered the DEC Reuse & Redevelopment Program as a resources as the Tribe considers future reuse of the site. |

Site Visit |
DEC, ANTHC, and EPA visited contaminated sites and provided community outreach as part of the ANCSA Contaminated Lands Program. Interviews with local residents were conducted to gather site history and general knowledge of the areas. During the site visit, several abandoned vehicles, including a truck were observed along the path to the Rock Hill Warehouse. The Rock Hill Warehouse contained drums of petroleum-impacted soils, both inside and outside of the warehouse. The roof of the warehouse remains intact. Additionally, three aboveground storage tanks, miscellaneous metal and wood debris, several rusted machinery, a rusted Frick No. 70-73-RE-6 Frost Heave Refrigeration Unit, a rusted Unitrol 480V Motor Control Center, and an abandoned tank truck with "Don's Store" visible on the truck's door were observed near the warehouse. No smells or stressed vegetation were noted in the area. |
