Problems/Comments

In 2003 during a Phase II Environmental Site Assessment, mercury-contaminated soil was discovered in the area of the Noyes Slough bridge. Subsequent investigations have confirmed mercury in surface and subsurface soil above DEC cleanup levels north of the southwest end of the Illinois Street Noyes Slough bridge. Information about the Illinois Street widening project is being tracked under Hazard ID 25277, file no. 102.38.120.

4/16/2013 Document, Report, or Work plan Review - other DEC reviewed the report titled “Mercury Contaminated Soil Site Investigation Report”, prepared by Alaska Resources and Environmental Serviced, LLC, and dated February 19, 2013. ARES collected 31 soil samples near the Noyes Slough Illinois Street Bridge to add to information collected in 2004, 2009, and 2010. Two sampling locations contained mercury above DEC cleanup levels: Sampling Point D (7.52 mg/kg at 1 foot, and 2.17 mg/kg at 3 feet) and Sampling Point E (15.1 mg/kg at 1 foot). Janice Wiegers

4/19/2013 Document, Report, or Work plan Review - other DEC reviewed and approved workplan addendum #1 dated March 12, 2013. The addendum indicated DOT does not expect to disturb mercury-contaminated soil near the Noyes Slough Bridge during road work this summer. DOT will place a pedistrian barricade fence around the area and train personnel about the presence of mercury and reason for the fence. If excavation in this area occurs, DEC will be notified first and excavation work will occur according to the previously-approved workplan. DEC recommended excavating or capping the area to control future exposure and possible contaminant migration. It is unclear if this area is only in the DOT right-of-way or if it is on property owned by GVEA (see Illinois St. Widening project, 102.38.120). Robert Burgess

5/30/2018 Meeting or Teleconference Held DEC met with GVEA and TPECI to discuss various contaminated sites. DEC discussed the past reporting on this site and reported that we believe the contamination is located on GVEA property, or possible DOT right-of-way on GVEA property. After the meeting, DEC emailed information to GVEA who will try to determine if the location of the mercury-contaminated soil is on their property. Janice Wiegers

Contamination is present in DOT right-of-way, but was also reported to be present on GVEA property in at least two soil borings (ARES, 2013). DEC contacted GVEA to notify them that a PRP letter would be sent. GVEA has reached out to past consultants and has attempted to verify the presence of mercury contamination on their property, but has not found any clear locational information. Janice Wiegers
