Problems/Comments

The Hangar 7-8 (Building 2077) South Parking Lot is located on Montgomery Road within the Aviation Task Force area on U.S. Army Garrison Alaska, Fort Wainwright (USAG FWA). During trenching activities in 2011 to install head-bolt outlets in the parking lot, petroleum contaminated soil was encountered. The petroleum contaminated soil was excavated to 4 feet below ground surface. Field screening and olfactory observations from the bottom of the excavation (at 4 ft depth) indicated the presence of petroleum contamination. One analytical sample was collected from the location with the highest photoionization detector reading. Gasoline range organics (GRO) and diesel range organics (DRO) exceeded 18 AAC 75.341 Table B2 migration to groundwater cleanup levels. In 2015 additional soil borings were advanced to determine extent of the petroleum contamination discovered in 2011. Five soil borings were advanced, and one was completed as a monitoring well. Soil results collected in 2015 exceeded 18 AAC 75.341 Table B2 inhalation cleanup levels for GRO, and migration to groundwater cleanup levels for DRO, 1,2-dichloroethane, and naphthalene. The exceedances were from the same area contamination was identified in 2011. All groundwater results were below 18 AAC 75.345 Table C cleanup levels. The extent of the remaining contamination has been delineated and covered by asphalt. The site is greater than 30 feet away from the nearest building. Current and future use of the site is industrial. The corresponding Army HQAES site number is: 02871.1124.

5/2/2013 Document, Report, or Work plan Review - other 2011 Building 2077 Parking Lot After-Action Report, Draft, April 16, 2013 ADEC has no comment on the report and has created a new site in the Contaminated Sites Database, Fort Wainwright Hangar 7-8 (Bldg 2077) South Parking Lot, Hazard ID 26047. The report documents a release with a soil sample analyzed containing gasoline range organics of 1390 mg/kg and diesel range organics of 2950 mg/kg. Based on field screening, visual and olfactory observations is the contamination appeared to extend to the west, north and south of the sample point. Groundwater was not investigated. ADEC requests this site be added to the Fort Wainwright Army Environmental Database Record and included in the Installation Action Plan for investigation to delineate the extent of the contamination. Debra Caillouet
5/2/2013 Site Added to Database A new site has been added to the database Mitzi Read

12/13/2016 Meeting or Teleconference Held A two day Federal Facilities Agreement (FFA) and Stakeholders meeting was held on December 13 & 14, 2016. The main focus of the meeting was to develop a site discovery and site intake process that would satisfy requirements of the Fort Wainwright FFA, RCRA Permit, and two party agreements. The Army, EPA and DEC committed to a flowchart of the preliminary source evaluation process. Timelines were established for scoping a land use control implementation plan (LUCIP) and developing a contracting schedule for Fort Wainwright contaminated site investigations and remedial actions. Seven sites were proposed for inclusion into the FFA (three party agreement) by the Army and the RPMs documented the assignment of the regulatory path for these sites using a newly developed and agreed to signature form. The report summarizes environmental investigations conducted at the B2077 site since 2011 and discusses the potential human health and environmental risks associated with the remaining petroleum contamination. Gasoline range organics (GRO) remains in the subsurface (approximately 4-5 feet below ground surface) above DEC's 18 AAC 75.341(c) Table B2 Method Two inhalation and maximum allowable levels. Erica Blake
4/29/2021 Document, Report, or Work plan Review - other DEC provided approval for the "Sampling and Analysis Plan for FTW434 Hangar 7/8 Version 2.3" dated March 2021 to the U.S. Army.
