Problems/Comments

Hydrocarbon contamination was encountered in soil during trenching for utility installation on the west side of the hot water plant pad in 2012. While no analytical samples were collected in 2012, PID readings indicated contamination remained in the trench. This site is located in the Eastern Operating Area (EOA).

Appendix A addresses work conducted at SWMU Project Groups to Fulfill Other Obligations and includes documenting the type of work performed during the summer of 2013 at this site. Results are to be reported elsewhere. In 2013, boreholes were advanced, soil samples collected, and four boreholes were completed as monitoring wells. Also water samples were collected. 6/5/2014 Document, Report, or Work plan Review - other Date of receipt of 2013 Site Assessment Report. The objectives were to identify the lateral and vertical extent of contamination. Eleven boreholes were advanced and soil samples collected (GRO/DRO/RRO, BTEX, barium, PAH). Four monitoring wells were installed, developed and sampled (GRO/DRO, BTEX, PAH). Surface soil samples were collected from two locations along the northern and western boundary of the pad and analyzed for GRO/DRO/RRO and BTEX. Surface water samples were not collected as this effort took place in October when those water bodies were frozen. Sampling in 2014 was recommended and the conclusion was made that the soil and porewater plumes are "relatively" well defined. Keather McLoone

2/8/2017 Document, Report, or Work plan Review - other Reviewed the 2016 Contaminated Sites Monitoring Report, dated February 2017 for the BPX Hot Water Plant site. The described field effort was completed in August 2016 and consisted of water sampling at four groundwater monitoring wells (MW01-13 through MW04-13) and three nearby surface water bodies (SW1-14 through SW3-14), as well as calculating the groundwater flow direction. This report is approved. All of the water samples were submitted for laboratory analysis of gasoline range organics (GRO), diesel range organics (DRO) and benzene, toluene, ethylbenzene, and xylenes (BTEX). Additionally, samples collected from surface water were submitted for polycyclic aromatic hydrocarbons (PAHs). DRO was present in Samples MW01-13, MW02-13, MW03-13, and MW04 at 1,500 µg/l, 19,000 µg/l, 3,100 µg/l, and 2,600 µg/l, respectively; all of which have increased since the last sampling event performed in 2014. No other compounds were present above Table C groundwater cleanup levels in any of the wells and none of the surface water samples exceeded the Alaska Water Quality Standards criteria for total aromatic hydrocarbons (TAH) or total aqueous hydrocarbons (TAqH). The text states that the calculated flow direction is to the northwest at a gradient of 0.007, however, Figure 6 depicts flow direction to the northeast. Although the flow direction is similar to what was observed in 2014, it should be noted that the flow direction in 2013 was south-southwest; suggesting that flow direction has either changed over time, or may fluctuate depending on the time of year or as the topography changes. 7/14/2017 Document, Report, or Work plan Review - other Reviewed the 2016 Contaminated Sites Monitoring Report and 2017 Work Plan, dated April 2017 for the BPX Hot Water Plant site. This revised report, initially submitted in February 2017, was updated and includes a work plan for 2017. Proposed activities generally consist of collecting water samples from three monitoring wells (MW01-13, MW02-13, MW03-13, and MW04-13) and one surface water location (SW01-17) provided water is present in the ditch. 4/17/2018 Document, Report, or Work plan Review - other Reviewed the 2017 Contaminated Sites Monitoring Report and 2018 Work Plan, dated April 2018 for the BPX Hot Water Plant site. The described field effort was completed in August 2017 and consisted of water sampling at four groundwater monitoring wells (MW01-13 through MW04-13) and one nearby surface water body (SW1-17), as well as calculating the groundwater flow direction. All of the water samples collected from wells were submitted for laboratory analysis of gasoline range organics (GRO), diesel range organics (DRO) and benzene, toluene, ethylbenzene, and xylenes (BTEX). Wells MW01-13 and MW02-13 were also analyzed for PAHs, based on their proximity to surface water. The sample collected from Well MW02-13, historically the most contaminated well, was also analyzed for volatile organic constituents (VOCs) and metals to determine if any additional constituents of concern were present. The surface water sample was submitted for BTEX and polycyclic aromatic hydrocarbons (PAHs). DRO was present in Samples MW01-13, MW02-13, MW03-13, and MW04 at 209 µg/l, 11,400 µg/l, 1,110 µg/l, and 1,210 µg/l, respectively. Of the wells sampled, MW02-13 was the only one to exceed Table C groundwater cleanup levels for DRO. No other compounds were present above Table C groundwater cleanup levels in any of the wells and none of the surface water samples exceeded the Alaska Water Quality Standards criteria for total aromatic hydrocarbons (TAH) or total aqueous hydrocarbons (TAqH). Recommendations provided in the report were to continue groundwater and surface water monitoring in 2018. Joshua Barsis
4/23/2019 Document, Report, or Work plan Review - other Reviewed the Hot Water Plant 2018 Contaminated Sites Monitoring Report and 2019 Work Plan, dated April 19, 2019. The described field effort was completed in August 2018 and consisted of water sampling at four groundwater monitoring wells (MW01-13 through MW04-13). Although planned, no surface water samples were collected because there was no surface water encountered during this particular visit. All of the water samples collected from wells were submitted for laboratory analysis of gasoline range organics (GRO), diesel range organics (DRO) and benzene, toluene, ethylbenzene, and xylenes (BTEX). DRO was present in Samples MW01-13, MW02-13, MW03-13, and MW04 at 717 µg/l, 26,200 µg/l, 3,840 µg/l, and 1,710 µg/l, respectively. The Table C groundwater cleanup level for DRO is 1,500 µg/l. No other compounds were present above Table C groundwater cleanup levels in any of the wells. Joshua Barsis
10/31/2024 Document, Report, or Work plan Review - other The 2023 Contaminated Site Monitoring Report and Proposed Work Plan, Hot Water Plant received by DEC on March 1, 2024 was reviewed and comments were issued. Included in the comments was a request for additional sample collection in surface waters to the north and west of the pad, in addition to collection of pad porewater from existing monitoring wells during the 2025 sample event.
