Problems/Comments

On September 19, 1996 Diesel and gasoline soil contamination from heating oil and vehicle fueling operations was discovered by ADEC. The lodge had 2 spills along the Ugashik R. due to spilling during fueling. During investigations into these sites, 2 more sites, the generator building and the caretaker cabin were found to contain contamination from the bulk fuel storage tanks. An air sparging unit was installed at each location to promote remediation.

9/19/1996 Site Visit On September 19, 1996, ADEC conducted a site inspection where the spilling of a 500 gallon tank was reported. Soil samples collected downgradient of the 500 gallon tank at the riverbank, where surface water sheen was noted, contained DRO contamination up to 514 mg/kg. Upon further site inspection, surface soil staining was noted beneath the above ground storage tanks located at the caretakers cabin and the generator shed. 8/8/1997 Document, Report, or Work plan Review - other ADEC received a Sampling Report dated August 8, 1997, submitted by Ellis. The report analyzed two main area of contamination; the soil near the dock and the soil near the caretaker and generator shed. 9 soil samples collected along the river bank, at 6 inches bgs, did not contain contamination. Four soil samples collected down gradient of the Generator shed contained DRO up to 26,000 mg/kg and GRO up to 1,200 mg/kg. (Note: benzene was not detected, but the PQL for benzene was up to 1.3 mg/kg therefore this result is bias low.) Four soil samples collected from the caretaker’s cabin contained DRO up to 9,200 mg/kg. During the sampling events a passive bioventing remediation system was installed in the area of contamination at the Generator Building and an area adjacent to the Caretaker Cabin at 4 ft. bgs. Six soil borings were collected at 1 ft. to 12 ft. bgs; 3 samples from the generator’s shed contained DRO up to 11,800 mg/kg and GRO up to 462mg/kg and 3 samples from the caretaker’s cabin contained DRO up to 4750 mg/kg. 8/26/2005 Update or Other Action There is a work party headed out to the site today 8/26 to do a release investigation and fill some data gaps that I identified and wanted cleared up. They will be sampling wells at the site and putting in a couple more and getting samples from them as well.DRO and GRO contamination near the generator shed is where most of the concern for this site is. It appears to taper off once the soil borings get around the 8 to 10 feet level, which does not really substantiate the assertion that major releases have occurred here. There is a cemented lens of volcanic ash at the site that is impermeable according to reports from the site. This seems reasonable since there appears to be water perched above this lens that water samples have been collected from in the past. Eric Henry

Six soil samples were collected: 4 samples collected from the Generator building contained benzene up to 0.0706 mg/kg and two samples collected from the caretaker cabin contained DRO up to 244 mg/kg A GW sample collected from the generator shed and the caretaker cabin did not contain detectable levels of contaminates. 10/27/2009 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program, has reviewed the environmental records associated with the Ugashik River Lodge. Based on the information provided to date, the ADEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment, and no further remedial action will be required as long as the site is in compliance with established institutional controls. This decision is based on the administrative record for the Ugashik River Lodge, which is located in the offices of the ADEC in Anchorage, Alaska. Grant Lidren

Requirements

Description Details
Advance approval required to transport soil or groundwater off-site. Standard condition.
Groundwater Use Restrictions Installation of groundwater wells at this site will require approval from ADEC.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
Other Ugashik LLC will report to ADEC every five years to document land use, or as soon as they become aware of any changes in land ownership and/or use.
When Contaminated Soil is Accessible, Remediation Should Occur Soil contamination is located at the caretaker cabin and the generator shed. When the buildings are removed and/or the soil becomes accessible, the soil must be evaluated and contamination addressed in accordance with an ADEC approved work plan.
