Problems/Comments

The Native Village of Kwigillingok was awarded a DBAC to address Community concerns regarding the former Moravian Church (Old Church) building. Additonal site reconnaissance and evaluation were scheduled to take place in FY 2014 for implementation of site reuse and revitalization. The Property Assessment and Cleanup Plan (PACP), Former Moravian Church report was received in January 2014. Results of investigation indicate that the environmental conditions identified do not preclude reuse of the Old Church building and property. The hazardous materials inspection report classified Asbestos Containing Material (ACM) as non-friable; therefore, the structure can be used in its current state. Should the Old Church be remodeled or demolished, the ACM can remain in place. However, Alaska-certified asbestos workers will be required to perform demolition activities and the entire waste stream must be disposed of appropriately. No evidence of gross contamination (i.e, surface stains, stressed vegetation, stain on surface water, hydrocarbon odors, etc.) was observed.
