Problems/Comments

A registered 550-gallon diesel storage tank (Tank #1) located under the driveway adjacent to Wastewater Pump Station 5 (PS5) near the Ketchikan waterfront was removed in August 2010 because the facility no longer needed to store a large quantity of fuel at that location. Sampling and soil excavation conducted in 2011 did not meet 18 AAC 78 requirements for permanent closure. During later investigations the former locations of the tank and piping were not precisely known so that sampling locations were to some extent estimated. On May 1, 2013 consultant BGES sampled soil and groundwater at the presumed former UST and UST piping locations with the maximum contaminant level in soil 110 mg/kg DRO (below the applicable cleanup level) and the groundwater analytical result 2.2 mg/L, exceeding the DRO cleanup level for groundwater of 1.5 mg/L. BGES recommends the site for no further action status.

2/19/2013 Update or Other Action ADEC Industry Preparedness Program sent letter with subject line "Request for Corrective Action Work Plan, ADEC Facilities #1169 and #1178". The letter provided review comments for site assessment "Comprehensive Report for UST Removal at Pump Station 5", noting that the piping and tank samples were not collected at the appropriate location and depth; all of the product and vent piping was not assessed; no soil sample was collected at the soil/water interface as required when groundwater is suspected to be within five feet below the bottom of the tank; the soil samples colected were not analyzed for BTEX , GRO and PAHs as required for diesel; duplicate and QA/QC samples were not collected; and samples were not collected from stockpiled soil.
