Problems/Comments

On 10 August 2013, stained subsurface soil with a petroleum-oil-lubricant (POL) odor was discovered by contractor personnel during the excavation of a water line trench located near the eastern limits of the Hickel Investments housing development project at Resolution Pointe Subdivision near Campbell Lake. No evidence of a surface spill was observed. At the time the spill was discovered, the trench had reached an approximate depth of 12 feet below the ground surface (bgs). Ponded water with a sheen observed at the trench's completed depth was initially thought to be due to runoff from recent rains; however, information based upon recent site investigations suggests groundwater seepage is a likely contributor to the ponding. Soil was stockpiled and site investigationis were initiated. Depth to groundwater is unknown however some seepage from excavation walls indicates perched layers of water. The source of the spill is suspected to be an underground storage tank (UST) that supplied an electrical generator constructed and operated by the United States Department of Transportation Federal Aviation Administration (FAA). The FAA occupied the site (via a lease agreement with HIC) from approximately 1955 to 1976, during which time it constructed and operated an aircraft control radar installation facility. Based upon an examination of historical aerial photographs, the Resolution Pointe spill and the facility's UST appear to be approximately co-located. FAA has accepted responsibility for the investigation and cleanup by letter dated 9/24/2013. A cleanup plan was submitted within 30 days of the initial response and has been revised several times since in coordination with ADEC project managers. Initial estimates are that a removal of 3000 - 7000 yards will remove all contamination. Groundwater investigations may also be required.
