Problems/Comments

A release was reported on November 2, 2009, of an unknown amount of heating oil from a heating oil tank system into the crawlspace beneath the residence at 264 Stone Road. A crawlspace ventilation system was installed in May 2010, to reduce vapors in the house. In August 2014, a section of the house was removed and an unreported volume of contaminated soil was excavated and placed in a land farm on the property; additional contaminated soil remaining near the house continued to impact indoor air quality. In response, a vapor mitigation system was installed in the crawlspace to improve the indoor air quality.

9/20/2017 Site Visit DEC staff observed and field screened a vapor mitigation system in the house crawlspace and a soil landfarm in the yard near the house. No petroleum odor was observed in house. VOCs were screened with a PID at less than 100 ppb throughout the house. These levels are low and suggest that the house was not being significantly impacted by vapor intrusion. Laboratory air testing is necessary to verify PID screening. The mitigation system was operating and a vapor barrier (VB) was extended across the former contaminated area. Pressure beneath the VB was the same as above the barrier indicating that it was not pulling sufficient vacuum to control potential soil vapor movement into the crawlspace. Soil taken from the center of the landfarm just above the bottom liner was tested using the PID headspace method. 144 ppm was measured indicating that the soil should undergo additional remediation before a confirmatory lab sample is collected. 1/14/2021 Meeting or Teleconference Held DEC talked with responsible party, discussed current site conditions and pathway to site closure. No fuel odors have been observed in the house and the vapor mitigation system continues to operate as installed. The contaminated soil was removed from the location where it had originally been placed after it was excavated from beneath the house. It has been moved to another area on the property and covered with two to three feet of large rock. DEC requested site access to conduct a site visit in late summer or early fall to observe new location. RP agreed to request. Shawn Tisdell
2/23/2021 Workplan Requested Letter emailed to responsible party outlining additional work needed to move the site towards closure. A March 22, 2021 deadline was indicated to respond to the letter. Additional work includes delineation of contaminated soil near the house, sampling indoor air without the active mitigation system in operation, sampling the contaminated soil stockpile and sampling soil beneath the former and current soil stockpile locations.
