4/16/2018 Site Characterization Report Approved ADEC approves the 'Final Site Investigation Report, Cape Yakak Radio Station FUDS, January 2018' in letter dated April 16, 2018. The 2017 SI determined that COPCs were DRO, RRO, lead, 1-methylnapthalene, and 4-chloroaniline in soil. Several sources of containerized waste are present at the site, including small cans of paint, drums containing product, and a large spool of lead coated wire. POL soil contamination was identified at the project sites, notably associated with the ASTs, 8 Drum Group, Galvanized Drum 1, and Drum Groups B & C. It is recommended that a small CON/HTRW removal be performed to remove identified sources. Sammi Castle
7/1/2020 Document, Report, or Work plan Review - other ADEC approved the Final Work Plan/Quality Assurance Project Plan, Remedial Investigation and Limited CON/HTRW Removal, Cape Yakak AWS Station, Adak Island, Alaska, dated June 2020, in a letter on this date. Objectives for the RI include the collection of data to define nature and extent of contamination at known and potential contaminant sources, confirmation of contaminants of potential concern, and the collection of sufficient data to identify Method 3 cleanup levels for petroleum. Objectives for the limited CON/HTRW effort include removal of containerized sources of future contamination (including batteries, paint cans, POL drums/containers, transformers, and lead coated cable), and removal of POL and lead-contaminated soil. The report describes the remedial investigation and waste removal activities conducted at the Radar Detector Area and Inland Area sites. Most soil exceedances were associated with POLs (DRO) and fuel-related constituents (VOCs and PAHs), and—to a lesser extent—metals (lead and mercury). and prior SI detections of pesticide compounds. Groundwater exceedances were limited to fuel related compounds. No exceedances from human-made sources were reported for surface water and sediment. The ADEC is not in concurrence with the selected remedy of No Further Action for sites FS001 and FS020. Lead and cadmium exceedances in soil are directly attributable to historical activities performed at the Cape Yakak site, and it is the responsibility of USACE to address this contamination to obtain site closure. ADEC accepts the subject report as final with nonconcurrence on two comments. Ginna Quesada
