Problems/Comments

On July 25, 2013 a 1,000-gallon regulated used oil UST (DEC ID 202 / Owner ID 917) was removed at Building 3730, the Auto Skill Center / Hobby Shop. A small amount of stained soil was noted around the vent pipe. The tank appeared to be in good condition and the only release from the regulated source was believed to be from the vent pipe. Confirmation samples collected from the bottom of the excavation exceeded the ADEC CULs for DRO and RRO in four samples and tetrachloroethene in one sample. It was noted that the location was close to where a historic stand-by boiler plant was located. In October of 2013, soil samples collected from one soil boring at the northwest corner of the excavation had DRO and RRO concentrations exceeding ADEC CULs. One groundwater sample had DRO, RRO, and 1,2,4-trimethylbenzene (TMB) concentrations exceeding ADEC CULs. In 2018, a Preliminary Source Evaluation (PSE) was conducted. One soil sample collected just above the groundwater table at 12-13ft bgs from a boring located at the northeast corner of the UST excavation had DRO and RRO concentrations exceeding ADEC CULs (5,1400 mg/kg and 23,800 mg/kg respectively), and the RRO result was also above the ADEC maximum allowable concentration of 22,000 milligrams per kilogram (mg/kg). No other samples exceeded ADEC CULs. The area of soil contamination that was identified within and along the western end of the UST excavation in 2013 was not observed during the 2018 PSE. Groundwater samples were collected and analyzed for DRO, RRO, and volatile organic compound (VOC) analysis; no analytes exceeded the ADEC CULs or EPA RSLs. The site shows a risk above human health levels and has not been characterized, needing further delineation. Site is tracked under Army HQAES ID 02871.1116

11/30/2016 Update or Other Action DEC reviewed an After Action Report describing the 2013 removal of two underground storage tanks (USTs)and investigation of contaminated soil associated with the USTs. Soil samples collected from the UST excavation and soil borings detected diesel range organics (DRO), residual range organics (RRO), and tetrachloroethene (PCE) above DEC Method Two cleanup levels. 12/13/2016 Meeting or Teleconference Held A two day Federal Facilities Agreement (FFA) and Stakeholders meeting was held on December 13 & 14, 2016. The main focus of the meeting was to develop a site discovery and site intake process that would satisfy requirements of the Fort Wainwright FFA, RCRA Permit, and two party agreements. The Army, EPA and DEC committed to a flowchart of the preliminary source evaluation process. Timelines were established for scoping a land use control implementation plan (LUCIP) and developing a contracting schedule for Fort Wainwright contaminated site investigations and remedial actions. Seven sites were proposed for inclusion into the FFA (three party agreement) by the Army and the RPMs documented the assignment of the regulatory path for these sites using a newly developed and agreed to signature form. 4/8/2019 Document, Report, or Work plan Review - other DEC approved the 2018 Preliminary Source Evaluation (PSE) Report, Building 3730 USTs Removal, U.S. Army Garrison Alaska (Dated March 2019). The document describes 2018 PSE activities at the Building 3730 Underground Storage Tanks (USTs) Removal site on Fort Wainwright, Alaska. The purpose of the PSE was to determine if residual contamination exists that may present a threat to human health or the environment and to determine if the site should remain in Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), or if it should move forward under another program. Diesel range organics (DRO) and residual range organics (RRO) were detected in the soil above DEC cleanup levels, but below Environmental Protection Agency (EPA) Regional Screening Levels (RSLs). Groundwater samples taken in 2018 showed no exceedances. Since all contaminants of concern are below EPA RSLs, this site has been recommended for the 2-Party Program. Erica Blake

The document describes proposed groundwater sampling activities at two sites; Building 3730 Underground Storage Tank (UST) Removal site and FTW373C Organizational Vehicle Parking site, both located on Fort Wainwright, Alaska (FWA). There will be two existing wells sampled at the Building 3730 UST Removal site, and two wells installed, developed and sampled at the FTW373C Organizational Vehicle Parking site. 11/29/2021 Document, Report, or Work plan Review - other ADEC received the Draft 2020/2021Groundwater Sampling Report for Building 3730 UST Removal Site and FTW 373C Site on October 28, 2021. The technical memorandum report describes the groundwater sampling results at the Building 3730 Underground Storage Tank (UST) Removal, and FTW373C sites located at Fort Wainwright, Alaska during September 2020 and June 2021. The objective of these sampling events was to determine if contaminant concentrations in groundwater exceed current ADEC Table C, Groundwater Cleanup Levels, and whether further groundwater monitoring is warranted. ADEC agreed that the remaining soil contamination identified above ADEC CULs does not appear to have impacted groundwater. 10/14/2022 Document, Report, or Work plan Review - other On this date, ADEC sent an Acknowledgement of Receipt for the Final 2020/2021 Groundwater Sampling Report: Building 3730 UST Removal Site and the FTW373C Organizational Vehicle Parking Site. Recommendations in the report were to decommission the groundwater wells at the 3730 site and transfer to Two-Party program to address remaining soil contamination, and proposed Cleanup Complete with Institutional Controls at the 373C Org Vehicle Parking Site. ADEC requested the monitoring wells at 3730 were not decommissioned, and did not concur with the Cleanup Complete w/ ICs at the 373C site at this time due to remaining CERCLA soil contamination above ADEC CULs.
