Problems/Comments

On April 7, 2020, DEC issued a non-qualifying/administrative closure letter for Site CB001. Contamination at this site is attributed to and will be cleaned up under the approved cleanup plan for upgradient Site ST005 (Petroleum, Oil, and Lubricant [POL] Tank Farm. See Site ST005 (File No. 860.38.019, Hazard ID 189) for more information.

4/21/2016 Document, Report, or Work plan Review - other DEC approved the 2015 Remediation System Annual report. The report discusses the sub-slab depressurization and soil vapor extraction systems and annual evaluation of each at the systems at the GAVTC site. Due to the reduction of benzene emissions from 2005 through 2015 and the low benzene recovery rate during the system operation in 2014 and 2015, the report recommended that current sub-slab soil gas concentrations be evaluated to determine if ADEC vapor intrusion criteria are exceeded when the SSD/SVE systems are turned off. The systems will be evaluated for replacement as part of the final site remedy under the performance based remediation contract, which is scheduled to be implemented in 2017. Dennis Shepard

12/21/2016 Document, Report, or Work plan Review - other DEC approved the Galena Aviation Vocational Technical Center (GAVTC) Subslab Soil Gas Sampling Memorandum. The memorandum described the results of three subslab soil gas sampling events at the Galena Aviation Vocational Technical Center (GAVTC) during the period of December 2015 to April 2016. The report recommended that the operation of the GAVTC SSD/SVE systems be discontinued based on the subslab soil gas sample results which indicate that concentrations are sufficiently low such that regulatory risk criteria will not be exceeded with the SSD/SVE systems turned off. DEC agreed with the recommendation. The system has been turned off but will remain in place for future use/evaluation during the remediation of the site ST005 plume. Dennis Shepard

10/29/2018 Site Visit On October 23, 2018, DEC participated in the Technical Project Team (TPT) meeting with representatives from USAF and ADOT&PF. A site visit with inspections of each site was conducted the following day (10/24/2018) in Galena, as well as a regional advisory board (RAB) meeting with members of the community and other interested parties. 4/5/2019 Site Visit On April 2, 2019, DEC staff participated in a Technical Project Team meeting with representatives from USAF, Parsons, CH2M, and ADOT. The TPT meeting was held at the Fairbanks DEC office. On April 3-4, 2019, DEC staff traveled to Galena to participate in meetings with the City Mayor & RAB chair to discuss community concerns about site cleanup; a Proposed Plan meeting for Site DP023, and a community regional advisory board (RAB) meeting to discuss fieldwork completed during the 2018 field season and upcoming 2019 fieldwork. Other A subslab depressurization system was installed to minimize the migration of subsurface petroleum hydrocarbon vapors through the GAVTC building’s subslab into the building’s interior. To further mitigate vapor intrusion risks, SVE wells were added on the exterior of the building to expand the ROI of the SSD system. System 1 includes three extraction wells (EW-1 through EW-3) beneath the building subfloor and two SVE wells (SVE-1 and SVE-6) outside and adjacent to the western side of the building. System 2 includes three extraction wells (EW-4 through EW-6) beneath the building subfloor and two SVE wells (SVE-2 and SVE-3) outside and adjacent to the eastern and northern sides of the building. The Site CB001 SSD/SVE systems will not be shutdown seasonally without additional evaluation because of year-round occupancy of the GAVTC building.

Maintenance / Inspection Of Engineering Controls The SSD/SVE systems should be monitored weekly and reports should be prepared annually. Based on analytical data collected during subslab sampling events in September, October, and November 2013, the Site CB001 SSD/SVE systems are taken offline from May 1 through October 31
