Problems/Comments

On November 7, 2011, an aboveground storage tank (AST) located on the south side of the ADOT&PF Cold Bay airport maintenance building released at least 50 gallons of heating oil due to a malfunctioning float valve. On November 15, 2011, ADOT&PF personnel began excavating the contaminated soils. Approximately 20 cubic yards of contaminated material was excavated and landfarmed northeast of the airport near the Cold Bay landfill. It was determined during the course of the excavation that the extent of contamination was greater than anticipated and the excavation was filled with clean fill. Diesel range organics (DRO) remains above ADEC cleanup levels. During excavation activities, an underground storage tank (UST) was discovered just northeast of the AST. The ADOT&PF was unaware of the UST and its purpose; although, it was anticipated that UST was utilized as an oil/water separator. It was subsequently determined that the UST would be regulated under the UST program and is registered as a 1,000-gallon used oil tank (Tank ID #1). 1/27/2014 Document, Report, or Work plan Review - other A Corrective Action/UST Characterization Report, dated September 2012, documented additional excavation activities at this site. Field activities commenced from June 11 through 14, 2012. Because of buried utilities, the excavation was subdivided into three separate excavations; A, B, and C. The UST (Hazard ID: 26184) was removed from Excavation B. The tank was supplied by a 2.5-inch diameter, steel pipe that extended from the maintenance shop floor drain to the UST. Holes were discovered in the bottom of the UST, indicating that the UST was utilized to facilitate the drainage of fluids into the subsurface soils and retain solids in the tank (similar to a septic crib). Five confirmation soil samples were collected during the course of the UST removal and were analyzed for gasoline range organics (GRO); diesel range organics (DRO); residual range organics (RRO); benzene, toluene, ethylbenzene, and xylenes (BTEX); resource conservation and recovery act (RCRA) metals; volatile organic compounds (VOCs); and polychlorinated biphenyls (PCBs). The 2.5-inch supply pipe was capped with concrete and a “biovent piping arrangement” was placed at the base of the UST excavation prior to backfilling with clean fill. The combined size of all excavations (A, B, and C) was approximately 1015 square feet (ft2). A total of 22 confirmation soil samples, including 2 duplicate soil samples, were collected from Excavations A, B, and C (not including the soil samples collected during the UST removal). These soil samples were analyzed for GRO, DRO, RRO, BTEX, and polynuclear aromatic hydrocarbons (PAHs). DRO contaminated soil remains above the approved cleanup level in all three excavation locations, at concentrations ranging from 275 mg/kg to 3,230 mg/kg. In the UST removal location, concentrations of GRO at 800 mg/kg and 1,2,3-trichloropropane at 0.171 mg/kg remain at the base of the excavation. Contaminant concentrations likely remain beneath the airport maintenance building at similar concentrations. All excavated soils were segregated based on contaminant source (AST or UST) and stockpiled separately in lined, land farm storage cells. Joshua Barsis
2/3/2014 Document, Report, or Work plan Review - other On this day DEC received a Land Farm Testing Report, dated October 9, 2013. The report documented two land farms (AST and UST) produced from the 2012 excavation at this site. The AST land farm was approximately 10,000 square feet in size. Thirty six soil samples were field screened from the AST land farm and, based on field screening results, ten confirmation soil samples, including a duplicate soil sample, were submitted for laboratory analysis. The UST land farm was approximately 900 square feet in size. Two confirmation soil samples were collected from the UST land farm and submitted for laboratory analysis. All twelve of the soil samples were analyzed for GRO, DRO, RRO, and BTEX. Concentrations of DRO were detected at a maximum concentration of 850 mg/kg in samples collected from the AST land farm; which exceeds the ADEC cleanup criterion of 250 mg/kg for DRO. None of the samples collected from the UST land farm exhibited contaminant concentrations that exceeded the ADEC cleanup criteria; however, based on previous investigations in 2012, the UST land farm is destined for offsite disposal at a later date. 4/3/2014 Update or Other Action On this day, the DEC received correspondence from the DOT indicating that there are no drinking water wells located within 1,500 feet of the site. The letter indicated that all water is obtained from the water treatment plant located approximately 1,665 feet from the site. This information was reportedly provided by Jorge Lopez, the Mayor of Cold Bay. This site should be evaluated for closure after the soil stockpile generated during excavation is remediated or treated. Joshua Barsis
10/3/2017 Document, Report, or Work plan Review - other Reviewed the Land Farm Testing Report, dated September 2017 for this site. Completed activities consisted of collected soil samples from the land farm. DRO contamination is still present up to 1,120 mg/kg. Further tilling and monitoring was recommended. Joshua Barsis
3/29/2022 Site Visit ADEC was accompanied by ADOT representative to conduct a site visit on this date at the Cold Bay Airport Maintenance Facility and associated landfarm. No evidence of new or old releases were apparent in the vicinity of the AST, but no secondary containment was in place. The AST appeared to be in good condition. According to ADOT, the landfarm has not been tilled recently due to the last tilling attempt when the liner was reportedly damaged. Signage indicating hazardous material was in place around the landfarm and berms were present around the area of the landfarm. The liner did appear to be torn. The landfarm is in proximity to the Cold Bay landfill, no houses, structures, and/or drinking water wells are within at least 1,000 feet of the landfarm. Naomi Mason
