Problems/Comments

In the summer of 2012, three regulated underground storage tanks (USTs #1-3) were closed by removal from the Former Wilcox Automotive property, now managed by the City of Wrangell. Petroleum release was discovered during excavation to remove UST #1. A certified tank worker was found and site characterization was then performed in the vicinity of the previously-removed UST #1 and at USTs 2 and 3. The area of the UST closure by removal excavation was estimated at 36 feet by 16 feet and the depth below ground surface was eight feet. Thirty field screening samples were collected from the excavation area, 12 samples were collected from the stockpiles. The contaminated soil stockpile generated from the UST closure by removal was transported, with DEC approval, for storage between liners at Lot 4, Block 66, Wrangell Industrial Subdivision, on 5th Street. Petroleum concentrations in confirmation soil samples from the tank closure excavations were below the most stringent DEC soil cleanup levels. Water was observed at a depth below ground surface of eight feet in the northeast corner of the excavation pit. The site is 500 feet northeast and above the elevation of Zimovia Strait. Four soil samples from the excavation pit resulted in lead concentrations greater that ADEC's residential cleanup level (400 mg/kg) and three of these samples exceeded ADEC's commercial/industrial cleanup level (800 mg/kg). Ethylene Dibromide was not detected in soil samples. Elevated concentrations of lead in the excavated soil is from an unknown source and is unrelated to the regulated UST release. Information about the lead contamination is tracked under this Hazard ID (26212), file number 1529.38.024. Information about the USTs is tracked under Hazard ID 26204, file number 1529.26.011. UST #1 (2,000-gallon gasoline tank) was removed during road construction activities on Front Street. UST #2 (875-gallon diesel), UST #3 (2,000-gallon gasoline), and their associated piping were removed during UST closure and assessment activities on June 21-22, 2012.

3/3/2014 Document, Report, or Work plan Review - other DEC received a Shannon & Wilson Stockpile Sampling report for lined, covered 45 cubic yard (cy) stockpile at Lot 4, Block 66 in Wrangell. Three multi-increment (MI) soil samples and one grab samples were collected and submitted to SGS for analysis. MI soil samples were analyzed for total lead and TCLP lead. Analytical soil sample results for ethylene dibromide (EDB) and ethylene dichloride (EDC) were below laboratory reporting limits and cleanup levels. MI stockpile sample results for total lead were 621, 586 & 1,190 mg/kg. Soil sample leachate TCLP results were 2.15, 1.80 & 3.84 mg/L. The RCRA threshold for hazardous waste determination is 5 mg/L. 9/18/2015 Cleanup Complete Determination Issued Based on information available in the environmental record, DEC finds no further remedial action is required as long as standard conditions for a petroleum release on the property is properly managed. This determination is in accordance with 18 AAC 78.276(f) and does not preclude DEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment. Confirmation soil samples from the tank and dispenser island excavation and soil stockpiles did not contain petroleum hydrocarbon concentrations greater than the soil cleanup levels. Concentrations of VOC and PAH compounds in confirmation samples were all below instrument reporting limits and cleanup levels. Groundwater not encountered and was not investigated for contamination. DEC oversight of additional site investigation to determine a source of the lead contamination will be continued as a new Site on the Contaminated Sites Database under Hazard ID# 26212.
