Problems/Comments

In the summer of 2012, three regulated underground storage tanks (USTs #1-3) were closed by removal from the Former Wilcox Automotive property, now managed by the City of Wrangell. A petroleum release was discovered during excavation to remove UST #1. A certified tank worker was found and site characterization was then performed in the vicinity of the previously-removed UST #1 and at USTs 2 and 3. The area of the UST closure by removal excavation was estimated at 36 feet by 16 feet and the depth below ground surface was eight feet. Thirty field screening samples were collected from the excavation area, 12 samples were collected from the stockpiles. The contaminated soil stockpile generated from the UST closure by removal was transported, with DEC approval, for storage on liners and covered at Lot 4, Block 66, Wrangell Industrial Subdivision, on 5th Street. In 2018 this stockpile was transported to Columbia Ridge Landfill at Arlington Oregon for disposal. Petroleum concentrations in confirmation soil samples from the tank closure excavations were below the most stringent DEC soil cleanup levels for petroleum, but exceed cleanup levels for lead in soil. The extent and source of this lead contamination is currently unknown. Four locations in the base of the excavation at 7.5 to 8.0 feet below ground surface were analyzed for lead and concentrations ranged from 155 mg/kg to 17,200 mg/kg. The current cleanup level for residential is 400 mg/kg and for industrial is 800 mg/kg. The source of this lead contamination is not known and appears to be unrelated to the regulated tank release since the petroleum concentrations in those samples were low and below migration to groundwater cleanup levels. Information about the lead contamination is tracked under this Hazard ID (26212), file number 1529.38.024. Information about the USTs is tracked under Hazard ID 26204, file number 1529.26.011. UST #1 (2,000-gallon gasoline tank) was removed during road construction activities on Front Street. UST #2 (875-gallon diesel), UST #3 (2,000-gallon gasoline), and their associated piping were removed during UST closure and assessment activities on June 21-22, 2012.

The work plan proposes to excavate the remaining lead contaminated soil, collected confirmation samples from the excavation (total lead and TCLP lead), install and sample (for total lead) three monitoring wells to help assess lead groundwater contamination, collect total lead and TCLP lead samples from the excavated soil (this is not to include the clean backfill soil that was imported for fill the 2012 UST excavation), and provide a report of the results of this sampling. 8/19/2020 Institutional Control Record Removed The CSP Database indicates a Notice of Environmental Contamination (NEC) was issued and institutional controls (ICs) were instituted for onsite lead contamination which is above ADEC Soil Cleanup Levels. There are no ADEC electronic or hard copy records that document any work related to this action. The Juneau office was contacted to review letter/read files for Bruce Wanstall (former ADEC project manager) and learn if there was communication that may not have made it into the electronic or paper records; none were located. In addition, the Recorder's Office does does not appear to have record of any NEC being filed for the property. After a discussion with the City and Borough of Wrangell representative and consultant, it was determined that Bruce Wanstall was considering potential ICs for the site, but they were never issued. The database entry appears to be preliminary work. Given that the nature and extent of contamination has not yet been determined, work is still ongoing, and it was determined that the NEC and ICs were never implemented; ADEC has removed the NEC and IC's that were entered into the CSP Database on 3/13/2017. 3/24/2022 Document, Report, or Work plan Review - other On this date, DEC approved the report titled Site Characterization Activities Former Wilcox Automotive 309 Front Street, Wrangell, Alaska; ADEC File No. 1529.38.024. This report details site characterization activities conducted in August of 2021 at the Former Wilcox Automotive site. Site characterization included advancing eight soil borings, installing five groundwater monitoring wells, and collecting analytical soil and groundwater samples. Eight soil borings, B1 through B8, were advanced and B1 through B5 were completed as monitoring wells MW1 through MW-5. Boring B1 was placed adjacent to the location of the former gasoline UST, adjacent to sample ES10/ES26, collected in 2012. Borings B2 through B5 were placed to the north, east, south, and west, respectfully, of the former tanks. Step-out borings B6 through B8 were advanced further east (borings B6 and B7) and south (boring B8) of the former USTs based on field observations of potentially impacted soil. Lead was detected in boring B2 at 522 milligrams per kilogram (mg/kg), greater than the DEC soil cleanup level of 400 mg/kg, however, below the commercial/industrial cleanup level of 800 mg/kg. TCLP lead was detected in boring B2 (2.49 milligrams per liter [mg/L]) at a concentration less than the applicable EPA regulatory level of 5 mg/L. The remaining tested analytes were either not detected or detected below the cleanup/regulatory level. Concentrations of total lead were detected in monitoring wells MW1 (166 micrograms per liter [µg/L]), MW2 (1,580 µg/L), MW3 (193 µg/L), and MW5 (80.9 µg/L) at concentrations greater than the DEC groundwater cleanup level of 15 µg/L. Dissolved lead was also analyzed to evaluate the contribution of sediment in the samples to the total lead observed in the groundwater samples. Dissolved lead was detected in monitoring well MW2 at a concentration of 5.05 µg/L, less than the ADEC cleanup level of 15 µg/L.
