Problems/Comments

In February 2012, consultants for the Haines Borough performed site assessment sampling in conjunction with excavation to close-by-removal a 1,000-gallon heating oil underground storage tank (UST) at the Elementary School building. The tank was in such poor condition corrosion holes were obvious. Although soil in the pit had fuel stains, HB delayed removal of contaminated soil until after the building was demolished allowing full access. Consultants collected confirmation samples and returned soil to the excavation in the order it was removed. Out of the five analytical confirmation samples from the excavation, the greatest DRO concentration in soil was 17, 300 mg/kg in sample CZ03 collected at a depth of ten feet BGS. Following demolition of the Elementary School building in October 2011, workers advanced seven site investigation test pits in August 2012. The pit locations were oriented radially in three directions ranging in distance from the former UST site between five to thirteen feet. Approximately ten feet west of the former UST site, a former foundation concrete wall extended into the subsurface site to a depth of ten feet BGS, thus hindering sampling in that direction. Similar to the neighboring Primary School property, a gray, silty-clay, soil layer common to the area was observed at a depth of ten feet BGS. Out of seven analytical samples collected from the test pits, three found contamination. The greatest DRO concentration detected in soil was 12,000 mg/kg in sample E1-8 collected between seven and eight feet BGS. DRO concentrations in samples collected in four of the seven test pits were below laboratory reporting limits. The estimated volume of contaminated soil remaining at the site was five cubic yards.

7/3/2013 Document, Report, or Work plan Review - other As a result of the collaborative approach Chilkat Environmental employed with DEC in drafting the site investigation, interim removal and well installation Plan for the HBSD USTs site, DEC finds the Plan acceptable without comment. The Plan objective, design, sampling methodology, and reporting schedule are in agreement with Title 18 Alaska Administrative Code 75.325 and 75.355 and DEC guidance documents therefore in accordance with 18 AAC 75.320 the Plan is hereby approved. 8/7/2013 Site Visit DEC accompanied Borough Officials and Chilkat Environmental to the Elementary School property of observe the excavation at the former UST site to recover remaining subsurface contaminated soil from the former UST site. An estimated 20 cubic yard volume of soil that was confirmed contaminated with petroleum by observation and field screen sample tests was transported to Borough property at the Water Treatment Plant where it is stockpiled between liners. DEC confirmed by observation and field screen sampling results that a deminimis volume of contaminated soil could not be recovered due to groundwater filling in the excavation. 9/12/2013 Document, Report, or Work plan Review - other DEC letter formally approves the 2012 Former Haines School Contaminated Soil Characterization Report by Chilkat Environmental for the Haines Borough School UST sites. The Report describes two cleanup remedies for residual petroleum contamination in subsurface soil at the two former UST release sites. The first is additional excavation of contaminated soil and the second is monitored natural attenuation. The Report adequately describes the inherent upsides and downsides for each option. In approval of the work plan for 2013 site activity at the Elementary School, the DEC concluded that the degree of uncertainty with the extent of subsurface soil contamination at the Elementary School site required excavation for additional investigation and removal for off site remediation. DEC observed during the excavation in July, 2013 that the extent of contamination did reach a depth greater than was anticipated but the CEI estimate of lateral extent in the 2012 Report was accurate. The selected cleanup remedy for the Primary School site is unresolved and will be determined by selection of future land use for the site by the Haines Borough in 2013. 9/19/2013 Document, Report, or Work plan Review - other DEC reviewed the Haines Borough Former Elementary School UST Remedial Action Report (Report) completed by Chilkoot Environmental Inc (CEI) for the Haines Borough. The Report documents the cleanup of petroleum contaminated soil at the former Elementary School UST implemented according to the approved work plan with DEC in attendance. Based on information in the Report, CEI recommends site closure with no institutional controls. The Removal Action was successful at extracting contaminated soil to the practicable extent and remaining contamination is limited to an under 2 inch de minimis lens positioned at the groundwater interface 8 feet below ground surface. In the Approval Letter DEC concurs with the conclusions made in the Report. The recommendation for site closure with no institutional controls at the Elementary School property will be given full consideration. However, a stockpile of contaminated soil remains on Borough Property and without a remediation plan. DEC requests the Haines Borough submit a plan within ten days of receipt of the letter. 3/17/2014 Cleanup Complete Determination Issued In accordance with 18 AAC 75.335 (b)(2), the concentration and extent of contamination has been determined to the maximum extent practicable at the site referenced in this decision document. The volume of remaining soil contamination at the former Elementary School UST site (Lot 8) is to de minimis extent and presents no unacceptable risk to human health or the environment. Under this closure the site is subject to the following standard conditions: Any proposal to transport soil or groundwater off-site requires DEC approval in accordance with 18 AAC 75.325(i) and movement or use of contaminated material in a manner that results in a violation of 18AAC 70 water quality standards is prohibited. This determination is in accordance with 18 AAC 75.380 and does not preclude DEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment.
