Problems/Comments
The Cook Inlet Housing Association (CIHA) and the Fairview Business Association (FBA) are working together to evaluate the redevelopment potential in the Fairview Business District in the area surrounding the intersection of Gambell Street and 12th Avenue in Anchorage's Fairview neighborhood. CIHA applied for a DEC Brownfield Assessment and Cleanup (DBAC) from the DEC's Reuse & Redevelopment Program in 2013. The area was awarded a DBAC service designed to focus on identifying potential environmental obstacles to redevelopment by CIHA, FBA, or other interested parties. There are about 7 known Active status sites in the district, as well as several sites with the status of Closed with Institutional Controls and even more in Closed status with no institutional controls.

2/21/2014 | Brownfields Award | FY 2015 EPA State and Tribal Response Program (STRP) funds $30,973 awarded to Cook Inlet Housing Authority for an Environmental Site ssessment at Fairview Gambell Corridor and Beans Cafe for a Fairview Areawide Brownfield Assessment. Target area of Phase I assessment being identified with applicant. | Cascade Galasso-Irish |
5/27/2014 | Site Added to Database | A new site has been added to the database | Mitzi Read |
6/1/2014 | Update or Other Action | The application by Cook Inlet Housing Authority for DBAC services in the Fairview/Gambell neighborhood of Anchorage was deemed eligible for funding and DBAC services were awarded to summarize known environmental concerns in the Fairview Redevelopment Area and consider sources of contamination not yet identified. | Bill O'Connell |
6/15/2015 | Document, Report, or Work plan Review - other | Property Assessment Report received for Fairview Redevelopment Area (FRA). The FRA is a T-shaped area with one corridor bounded approximately by Fairbanks and Juneau Streets and another corridor bounded approximately by Third Avenue and Sixth Avenue. A figure showing the boundaries of the area is attached to this database for reference. The report includes a comprehensive review of the known contaminated sites within the area, demographic and community resource information, A review of property records and property use, and fact sheets to inform potential developers of the process used when contamination is discovered during development. | Bill O'Connell |
7/1/2015 | Brownfields Award | Using funds included in the FY16 Brownfield Grant from EPA, a project will be conducted in the Fairview Redevelopment Area to evaluate the presence of chlorinated solvent contamination from former dry cleaning operations in the area. The locations of former dry cleaners were reported to DEC by EPA during previous coordination efforts between the agencies and will form the basis for the investigation to be conducted in 2015-16. FY 2016 EPA STRP funds $25,742 awarded for a soil/gas survey at Fairview development Corridor in Fairview Areawide Brownfield Assessment. NTP# 18803601012. | Bill O'Connell |
9/21/2015 | Update or Other Action | Kickoff meeting for Fairview Areawide Chlorinated Solvent Investigation with Ahtna. Using information provided by EPA, passive soil gas samples will be collected from various locations followed by confirmation groundwater sampling of areas where solvents are detected. Detailed work plan to follow. | Bill O'Connell |
11/2/2015 | Document, Report, or Work plan Review - other | Reviewed Draft Work Plan for Fairview Redevelopment Area Chlorinated Solvent Investigation. Based on information provided by EPA, 44 soil gas samples will be collected from the locations of current and suspected former dry cleaners in the Fairview redevelopment area. Based on soil gas results, groundwater samples will be collected from up to 6 locations. | Bill O'Connell |
1/5/2016 | Meeting or Teleconference Held | Project status meeting. Due to utility conflicts, not all of the 44 soil gas locations could be sampled during the first round. Locations for follow up sampling will be prioritized for work in Spring 2016 | Bill O'Connell |
5/18/2016 | Document, Report, or Work plan Review - other | Reviewed Report for Fairview Redevelopment Area Chlorinated Solvent Investigation. The objective of the project was to determine if releases of chlorinated solvents had occurred at the locations of former dry cleaning operations present within the redevelopment area that could potentially cause a risk to human health or the environment. Passive soil-gas samplers were deployed at 25 locations across the project area and two groundwater wells were sampled in areas where soil gas data suggested the potential presence of contaminants. Passive soil-gas samples were collected using Waterloo Membrane Samplers deployed into 10-foot deep boreholes for a period of three days. PCE or 1,1,1-trichloroethane were detected at 6 locations, however none of the detections exceeded the residential target levels. Carbon tetrachloride was detected in November 2015 at one location at 1,600 ug/m3, which is above the residential and commercial screening levels of 41 ug/ m3 and 200 ug/ m3, respectively. A second sample from this location in March 2016 contained carbon tetrachloride at 210 ug/ m3. Sample locations are approximately 50 feet from occupied structures and based on other soil gas samples collected in the same vicinity, these detections are not considered a potential risk to receptors in the area. Based on the results of the soil gas sampling, groundwater samples were collected at two locations. Contaminants were not detected in groundwater above cleanup levels. The report concludes that there are likely no significant source areas in the vicinity of the sampling locations. | Bill O'Connell |
