Problems/Comments

A Phase I Environmental Assessment was conducted in July 2014 for the properties described as Lots 3 and 4, Turney-Burkhart Subdivision in Sitka, Alaska. Historically the site has been used for a broad range of light to heavy commercial/industrial applications, primarily construction storage and equipment maintenance. Observations noted the presence of numerous fuel storage tanks and steel fuel storage barrels, some with surrounding soil staining indicating spilled petroleum products; storage containers for various chemicals ranging from industrial degreasers to foam control agents for commercial fish processing; piles of fuel containers; scrap vehicles and heavy equipment; and various solid waste. Visual inspection outside of the shop building identified multiple small isolated areas of concern for high concentrations of hazardous materials spills. Visual inspection of the interior of the shop building did not raise concern of releases of hazardous materials in high concentrations. In July 2014 a sampling plan was submitted for site characterization. Visual and olfactory evidence at the time of initial sampling indicated releases of petroleum products to soil. Analytical results were expected in August 2014. Since the initial investigation, cleanup work has occurred on Lot 1 and the RP plans to sell that lot to fund the cleanup of Lot 104. Cleanup activities are on-going.

1/5/2015 Update or Other Action Spoke to R&M Engineering and they are working on contacting the owners of derelict vehicles on site and continue to clean up the property of debris and map soil stains and any other contamination issues. I approved limited screening level sampling to identify COCs. When the site is free of debris R&M will resubmit their work plan and include a detailed map of the sampling locations. Danielle Duncan
2/20/2015 Update or Other Action Most of the debris has been removed and R&M is waiting for prelim test results and will provide revised cleanup plan. Going to make a lined containment cell so they can determine how much material will have to be shipped out prior to ordering containers. Danielle Duncan
3/2/2015 Meeting or Teleconference Held Teleconference with myself and R&M re: cleanup plan. They provided some preliminary data and said that the report and work plan should be ready soon. The main COC is DRO. There are also some SVOCs and PCBs (<1 ppm) in one area. Advised that soils will have to be segregated based on contamination type especially if planning on using Reterro as a treatment facility. Contaminated soils will be placed on a liner and covered. No groundwater sampling as of yet, but groundwater was found at 6-7 ft. below ground surface. Danielle Duncan

6/4/2015 Update or Other Action Spoke with R&M - lot 102 is about cleaned up, planning to provide a letter documenting cleanup complete on lot 102 so that the RP may sell the lot (pending final report). Lot 104 is not done yet - have 2 more areas to excavate. No contaminated soil has been transported off-site as of yet. Gave R&M a soil transport form. There is approximately 1200 cubic yards of petroleum stained soil stockpiled in a lined stockpiled and it is also covered. Danielle Duncan

7/7/2015 Update or Other Action Spoke to R&M and work continues at lot 102. Some confirmation samples came back hot and so further excavation was done. New confirmation samples have been delivered to the laboratory and will have results soon. The tentative plan is to use the stockpiled soil on lot 102 in an asphalt plant currently in Sitka and use it to pave lot 104. The plan for lot 102 is to sell it to fund cleanup of lot 104. Reminded consultant that transport or treatment of contaminated soil requires pre-approval and I sent the soil transport form. Danielle Duncan

8/21/2015 Update or Other Action In reviewing R&M's report "102 Burkhart Street, Sitka, Alaska Final Cleanup Report/Closure Request", I requested more info: 1. Looking at the TestAmerica report Job ID: 250-24408-1 for which all of the data is unusable due to lack of tare weights and the cooler temperature exceeded, there were 2 PCB detections, sample 26 and 21. What sampling location (1-6) did these come from? 2. In the daily report dated March 11, 2015, it says that each of the 6 cleanup areas were tested for metals (PCLP???) I assume you meant TCLP and I do not see where those data are. Please provide this information and in the future it may be easier to tabulate your data in tables and figures. Danielle Duncan

9/2/2015 Site Characterization Report Approved Sent letter approving R&M's report "Re: 102 Burkhart street, Sitka, Alaska Final Cleanup Report/Closure Request" this date. The Report and cleanup activity does not include 104 Burkhart Street which is Lot 3, Block 1 of the subdivision. Cleanup activities are in progress on that side of the site and will be documented in a report when they are complete. The goal of the current cleanup at 102 Burkhart is to prepare the lot for sale. While the ADEC cannot completely close the site out at this time, this letter will provide written documentation that the property located at 102 Burkhart Street (Lot 4, Block 1) is free from measureable contaminants. R&M estimated that the amount of contaminated soil excavated from 102 was 45 cubic yards. Of the 45 cubic yards, 40 was sent to Republic Services in Washington for disposal and documentation of that transfer was provided in the Report. The remaining 5 cubic yards is being stored on site and may be used for asphalt at a later date, otherwise it will have to be moved to 104 Burkhart. Danielle Duncan

Per our discussion on 1/29/16, please remove the content in the Plan referring to liquid waste and waste drum sampling as the drums in question were removed as part of the initial cleanup of drums and debris on site. 2. Please describe the specific sampling strategy for each of the five (5) cleanup areas – the sampling strategy should include the types, numbers, and laboratory analyses planned for sampling with regards to past sample data. 2/17/2016 Update or Other Action The planned scope of work is to excavate contaminated soils from cleanup areas 1, 2, 3, 4, and 7 based on previously collected data. The ADEC Draft Field Sampling Guidance dated May 2010 will be adhered to for all sampling and excavation activities. Areas of staining will be excavated and field screening will occur during the excavation with a photoionization detector (PID). The screening results will be submitted as part of the final report and submitted to the ADEC for review. Post-cleanup confirmation samples will be collected from the sampling locations having the highest PID readings. The ADEC would like to add the following requirements to the work plan that were not expressly stated: 1. No backfilling of the excavations until lab data is received and the data is reviewed for quality – please do not exceed hold times or holding temperatures or the samples will have to be re-collected prior to a decision being made. 2. A soil transport form (attached) will be filled out and sent to the ADEC for signature prior to movement of contaminated soil. 3. Although the solid waste reportedly has been removed, the work plan addresses these items. Please dispose of any solid waste as described in the work plan and report on the volume and status of these in the final report. 4. A table was provided indicating the contaminants of concern for each area, estimated sample numbers, and analyses planned. Please add metals to the sampling plan as they are mentioned as a contaminant of concern, but were not addressed in the table. 5. The presence and depth to groundwater will be noted as well as the presence or absence of sheen. Danielle Duncan

11/1/2017 Document, Report, or Work plan Review - other Approved a work plan to install a temporary groundwater monitoring well to determine whether or not groundwater on site is contaminated with petroleum constituents. The temporary well will be placed within cleanup area 1 where the largest volume of contaminated soil and buried debris was identified and excavated. Water samples will be collected using a bottom fill bailer and analyzed for diesel range organics (DRO), residual range organics (RRO), benzene, toluene, ethylbenzene, and xylenes (BTEX), polycyclic aromatic hydrocarbons (PAHs), and volatile organic compounds (VOCs). 12/4/2017 Update or Other Action A groundwater monitoring well was installed on November 14, 2017 in cleanup area 1 using an excavator due to the presence of 12’’ minus shot rock. The pit for the well was dug 14’ deep. There was no sheen on the groundwater. A 12’’ dual walled corrugated HPDE slotted drain casing was placed in the excavation followed by a pre-fabricated 2.5’ monitoring well screen encased in a filter sock. The area around the slotted drain and the monitoring well were backfilled with 1.5’’ drain rock. Once installed the well was purged until the turbidity dropped from 300-400 NTU to 40-50 NTU. The well was sampled on November 16, 2017 using a bottom fill bailer once the well was adequately purged. A groundwater sample, duplicate, and a trip blank were collected and analyzed for diesel range organics (DRO), residual range organics (RRO), polycyclic aromatic hydrocarbons (PAHs), benzene, toluene, ethylbenzene, and xylenes (BTEX), and volatile organic compounds (VOCs). All of the results were below the laboratory’s detection limits and indicate that the groundwater on site is not contaminated. The site will now be evaluated for closure under 18 AAC 75.380.
