(Old R:Base Action Code = SI - Site Investigation). CH2M Hill site investigation. The airport was originally constructed in the early 1940s to support the war effort. The airport was turned over to the State of Alaska in 1959. The State continues to operate the site with the Air Force as the major tenant. A White Alice site was activated in 1957. It was deactivated in 1979 and replaced with an Alascom Satellite earth terminal. Only a small portion of the site is owned by the State. The majority is on military land. In 1980, 340 military personnel resided at King Salmon Airport. The north and south barrel dump site, Eskimo Creek Seep and Naknek River seep sites were tested for over 146 constituents of concern. Of these, 39 potential contaminants of concern were identified. High concentrations of TPH were identified in shallow wells and soils at this site. Floating product (>1 foot) was identified at the Eskimo Creek Seepage Site. Lead and petroleum hydrocarbon contamination levels at this site pose a threat to fish and wildlife (page 126). No immediate environmental threat was identified at the Naknek River Seep (page 126). Both the north and south dump sites could pose a threat to fauna since the detection limits used in analyses were greater than the chronic aquatic organism toxicity. Remediation, based on stage 2 sampling, at both barrel dump sites could include: no action; restricting site access; preventing the migration of contaminants. Containment preferred remediation route. The Naknek River and Eskimo Creek seeps will receive further sampling to identify a specific remediation response. In general, based on further sampling results, the alternatives are: no action, which will not occur based on preliminary site investigation; recovery of floating product; treatment of shallow groundwater; excavation of contaminated soils; restrict site access; containment. |

This report only deals with 2 areas (Eskimo Creek and Naknek River) out of 4 past hazardous waste disposal and spill sites previously prioritized and grouped (stage 1). Naknek R. = Lower and Upper Naknek because of different contamination sources at each area along with a difference in the type and amount of contaminants of concern. In the Upper Naknek 2 plumes encompass 7,000 cubic yards and 9,000 cubic yards of contaminated soil above 100 ppm TPH at a depth of 3 to 5 '. Groundwater at 1 of 7 wells revealed aromatics of 12 ug/l benzene. Lower Naknek also consists of 2 distinct plumes of TPH to a depth of 3' The material at each plume above 100 ppm estimated to be 2,200 cubic yards and 3,300 cubic yards. Low levels of aromatics were detected in 2 wells below MCLs. Trichlorethane was detected in MW-57 at 120 ug/l exceeding MCL of 5 ug/l. Eskimo creek had 3 wells MW-22B, MW-28 and MW-38 exceed MCL for benzene (5 ug/l) 56, 23, and 8 ug/l respectively. 5 wells exceeded the MCL of 5 ug/l for trichlorethane MW-31, MW-47, MW-38, MW-30, MW-34 (18, 64, 26, 90, 29 ug/l respectively). 8 wells had naphthalene and methylnaphthalene ranging from 20 to 18,000 ug/l. Soil boring and hand auger soil samples revealed TPH from 4.2 ppm to 47,7000 ppm to depths to 20'. Various recommended remedial actions were presented for the 3 sites with all measures requiring monitoring for a minimum of 3 years to assess site conditions and the need for technical modifications to the selected remedial measures. |

General wastewater permit discharge exceedences noted within the February monthly effluent samples at the treatment system. The filter media was changed in January and typically is effective for 4 to 6 months. The Air Force operator promptly transferred control to the backup filter system (the facility is equipped with a redundant filter system) and sent personnel to evaluate the situation. A stuck solenoid valve may have allowed the water to bypass the other filter vessels and flow directly into the organo-clay filter vessel. The monthly effluent sample and an organo-clay sample were collected for laboratory analyses on March 4. The February sample results consisted of the following: total aromatic hydrocarbons at 11.46 µg/L (10 µg/L WQS), total aqueous hydrocarbons at 12 µg/L (15 µg/L WQS), DRO at 3 mg/L (1.5 mg/L 18 AAC 75), and trichloroethene at 6.71 µg/L (5 µg/L 18 AAC 75). |

Alaska Department of Transportation & Public Facilities (ADOT&PF) Agency scoping letter related to the proposed King Salmon Airport Improvements Project No. 57922 received December 27, 2004; ADEC issued a comment letter on January 28, 2005 identifing environmental concerns which could impact Eskimo Creek Dump (Air Force IRP Site SS022) located on the boundary of Groundwater Zones 1 and 2. Included in the scoping letter was a preferred alternative to realign Jensen Road across Eskimo Creek and its surrounding wetlands in the vicinity of Site SS022; as a result of these and other environmental concerns ADOT&PF conducted a Practicability Study during 2005 to further review options; DEC received a 95% complete (Pre-PS&E) plans/specs/engineer report on March 23, 2006 which identified a new preferred alternative for the realignment of Jensen Road which would not impact Site SS022, Eskimo Creek, or its surrounding wetlands; ADEC issued comments via email on May 1, 2006 concurring with the revised proposal. |

ADEC staff participated in a Restoration Advisory Board meeting at the King Salmon Air Station. Community members are encouraged to attend and view a presentation of the most recent sampling program where data is available. Main topics discussed were the TCE plume that is in Groundwater Zone 1 where a treatibility study is being conducted to see the possible influence of adding an enhanced in-situ bioremediation product that is engineered to break down chlorinated solvents. The other main topic discussed was the results from the basewide monitoring event at all of the Groundwater Zones from 2007. |

Sites, especially the pending Multi Site Inspection sites, were inspected for any visible evidence of contamination and potential sampling locations as the work plans are still being formulated. ADEC staff was accompanied to all of the sites by the Project managers from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, a discussion of the Multi-SIte inspection project, an update on the status of the Groundwater Zone 5 Records of Decision, and a brief discussion concerning the TCE treatibility Study in Groundwater Zone 1. The next RAB meeting has been tentatively scheduled for April 21, 2009. |

ADEC staff recieved a draft version of the Record of Decision for OT027 Groundwater Zone 1. This document addresses the TCE contamination that has impacted the A-aquifer in the base living area in Groundwater Zone 1. The ROD proposes Monitored Natural Attenuation of the TCE and petroleum contamination in groundwater, continued passive petroleum product removal from groundwater and land use controls to prevent exposure to the impacted groundwater. Currently the USAF is monitoring the TCE concentrations in the groundwater in Zone 1 specifically at the point of compliance at the edge of Eskimo Creek. |

ADEC staff traveled to King Salmon with the new RPM for the King Salmon Air Station to tour the sites and look at the excavations that were completed during the 2009 field season. Several sites were inspected and overall the sites appeared to be secured with orange snow fencing and visqueen covering the stockpiles to prevent ponding and migration of contaminants. While in King Salmon staff attended and participated in a Restoration Advisory Board Meeting to meet with the public of King Salmon and discuss the results from the latest round of base-wide sampling and to discuss the progress of the excavations that were conducted during the summer.

ADEC met with USAF project manager to discuss a plan forward for the Record of Decision for Groundwater Zone 1. The Draft ROD has been under review for a long period of time and so a meeting was held to talk about major issues with the docuemnt and how these issues will be resolved in the future. Monitored Natural Attenuation is the selected remedy for the site and so a comprehensive monitoring program must be established and Institutional COntrols have to be put in place and enforced.

ADEC staff submitted a comment letter on the Draft Record of Decision for Groundwater Zone 1 at King Salmon. The comment letter stated that additional supporting documentation will be needed regarding the estimated time frame for monitored natural attenuation to reach the cleanup goals for the site. Estimates have ranged from 25 to over 100 years that would be required for the contaminants in the groundwater to achieve the cleanup goals. If selected, this remedy will need to be scrutinized at each Five-Year Review to determine if it is protective, and if the data trends support the Air Force’s assertion that the cleanup will be achieved in 25 years. If the data does not support the 25 year estimate as attainable, then the remedy will need to be reevaluated at that time. |

ADEC staff submitted comments to the USAF summarizing concerns and edits on the 2009 Comprehensive Environmental Monitoring Report. The report detailed sampling groundwater, surfacewater and sediment at the 5 main groundwater zones at King Salmon Air Station. ADEC's main concerns were regarding the high DRO levels in Groundwater Zone 1 which showed a substantial increase in concentration since the 2008 sampling event, and the differentiation between Remedial Action Objectives as called out in the Records of Decision for these sites and the established ADEC cleanup levels in 18 AAC 75. |

Sites were inspected for any visible evidence of contamination and to observe some of the work that is being conducted to remove POL impacted soils and PCB impacted soils at OT010. ADEC staff was accompanied to all of the sites by the Project manager from the USAF and thier contractors. A Restoration Advisory Board meeting was held during the site visit. The topics discussed included the most recent basewide monitoring program, remedial action cleanup programs, and management of the IDW and soil in the biocells set up to add oxygen to the soil matrix to aid the degradation of the petroleum hydrocarbons. ADEC's concerns with the plan included the decommissioning of MW-41 before any new information is gathered from the newly installed wells. Additionally, the plan called for no soil sampling other than geotechnical analysis, and we commented that TCE data in the soils above and below the A-Aquifer would be valuable, and should be collected during the installation of new monitoring wells. |

The main concerns were that the work plans were developed without input on the scope of work from the regulator and that the limited scope did not allow for sampling of the necessary constituents to properly characterize sites where fuels were not the only concern. |

Submit approval letter to Air Force for the 2013 Comprehensive Environmental Monitoring Report (CEMR) for King Salmon Divert, AK. Monitoring for GW Zone 1 included groundwater sampling in the A and B aquifers. In the A aquifer four well points and three monitoring wells exceeded the cleanup level of 1.5 mg/L for DRO. TCE was detected above the action level of 0.0027 mg/L in four of the point of compliance (POC) well points. TCE was also detected in monitoring wells EKMW-1 and MW-47 above the RAO. Detections of BTEX compounds in the A-Aquifer monitoring wells were all below cleanup levels. Inorganic parameters measured in Zone 1 groundwater provide some evidence that natural attenuation of petroleum hydrocarbons is occurring in the A-Aquifer. Since the majority of concentration trends are decreasing or stable, this analysis provides more evidence that intrinsic remediation is attenuating contaminants, or at least keeping contaminant concentrations in check. All BTEX and DRO detections in the Zone 1 B-Aquifer monitoring wells were below RAOs. MW-41 exceeded the RAO of 0.005 mg/L for TCE. The TCE concentration detected at MW-41 shows an increase relative to the results from the nine previous years. There were no other RAO exceedences for TCE in the Zone 1 B-Aquifer monitoring wells. Draft RAO LTM report received for review and comment.
GWZ 1: None of the A-Aquifer monitoring wells exceeded the ADEC GW cleanup levels for BTEX. Four well points and two monitoring wells exceeded the cleanup level of DRO. TCE was observed above the cleanup level of 0.005 mg/L at ETMW-02 (0.087 mg/L),MW-6 (0.024 mg/L), MW-23 (0.019 mg/L), and MW-28 (0.11 mg/L). TCE was above the cleanup level at two of the five point of compliance (POC) well points.
All results for 1,4-Dioxane were ND. The majority of concentration trends including that for TCE are stable or decreasing. This indicates that intrinsic remediation is keeping contaminant concentrations stable or decreasing at this site. TCE was found at 0.072 mg/L in MW-41, and 0.048 (0.047) mg/L in MW13-09B.
A-Aquifer
MW-9: 1,2,4-Trimethylbenzene was detected above the 15 ug/L cleanup level at 130 ug/L and naphthalene was detected above the 1.7 ug/L cleanup level at 280 ug/L.
B-Aquifer
MW-41: Vinyl chloride was detected above the 0.19 ug/L cleanup level at 6.7 ug/L and naphthalene was detected above the 1.7 ug/L cleanup level at 14 ug/L.

Draft Feasibility Study received for review and comment.
The human health risk assessment (HHRA) completed for the supplemental RI (EA 2016) concluded there is no risk associated with soil based on contaminant concentrations and associated depths. There was unacceptable risk associated with groundwater from both the A and B-Aquifers. The supplemental RI also concluded that there is not an immediate human health exposure risk associated with vapor intrusion based on ADEC indoor air target levels.
Based on the results of historical ecological risk evaluations performed at the site, as well as contemporary sediment and surface water monitoring data, potential risks to benthic organisms and other aquatic organisms, piscivorous wildlife, and terrestrial wildlife at Site OT027 are also expected to be acceptable.
Based on the contaminant concentrations observed in groundwater and soil and the HHRA and ecological risk assessment results, remedial alternatives were developed for groundwater and soil.
The following remedial alternatives were identified as potential alternatives for the remediation of groundwater:

Staff provided comments on the draft feasibility study for OT027 GWZ 1. Main comments were regarding polynuclear Aromatic Hydrocarbons (PAHS). PAHs were not analyzed as part of the 2013 follow on investigation. Any future soil sampling will require analysis of PAHs via 8270-SIM. In addition to the minimum PAHs that will be reported: acenaphthene, anthracene, benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, benzo-k-fluoranthene, chrysene, dibenzo(a,h)anthracene, fluorene ideno(1,2,3-cd)pyrene, naphthalene, and pyrene; 1-methylnaphthalene and 2-methylnaphthalene shall also be analyzed for and reported. 1-methylnaphthalene was not analyzed for or reported as part of the historical investigations when PAHs were analyzed by SW8270.
TCE has been detected above cleanup levels in surface soil (0-2’ bgs) and subsurface. For subsurface, not only will the 0-15’ bgs soil interval have to be addressed, any subsurface soil contamination which is impacting groundwater above Table C cleanup levels will need to be addressed. Also, for vapor intrusion pathway evaluation, up to 100 feet from the solvent contamination to the receptor (current or future) will need to be evaluated for vapor intrusion.

ADEC submitted responses to comments received on August 15th 2022 regarding the Draft Monitoring Well Installation, Repair, and Decommissioning Report, King Salmon Divert, Alaska Dated May 2022. Approximately 6 cubic yards of soil cutting material was generated from the monitoring well activities. The approved work plan discussed the soil cutting material getting sampled and characterized prior to disposal, however this report noted historical results were used for characterizing the soil cutting material. Using historical results for characterizing investigative-derived waste is not appropriate, especially when the historical results are for petroleum only and the potentially contaminated media could have impacts from other analytes (per-and polyfluoroalkyl substances and pesticides for example). While the Transport, Treatment, & Disposal Approval forms were submitted retroactively, it is the department’s expectation that these forms be submitted to ADEC for approval prior to the transport and disposal of contaminated media. Per 18 AAC 75.370(b) “A responsible person, owner, or operator shall obtain approval before moving or disposing of soil subject to the site cleanup rules.” ADEC approval was not obtained prior to transporting the soil cutting material offsite. |

The report describes the land use control inspections, field data, and analytical results from groundwater and surface water sampling conducted during the 2021 field season for Groundwater Zones 1, 2, 3, 4, 5, Naknek Rec Camp I, and Naknek Rec Camp II in King Salmon, Alaska. Continued groundwater and surface water sampling and land use control (LUC) inspections were recommended for all sites. The groundwater investigation at the SA039-DR16 source area, located northwest of Groundwater Zone 2, found no groundwater exceedances of 18 AAC 75.345 Table C groundwater cleanup levels for diesel range organics, residual range organics, and polycyclic aromatic hydrocarbons and site closure was recommended for the site. ADEC is tracking SA039-DR16 as a source area part of the King Salmon AS GWZ 2 SA039 (ADEC File No. 2569.38.016.10). Based on the available information, SA039-DR16 does not need further investigation at this time, and ADEC will consider the source area cleaned up. However the King Salmon AS GWZ 2 SA039 site will remain active on the database until all other source areas within SA039 are ready for closure. The report included a 2022 work plan addendum for the upcoming field investigation, monitoring and reporting activities to be conducted during the 2022 remedial action operations and LUC inspections. The work plan addendum addressed the field sampling programs, analytical programs, and land use control inspections planned for each site in King Salmon, Alaska. Additionally, the work plan included a technical memorandum that described the repair process that will be used to manage the section of the South Barrel Bluff gabion wall that is slipping into King Salmon Creek. |

ADEC approved the Contaminated Media Transport and Treatment or Disposal Approval Form for the disposal of 9 cubic feet of contaminated GAC sourced from Groundwater Zones 1, 2, and 4. The GAC contaminated with DRO, GRO, BTEX, TCE, and PFAS is being sent to U.S. Ecology in Anchorage to be disposed of at the Columbia Ridge Facility in Arlington Oregon. Two 5-gallon spent granular activated carbon (GAC) filters are being shipped off-site for disposal. One filter was used to filter purge and decon water from approximately 30 wells in 2021 and one filter will be used to do the same in September, 2022. Approximately 25% of those have contaminants present (mostly DRO and GRO). Approximately 6 to 8 wells have TCE with concentrations ranging 3 to 65 micrograms/liter and contribute 10 to 15 gallons of purge water. Each GAC will have treated approximately 60 gallons of water. |

DEC issued compliance advisory letters to the U.S. Air Force, U.S. Army Corps of Engineers, and Paug-Vik Contractors LLC (PVC), to address violations of 18 AAC 75.325(i) and 18 AAC 75.370(b). DEC submitted comments regarding the Site Characterization of Wastewater Lagoon Releases, Draft, dated October 2024. The report describes the investigation activities conducted in 2023 to characterize the nature and extent of contamination related to the wastewater lagoon releases adjacent to the wastewater treatment system at Groundwater Zone 1 (OT027) located in King Salmon, Alaska. A human health risk assessment and ecological risk assessment were included in this report. Samples were collected from groundwater, soil, sediment, and surface water and analyzed for petroleum fractions, metals, perfluoro alkylated substances (PFAS). polycyclic aromatic hydrocarbons (PAHs), volatile organic compounds (VOCs), and semi volatile organic compounds (SVOCs). Screening levels for the investigation were the November 2023 EPA Regional Screening Levels (RSLs) for residential soil (excess lifetime cancer risk of 1 × 10-6 and hazard quotient of 0.1) or 1/10 of the 2023 18 AAC 75 Method Two human health DEC cleanup levels. The risk assessment determined that diesel range organics and magnesium were contaminants of concern in groundwater at the site. Additionally, residual range organics exceeded DEC’s groundwater cleanup level. Various PFAS analytes were determined to be contaminants of potential concern in groundwater and soil.
The report recommended the decommissioning of the wastewater treatment lagoons and proceeding with a supplementary investigation to address existing data gaps regarding PFAS contamination at the site along with supplementary human health and ecological risk assessments.
