Problems/Comments

A pre-removal investigation to support the closure of three underground storage tanks (USTs 177, 179, and 180) at the Army and Air Force Exchange Service Station in October 2013 found gasoline and BTEX in the soil and groundwater. Tank 177 = 10,000-gallon gasoline; tank 179 = 10,000-gallon gasoline; and tank 180 = 10,000-gallon diesel. This site had been previously identified as a leaking underground storage tank site in 1990. The site was remediated and closed in 2009 (see Hazard IDs 24219 and 1099 / file number 108.26.025). This is a new release and will be tracked separately.

12/13/2016 Meeting or Teleconference Held A two day Federal Facilities Agreement (FFA) and Stakeholders meeting was held on December 13 & 14, 2016. The main focus of the meeting was to develop a site discovery and site intake process that would satisfy requirements of the Fort Wainwright FFA, RCRA Permit, and two party agreements. The Army, EPA and DEC committed to a flowchart of the preliminary source evaluation process. Timelines were established for scoping a land use control implementation plan (LUCIP) and developing a contracting schedule for Fort Wainwright contaminated site investigations and remedial actions. Seven sites were proposed for inclusion into the FFA (three party agreement) by the Army and the RPMs documented the assignment of the regulatory path for these sites using a newly developed and agreed to signature form. 1/31/2018 Site Characterization Workplan Approved DEC approved the 2018 Remedial Design Supplemental Site Characterization Work Plan, Former AAFES Underground Storage Tanks Corrective Action Implementation, Former AAFES Service Station, Building 3562, Fort Wainwright, Alaska, dated January 2018. The Work Plan described a proposed investigative approach for further site investigation at the Former Army & Air Force Exchange Services (AAFES) Building 3562 Post Exchange (PX) Gas Station. This site investigation included; defining the northern and western extents of soil contamination, providing additional groundwater sampling locations to supplement existing monitoring wells, installing soil gas probes on the north side of Building 3562 to help assess potential vapor migration, and providing a more complete baseline of soil, groundwater and soil gas data to aid in assessing remediation progress. The document described activities to install an Air Sparge (AS)/ Soil-vapor extraction (SVE) system at the former Army and Air Force Exchange Service (AAFES) Station located at Fort Wainwright, Alaska. Site contaminants of concern (COCs) are fuel-related contaminants associated with fuel releases from the former underground storage tanks (USTs). Site COCs include, gasoline range organics (GRO), diesel range organics (DRO), polycyclic aromatic hydrocarbons (PAHs) and a short list of volatile organic compounds (VOCs). The objectives for installing this system are to reduce petroleum hydrocarbon contaminants to below risk-based target or cleanup levels within approximately 3-5 years of AS/SVE system operation. The document describes results from soil, groundwater, soil gas and air sampling activities conducted during November 2017 and February 2018 at the former Army and Air Force Exchange Service (AAFES) Station at Building 3562 which is located on the south side of Neely Road on Fort Wainwright, Alaska. Results from this supplemental site characterization investigation helped to expand the underground storage tanks (UST) and the fuel island source area footprint which allowed for design of an effective remediation well layout to treat the source areas. This effective remediation design is an air sparge (AS)/soil vapor extraction (SVE) system. AS/SVE activities were described and approved under separate cover, "Remediation System Design, Installation, Operation, Maintenance, Monitoring, and Closure Work Plan," dated August 2018. 11/1/2018 Site Visit DEC staff conducted a site visit to the Former Army and Air Force Exchange Services (AAFES) Underground Storage Tanks (USTs) site to view the Air Sparge (AS)/Soil vapor-extraction (SVE) system operating. At the time of the site visit, the system was not operating due to an error in the initial startup. 11/27/2018 Site Visit DEC staff conducted a site visit to the Former Army and Air Force Exchange Services (AAFES) Underground Storage Tanks (USTs) site to view the Air Sparge (AS)/Soil vapor-extraction (SVE) system in operation. System was in operation, although SVE flow gauges were temporarily removed because they were not sized properly for pipe diameter. 5/28/2019 Document, Report, or Work plan Review - other DEC approved the Air Sparge / Soil Vapor Extraction System Start-Up and 2019 Quarter One Groundwater Monitoring Technical Memorandum, Former AAFES Underground Storage Tanks Corrective Action Implementation, Building 3562, Fort Wainwright, Alaska (dated May 17, 2019). The document described results from the air sparge (AS) / soil vapor extraction (SVE) system start-up and the quarter one groundwater sampling effort for the Former Army and Air Force Exchange Service (AAFES) Underground Storage Tanks (USTs) corrective action implementation. The first quarter groundwater sampling results showed a significant decrease in contaminant concentrations from the February 2018 supplemental site characterization sampling event (prior to AS/SVE system installation and operation). Even with the concentration decrease, the contaminants of concern at the site are still above the DEC cleanup levels in several monitoring wells. DEC will continue to receive quarterly technical memorandum updates, however, DEC will wait until the draft annual report is received (expected March 2020) to review and provide comments on the AS/SVE system results. 6/21/2019 Update or Other Action DEC received the 2nd Quarter Groundwater Technical Memorandum document for the ongoing long-term monitoring at the Former Army and Air Force Exchange Services (AAFES) site. The Quarter 2 technical memorandum describes results from air sampling the pre-treatment and post-treatment effluent from ports located upstream and downstream of the electric catalytic oxidizer (ECO). The technical memorandum also describes groundwater monitoring activities conducted from April 30, 2019 through May 1, 2019. A draft annual report is expected March 2020 which will describe the efforts from the quarterly events, and provide detailed conclusions and recommendations. DEC did not provide any review comments for this document, because DEC expects to comment on the forthcoming annual report. Erica Blake
2/24/2020 Offsite Soil or Groundwater Disposal Approved DEC approved the transport of one, 55-gallon drum of petroleum contaminated groundwater to be disposed of at NRC Alaska LLC. 7/29/2021 Update or Other Action ADEC reviewed the "Draft Remediation System Operation, Maintenance, and Monitoring and Quarterly Groundwater Monitoring Report Operational Year Two" received on June 15, 2021. The report details the second year of operations, maintenance, and monitoring (OM&M) of the air sparging (AS)/soil vapor extraction (SVE) remediation system at the Former Army and Air Force Exchange Service (AAFES) site located along Neely road on FWA. The AS/SVE system also serves as an engineering control to address potential for vapor intrusion. The report includes the quarterly groundwater monitoring, risk management of the vapor intrusion pathway, analytical results and data quality review. Project activities for the second year of operations were conducted between February 2020 and February 2021. The AS system was out of commission during the second half of year two, which resulted in a rebounding of contaminant of concern (COC) concentrations. The rebounding of COCs resulted in an increased time-to-cleanup modelling of 5.3 years. The estimated time to cleanup will be updated after the third year of AS/SVE system operation. The AS blower replacement and system repairs occurred in May 2021 and the AS system has resumed operation for year three. In addition to the AS blower replacement, a new SVE exhaust stack and electric catalytic oxidizer (ECO) bypass was installed. Post-treatment ECO exhaust samples will no longer be collected as the use of the ECO unit has been discontinued. Cascade Galasso-Irish
8/25/2021 Offsite Soil or Groundwater Disposal Approved ADEC approved a contaminated media transport request for one, 55-gallon drum of investigative-derived waste (IDW) to be transported to U.S. Ecology in Moose Creek, Alaska for treatment and disposal. 4/29/2022 Document, Report, or Work plan Review - other ADEC provided approval for the "Final 2022 Work Plan Addendum – Remediation System Operation, Maintenance, Monitoring and Closure" (dated April 2022) to the U.S. Army. The work plan addendum (WPA) will be used to guide the site activities and reporting tasks for work conducted at the Former Army and Air Force Exchange Service (AAFES) Station on Fort Wainwright, Alaska (FWA). The approved WPA references laboratory certifications for laboratories where the certification will expire throughout the duration of this project. The AS/SVE system also serves as an engineering control to address potential for vapor intrusion. The report includes the quarterly groundwater monitoring, risk management of the vapor intrusion pathway, analytical results and data quality review. Project activities for the third year of operations were conducted between February 2021 and February 2022. The AS system was out of commission during the second half of year two and first quarter of year three, which resulted in a rebounding of contaminant of concern (COC) concentrations. The rebounding of COCs resulted in an increased time-to-cleanup modelling of 7.2 to 7.7 years, which is an increase from the initial time to cleanup of three- to five-year estimate proposed in the 2018 Remediation System Design, Installation, Operation, Maintenance, Monitoring, and Closure Work Plan, and the estimated 5.3 years following year two of the OM&M. Additional AS/SVE system OM&M visits are recommended to continue quarterly, concurrent with ground water monitoring field efforts. The AS/SVE system should continue to operate until COC concentrations in analytical groundwater sample results are below ADEC cleanup levels and controlled rebound testing can be initiated. 3/10/2023 Document, Report, or Work plan Review - other DEC received and reviewed the Draft Doyon Utilities Sampling and Analysis Plan (SAP) Addendum for P2046 Building 3563 Rehab Well, Pump and Motor. The SAP Addendum details removal and replacement of the existing generator and appurtenances at Building 3563. Soils excavated will be screened and sampled for gasoline and diesel range organics (GRO, DRO), volatile organic compounds (VOCs), and Resource Conservation and Recovery Act (RCRA) metals. Lead will also be analyzed with Toxicity Characteristic Leaching Procedure (TCLP) sampling methods. Soil sample results will be compared to the most stringent of either the human health or migration to groundwater cleanup levels found in 18 Alaska Administrative Code (AAC) 75.341(c) Tables B1 and B2. 6/23/2023 Document, Report, or Work plan Review - other DEC has completed a backcheck of the response to comments for the P2413 Neely Road Phase 2 Sampling and Analysis Plan (SAP) Addendum. The SAP Addendum is to be used in conjunction with the 2020 Doyon Utilities (DU) Fort Wainwright, Alaska (FWA) Postwide SAP. The project will excavate the depth required to access the utilidor lids and vaults for maintenance and repair (up to five feet below ground surface) and is not expected to impact groundwater. This project will complete rehabilitation to approximately 4,000 linear feet (LF) of utilidor along Neely Road, between 9th Street and Meridian Road.
