Problems/Comments

The Former Coast Artillery Outpost (FCAO) was the site of two 6-inch naval guns located at the south end of Cannon Beach Road. The area is currently being used as recreational site for residents of Yakutat. Remnants of a WWII military tank and sawed off 6-inch cannons are present at the site. Electric lines, hydraulic lines, and concrete debris piles were found northwest of the approximate former building locations. A wooden foundation was also found in the forested area near the naval guns. A metal detector indicated a sub-surface foundation was present less than 20 feet from the western gun. 2,4-Dinitrotoluene was detected in surface soil at a concentration (0.623 mg/kg) above the migration to groundwater cleanup level (0.0093 mg/kg).

The ADEC commented that the proposed work addresses only the site that the USACE determined were FUDS program eligible. Additional information was requested to determine whether the proposed work is sufficient to address hazardous substances, pollutants, and contaminants resulting from past military activities in and around Yakutat. Due to the time schedules for the contracts and proposed work, these determinations were agreed to be addressed at a later time. 4/5/2004 Update or Other Action A draft remedial investigation/feasibility study was reviewed. The field team performed a walkover of this area, and found a small metal and debris pile and wooden foundation in a forested area. Additional investigation was recommended for this area. The ADEC determined that each site had insufficient site characterization data available to select appropriate remedies or to effectively evaluate them against CERCLA criteria. Based on the information provided, the Feasibility Study is premature. ADEC recommended that the USACE not incur further expense to finalize the document until further site characterization was done. Work should occur to identify the data gaps and resolve them before any additional actions are taken. Debra Caillouet

11/7/2007 CERCLA PA ADEC commented on the Draft Military Munitions Response Program CERCLA Preliminary Assessment. There was no evidence of any ordnance items or storage structures, though the metal detector revealed a sub-surface foundation less than 20 feet from the western gun. It was concluded that this may have been a ready ammunition magazine. No further DoD action was recommended at this site. Debra Caillouet

3/17/2010 CERCLA FS ADEC Staff issued a letter to the USACE approving the finalization of the Feasibility Study Report as all of the State's comments have been responded to and incorporated in the document. 8/6/2010 Site Characterization Workplan Approved ADEC staff sent a letter to the USACE project manager approving the implementation of the final work plan for the Supplemental Remedial Investigation for several sites in Yakutat. 10/22/2010 CERCLA FS Contaminated Sites Staff submitted a letter to the US Army Corps of Engineers approving the Final Version of the Feasibility Study Report. 4/5/2012 Site Characterization Report Approved Contaminated Sites Staff submitted a letter to the US Army Corps of Engineers Remedial Project Manager approving the final version of the Supplemental Remedial Investigation Report. Three hand borings were advanced at this site in the approximate locations of two buildings observed in a 1962 aerial photograph. 2,4-Dinitrotoluene was detected in surface soil at a concentration (0.623 mg/kg) above the migration to groundwater cleanup level (0.0093 mg/kg). The sample collected below this surface soil sample was below the migration to groundwater cleanup level. The concentration is below the direct contact and inhalation cleanup levels. 2/17/2015 CERCLA Proposed Plan The ADEC Contaminated Sites Program approved the February 2015 Proposed Plan for No Department of Defense Action Indicated (NDAI) for the Yakutat Air Base Formerly Used Defense Sites. The proposed plan included the Former Coast Artillery Outpost. For this site, no additional remedial action, no additional review, no implementation of long term management or land use controls is planned by the Department of Defense. If new information becomes available indicating risk or concern of military-related contamination at this AOC, further evaluation may be warranted. Jessica Morris
