The Record of Decision for Final Remedial Action at Groundwater Zone OT028 (Zone 2), Waste Accumulation Area 3 (SS017), Eskimo Creek Dump (SS022), Refueler Shop (SS021), and Old Power Plant Building (SS020) was signed by ADEC on December 18, 2002, signed by Air Force on December 12, 2003, and a addendum was signed by both agencies in December 2003. The selected final remedies include: monitored natural attenuation of the TCE, BTEX, and GRO plumes with annual sampling, institutional controls on drinking water wells, and a 5-year review for OT028; site closure for SS017; vegetative soil cap, annual long-term monitoring (LTM), institutional controls on excavations and other subsurface activities, and 5-year review for SS022; and transfer to UST compliance section for continued operation of bioventing systems since contamination is associated with former state-regulated USTs, annual LTM, institutional controls of excavations and other subsurface activities, 5-year review, and confirmation soil samples to obtain site closure for SS021 and SS020. The 350 determination has been granted for the A-Aquifer, with application of the 10x rule for soil and groundwater. This approval has been given for similar facility sites (Zones 1 and 4) in recent years and documented in final, signed RODs. |

ADEC staff participated in a Restoration Advisory Board meeting at the King Salmon Air Station. Community members are encouraged to attend and view a presentation of the most recent sampling program where data is available. Main topics discussed were the TCE plume that is in Groundwater Zone 1 where a treatibility study is being conducted to see the possible influence of adding an enhanced in-situ bioremediation product that is engineered to break down chlorinated solvents. The other main topic discussed was the results from the basewide monitoring event at all of the Groundwater Zones from 2007. |

None of the wells exceeded RAOs for GRO, DRO, or TCE. As in previous years, B-02 had the highest
concentration of GRO (9.5 mg/L), DRO (8.9 mg/L) and TCE (0.015 mg/L). 1,4-Dioxane was not
detected in any of the samples.
MW00-03 exceeded the proposed ADEC criteria for PFOA and PFOS at 0.41 µg/L and 0.56 µg/L,
respectively. PFOA and PFOS were also detected in MW-628 but at concentrations below the proposed
ADEC criteria. Surface water samples were collected from three locations along Eskimo Creek and analyzed for VOCs. TCE was not detected in any of the samples.
As has been observed in previous years, the combined lines of evidence of stable to decreasing petroleum hydrocarbon plumes and changes in groundwater chemistry strongly support the occurrence of intrinsic bioremediation of the petroleum hydrocarbons at this site. Decreasing TCE concentration trends suggest that intrinsic remediation of this chlorinated compound has occurred and is occurring. Intrinsic remediation of petroleum and chlorinated hydrocarbons is expected to continue in Zone 2. An institutional control inspection was performed with no observations of IC noncompliance.
B-02: 1,2,4-Trimethylbenzene exceeded the 15 ug/L cleanup level at 380 ug/L, ethylbenzene exceeded the cleanup level of 15 ug/L at 440 ug/L, naphthalene exceeded the cleanup level of 1.7 ug/L at 440 ug/L, total xylenes exceeded the cleanup level of 190 ug/L at 2,500 ug/L.

Section 3.1 Is there a report documenting the decommissioning of these monitoring wells? Documentation of well decommissioning should be provided to ADEC.
Section 3.4.1.1 If well MW00-04 has been damaged and could not be sampled for multiple years the well should be evaluated to determine if: 1) the well can be repaired, 2) an alternative well is available for sampling, or 3) a replacement needs to be installed. This should also be identified in the Deviations section. An appendix should include a list of all wells requiring repair, decommissioning or replacement.
Section 3.6 Recommend including the surface water protection well MW-202 in the annual sampling in place of well 708. No need to wait for the 5-year review. Please include a recommendation for sample frequency for the remaining monitoring well network for Zone 2. ADEC would be willing to accept every other year sampling for the remainder of the well network and surface water sediment sampling.

ADEC approved the Final 2017 Long Term Management Report for the King Salmon Divert on this date. Zone 1 recommendations include continuation of monitoring with no changes. Petroleum hydrocarbons and TCE were detected above cleanup levels in groundwater in Zone 2; recommendations include continued monitoring and updating cleanup levels in next 5 Year Review. In Zone 3, low levels of TCE and benzene were detected in the March 2018 SBTS sample, and gabions in King Salmon Creek are being pulled out of alignment; recommendations include reducing sampling at the North and South Bluffs to once every five years. This report describes the 2018 removal action of soil impacted with perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS), and petroleum hydrocarbons from the biocell and landarm area. A total of 4,700-cy of per- and polyfluoroalkyl substance impacted soil remains at the biocell and landfarm area, stored in three long-term stockpiles within the former landfarm area. Following excavation and soil sample results, PFOA/PFOS contaminated soil remains above cleanup levels in the sub-base below two of the remaining stockpiles (Sub-Base Stockpile and Naknek Backhaul Stockpile), as well as the western berm of the Naknek Backhaul stockpile. ADEC submitted comments on the draft report in a letter to the Air Force on June 11, 2019. |

LUC inspections for five groundwater zones, Naknek Rec Camp I, and Naknek Rec II will be conducted to ensure there have not been any unauthorized excavations or installation of drinking water wells in contaminated aquifers. Annual land fill inspections are also scheduled at the North and South Bluff in Zone 3, and the former landfills in Zone 4 and Zone 6. Additional work in Zone 3 will include barrier fence repair and the installation of signage. The installation and sampling of three groundwater monitoring wells at SA039-DR16 and the installation and sampling of two well points at LF022/SS022 are also included in this work plan. The results of this monitoring effort will be presented in a RA-O and LUC Inspections Report. An evaluation of the nature and extent of contamination with comparison to RAOs will be presented. Conclusions and recommendation based on the monitoring findings will be provided, as appropriate. |

ADEC submitted responses to comments received on August 15th 2022 regarding the Draft Monitoring Well Installation, Repair, and Decommissioning Report, King Salmon Divert, Alaska Dated May 2022. Approximately 6 cubic yards of soil cutting material was generated from the monitoring well activities. The approved work plan discussed the soil cutting material getting sampled and characterized prior to disposal, however this report noted historical results were used for characterizing the soil cutting material. Using historical results for characterizing investigative-derived waste is not appropriate, especially when the historical results are for petroleum only and the potentially contaminated media could have impacts from other analytes (per-and polyfluoroalkyl substances and pesticides for example). While the Transport, Treatment, & Disposal Approval forms were submitted retroactively, it is the department’s expectation that these forms be submitted to ADEC for approval prior to the transport and disposal of contaminated media. Per 18 AAC 75.370(b) “A responsible person, owner, or operator shall obtain approval before moving or disposing of soil subject to the site cleanup rules.” ADEC approval was not obtained prior to transporting the soil cutting material offsite.

ADEC approved the Contaminated Media Transport and Treatment or Disposal Approval Form for the disposal of 9 cubic feet of contaminated GAC sourced from Groundwater Zones 1, 2, and 4. The GAC contaminated with DRO, GRO, BTEX, TCE, and PFAS is being sent to U.S. Ecology in Anchorage to be disposed of at the Columbia Ridge Facility in Arlington Oregon. Two 5-gallon spent granular activated carbon (GAC) filters are being shipped off-site for disposal. One filter was used to filter purge and decon water from approximately 30 wells in 2021 and one filter will be used to do the same in September, 2022. Approximately 25% of those have contaminants present (mostly DRO and GRO). Approximately 6 to 8 wells have TCE with concentrations ranging 3 to 65 micrograms/liter and contribute 10 to 15 gallons of purge water. Each GAC will have treated approximately 60 gallons of water. |

DEC reviewed the Remedial Investigation Report: Phase I AFFF Remedial Investigation (Groundwater Zones 1 and 2 Sites FFS, STA, CAC, CFS, WTP, and LHP) and Expanded Remedial Investigation (Groundwater Zone 5 Sites FT001/FT001P, FT002/FT002P, and FT004/FT004P) Draft, dated January 2024. The report describes the phase I remedial investigation efforts to delineate the extent of per and polyfluoroalkyl substances (PFAS) across nine sites in groundwater zones 1, 2, and 5 located in King Salmon, Alaska. PFAS exceedances of screening levels were encountered across all sites in groundwater, soil, sediment, and surface water. The report recommends a supplemental remedial investigation to further examine the risk and further characterize the extent of contamination for all nine sites. |
