Problems/Comments

Former Hangar 2 (also referred to as Building 3008) was constructed between 1943 and 1944 as part of the World War II expansion of Ladd Field. The site is located along the north side of Montgomery Road and east of Meridian Road within the main cantonment of U.S. Army Garrison Alaska-Fort Wainwright. Hangar 2 was used as an aircraft hangar until 2011 when it was damaged by a fire. During demolition activities during June and July 2014, contaminated soil was identified. Analytical samples identified gasoline range organics (GRO), diesel range organics (DRO), residual range organics (RRO), volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), metals and polychlorinated biphenyls (PCBs) exceeding the most stringent 18 AAC 75 Method Two under 40-inch zone cleanup levels. Site characterization work to delineate the horizontal and vertical extent of the contamination was conducted September and November 2014. Only petroleum, oil and lubricant (POL) contaminants of concern (COCs) were identified. Groundwater was investigated in 2014, but all the concentrations were below groundwater cleanup levels. A 2015 removal action, removed an estimated 1,672 cubic yards of POL soil. Only naphthalene remained in the soil at 9 feet below ground surface (bgs) above the migration to groundwater soil cleanup level at a concentration of 0.33 mg/kg. The naphthalene result is below 1/10th the Human Health cleanup level, and considered a De Minimis risk. This site will continue to be used as an industrial site on Fort Wainwright. There is no U.S. Army HQAES number assigned to this site.

12/13/2016 Meeting or Teleconference Held A two day Federal Facilities Agreement (FFA) and Stakeholders meeting was held on December 13 & 14, 2016. The main focus of the meeting was to develop a site discovery and site intake process that would satisfy requirements of the Fort Wainwright FFA, RCRA Permit, and two party agreements. The Army, EPA and DEC committed to a flowchart of the preliminary source evaluation process. Timelines were established for scoping a land use control implementation plan (LUCIP) and developing a contracting schedule for Fort Wainwright contaminated site investigations and remedial actions. Seven sites were proposed for inclusion into the FFA (three party agreement) by the Army and the RPMs documented the assignment of the regulatory path for these sites using a newly developed and agreed to signature form.
