Problems/Comments

OT030 Groundwater Zone 4 has petroleum groundwater plumes and contaminated soil (mainly within the smear zone) from former storage tanks, and a landfill where monitoring has not shown any contaminants exceeding groundwater cleanup levels. Solvent contaminated groundwater has been present in 2 locations in the past; however, the 2001 data reveals no solvent contaminated groundwater above groundwater cleanup levels. The groundwater zones were established in areas with similar hydrological, geological, geographical, and contamination characteristics, and contain numerous Installation Restoration Program (IRP) sites within each zone. The IRP sites within Zone 4 include: SS012U Upper Naknek Seep; SS012L Lower Naknek Seep; and LF008 Landfill #5. A Record of Decision (dated April 1999) was signed by ADEC and the Air Force. 8/29/1989 Update or Other Action (Old R:Base Action Code = SI - Site Investigation). CH2M Hill site investigation. The airport was originally constructed in the early 1940s to support the war effort. The airport was turned over to the State of Alaska in 1959. The State continues to operate the site with the Air Force as the major tenant. A White Alice site was activated in 1957. It was deactivated in 1979 and replaced with an Alascom Satellite earth terminal. Only a small portion of the site is owned by the State. The majority is on military land. In 1980, 340 military personnel resided at King Salmon Airport. The north and south barrel dump site, Eskimon Creek Seep and Naknek River seep sites were tested for over 146 constituents of concern. Of these, 39 potential contaminants of concern were identified. High concentrations of TPH were identified in shallow wells and soils at this site. Floating product (>1 foot) was identified at the Eskimo Creek Seepage Site. Lead and petroleum hydrocarbon contamination levels at this site pose a threat to fish and wildlife (page 126). No immediate environmental threat was identified at the Naknek River Seep (page 126). Both the north and south dump sites could pose a threat to fauna since the detection limits used in analyses were greater than the chronic aquatic organism toxicity. Remediation, based on stage 2 sampling, at both barrel dump sites could include: no action; restricting site access; preventing the migration of contaminants. Containment preferred remediation route. The Naknek River and Eskimo Creek seeps will receive further sampling to identify a specific remediation response. In general, based on further sampling results, the alternatives are: no action, which will not occur based on preliminary site investigation; recovery of floating product; treatment of shallow groundwater; excavation of contaminated soils; restrict site access; containment. 10/3/1990 Update or Other Action (Old R:Base Action Code = SI - Site Investigation). CH2M HILL Final Draft Technical report under USAF contract # F33615-85-D-4535, Delivery Order # 012 sent to ADEC. This report only deals with 2 areas (Eskimo Creek and Naknek River) out of 4 past hazardous waste disposal and spill sites previously prioritized and grouped (stage 1). Naknek R. = Lower and Upper Naknek because of different contamination sources at each area along with a difference in the tyhpe and amount of contaminants of concern. In the Upper Naknek 2 plumes encompass 7,000 cubic yards and 9,000 cubic yards of contaminated soil above 100 ppm TPH at a depth of 3 to 5 '. Groundwater at 1 of 7 wells revealed aromatics of 12 ug/l benzene. Lower Naknek also consists of 2 distinct plumes of TPH to a depth of 3' The material at each plume above 100 ppm estimated to be 2,200 cubic yards and 3,300 cubic yards. Low levels of aromatics were detected in 2 wells below MCLs. Trichlorethane was detected in MW-57 at 120 ug/l exceeding MCL of 5 ug/l. Eskimo creek had 3 wells MW-22B, MW-28 and MW-38 exceed MCL for benzene (5 ug/l) 56, 23, and 8 ug/l respectively. 5 wells exceeded the MCL of 5 ug/l for trichlorethane MW-31, MW-47, MW-38, MW-30, MW-34 (18, 64, 26, 90, 29 ug/l respectively). 8 wells had naphthalene and methylnaphthalene ranging from 20 to 18,000 ug/l. Soil boring and hand auger soil samples revealed TPH from 4.2 ppm to 47,7000 ppm to depths to 20'. Various recommended remedial actions were presented for the 3 sites with all measures requiring monitoring for a minimum of 3 years to assess site conditions and the need for technical modifications to the selected remedial measures. ADEC's main concerns were regarding the high DRO levels in Groundwater Zone 1 which showed a substantial increase in concentration since the 2008 sampling event, and the differentiation between Remedial Action Objectives as called out in the Records of Decision for these sites and the established ADEC cleanup levels in 18 AAC 75. Project activities for Zone 4 included groundwater, surface water, and sediment sampling. An area of petroleum contamination was observed along the shore of the Naknek River down-gradient from sample location MW-57. Surface water and sediment at this location exceeded ADEC default cleanup levels. A supplemental investigation is planned for this area in 2014 with remedial action to follow in 2015. IC inspections identified landfill cap deficiencies that are recommended for repair. Guy Warren

Groundwater, residential well water, surface water and sediment samples were collected from multiple locations and an IC inspection was conducted. Two absorbent pillows were replaced in the product recovery system. Groundwater monitoring well MW-57 was not sampled due to the presence of 0.13 feet of product in the well. Contaminant concentrations continue to exceed DRO and GRO cleanup levels in several groundwater monitoring wells. Ethylbenzene, naphthalene, xylenes, benzo[a]anthracene and benzo[a]pyrene exceed the ecological risk-based remediation goal in two of three sediment samples. Monitoring shall continue at this site. The report details the investigation into the source of petroleum contamination that is entering the Naknek River. The report recommends that an EE/CA or FS be conducted to evaluate alternatives to address the surface water impacts. 2/17/2017 Update or Other Action Draft LTM Report received for review and comment. Product was detected at MW-57 again this year and the well was not sampled. Product thickness measured 0.05 ft, which does not warrant removal. DRO and GRO were detected above cleanup levels in monitoring wells 502 and MW-51. GRO was also above cleanup levels in MW-62. No surface water samples exceeded the ADEC Regulatory Criteria of 10 micrograms per liter (µg/L) for total aromatic hydrocarbons (TAH) or 15µg/L for total aqueous hydrocarbons (TAqH). The sediment sample from OT30-01 exceeded the criteria for ethylbenzene, total xylenes, and naphthalene. Sheen was present on the surface water. MW-51 1,2,4-Trimethlbenzene exceeded the cleanup level of 15 ug/L at 230 ug/L, Well 502 at 20 ug/L, and at well MW-62 at 62 ug/L. MW-51 total xylenes exceeded the cleanup level of 190 ug/L at 660 ug/L, Well 502 at 255 ug/L. An institutional control inspection verified that no new drinking water wells have been installed in the in contaminated aquifers. The former landfill areas were inspected and the product recovery pillows were replaced. See site file for additional information. Louis Howard

Zone 1 recommendations include continuation of monitoring with no changes. Petroleum hydrocarbons and TCE were detected above cleanup levels in groundwater in Zone 2; recommendations include continued monitoring and updating cleanup levels in next 5 Year Review. In Zone 3, low levels of TCE and benzene were detected in the March 2018 SBTS sample, and gabions in King Salmon Creek are being pulled out of alignment; recommendations include reducing sampling at the North and South Bluffs to once every five years. In Zone 4, petroleum hydrocarbons were detected above cleanup levels in the A-aquifer but below cleanup levels in the B-aquifer; recommended that monitoring should continue due to drinking water wells and other sensitive receptors lying downgradient of this site. Monitoring will continue in Zone 5 without changes. Inspections of the Rapids Camp and Landfill were conducted in Zone 6; there were no observations of noncompliance at the landfill. Two of eight wells in Zone 7 exceeded RAO for DRO; 2015 soil samples from three LF01 locations indicated DRO contaminated soil above cleanup levels - this should be excavated and treated. 8/17/2022 Document, Report, or Work plan Review - other ADEC submitted responses to comments received on August 15th 2022 regarding the Draft Monitoring Well Installation, Repair, and Decommissioning Report, King Salmon Divert, Alaska Dated May 2022. Approximately 6 cubic yards of soil cutting material was generated from the monitoring well activities. The approved work plan discussed the soil cutting material getting sampled and characterized prior to disposal, however this report noted historical results were used for characterizing the soil cutting material. Using historical results for characterizing investigative-derived waste is not appropriate, especially when the historical results are for petroleum only and the potentially contaminated media could have impacts from other analytes (per-and polyfluoroalkyl substances and pesticides for example). While the Transport, Treatment, & Disposal Approval forms were submitted retroactively, it is the department’s expectation that these forms be submitted to ADEC for approval prior to the transport and disposal of contaminated media. Per 18 AAC 75.370(b) “A responsible person, owner, or operator shall obtain approval before moving or disposing of soil subject to the site cleanup rules.” ADEC approval was not obtained prior to transporting the soil cutting material offsite. 9/15/2022 Offsite Soil or Groundwater Disposal Approved ADEC approved the Contaminated Media Transport and Treatment or Disposal Approval Form for the disposal of 9 cubic feet of contaminated GAC sourced from Groundwater Zones 1, 2, and 4. The GAC contaminated with DRO, GRO, BTEX, TCE, and PFAS is being sent to U.S. Ecology in Anchorage to be disposed of at the Columbia Ridge Facility in Arlington Oregon. Two 5-gallon spent granular activated carbon (GAC) filters are being shipped off-site for disposal. One filter was used to filter purge and decon water from approximately 30 wells in 2021 and one filter will be used to do the same in September, 2022. Approximately 25% of those have contaminants present (mostly DRO and GRO). Approximately 6 to 8 wells have TCE with concentrations ranging 3 to 65 micrograms/liter and contribute 10 to 15 gallons of purge water. Each GAC will have treated approximately 60 gallons of water. On June 6, 2022, the U.S. Air Force (USAF) submitted two draft reports, Monitoring Well Installation, Repair, and Decommissioning Report (dated May 2022) and 2021 Remedial Action Operations & Land Use Control Inspections, SA039-DR16 Groundwater Investigation (dated June 2022). The draft reports were prepared by PVC,and described long-term monitoring and well repair activities at Groundwater Zones 1, 2, 3, 4, 5, 6, and 7 in King Salmon, Alaska. The report presents the site investigation activities at the SS012 L site located in groundwater zone 4 in King Salmon, Alaska. Soil, groundwater, sediment, and surface water samples were collected to characterize the nature and extent of petroleum and chlorinated solvent contamination. Contamination was encountered across all the sampled media at the site. Sheen was observed on the Naknek River, which is in violation of Title 18 of the Alaska Administrative Code (AAC), Chapter 70.
