Problems/Comments

Site SS017 was designated as a site requiring further investigation when fuel fill-stands were identified on an aerial photograph from 1987. Based on information contained on historical aerial photographs and construction drawings, the truck fill-stands were present at least as early as 1962. The fill-stands are visible on 1963 and 1985 historical aerial photographs. Former Valve Pit B, about 30 feet to the west of the fill stands, was used to control fuel supply to the truck fill-stands. Spills of diesel fuel to the ground surface may occurred during routine diesel-fuel handling operations at the fill-stands. Subsurface releases of diesel fuel from buried fuel lines (2 to 4 feet bgs) between the valve pit and the fill-stands may also have occurred. Information in historical drawings indicates former Valve Pit B was used to control fuel supply to the truck fill-stands to the east, Building 1558 to the southwest, five fuel USTs to the west (UST 1558-1 through UST 1558-5), and an UST at the mess hall (Building 1859) to the north. Subsurface releases of POL from the valve pit and fuel lines connections could also have occurred. UST 1558-1 through UST 1558-5 were located north of the former power plant and west of Site SS017. The storage tanks included three 27,000-gallon and two 10,000-gallon fuel tanks. The tanks are visible on aerial photographs from 1952 but not on the aerial photograph from 1985. Tank operations presumably ceased when the power plant was removed from service in the 1970s. No decommissioning or removal records were found for UST 1558-1 through UST 1558-5. Potential release locations include pipe connections to the west ends of the tanks and to the power plant (Building 1558) and the pipe connection to the valve pit. UST 1558-1 through UST 1558-5 were not registered with DEC or EPA. Underground storage tank (UST) 1551-1, was located on the north edge of former Building 1551 (Site SS014), and used to power a standby generator. On July 2, 2020, a cleanup complete determination was issued for Site SS014. Contamination associated with UST 1551-1 will be addressed under Site SS017 (Former Truck Fill Stands), tracked under File No. 860.38.066 and Hazard ID 26312. A response to comments (RTC) and a Draft Final version of the report was submitted on June 21, 2013. DEC provided comments for the Draft Final version of the report on August 29, 2013. A comment resolution conference call meeting was held on September 6, 2013 to reach agreement on the final unresolved issues for the report. All DEC comments were adequately addressed and all issues were resolved during the call. A Final version of the report was submitted September 16, 2013. . 9/5/2014 Site Characterization Report Approved The Alaska Department of Environmental Conservation (DEC) received a draft Supplemental Site Characterization (SC) Results Report for Sites SS014, SS017, and SS021 on May 16, 2014. The Site Characterization was completed in accordance with the approved Final Addendum 01 Work Plan for Site Inspection, Remedial Investigation, and Site Characterization Former Galena Forward Operating Location, Alaska (Work Plan) (CH2M HILL, May 2013) and Final 2013 Supplemental Site Characterization Sampling Plan, Former Galena Forward Operating Location, Alaska (Supplemental Work Plan) (CH2M HILL, July 2013a). DEC provided comments for the draft report on July 3, 2014. A response to comments (RTC) and a draft final version of the report was submitted on August 8, 2014. The draft final was also discussed on August 30, 2014 and the Air Force agreed to provide revised Table 15-1c of the Galena UFP-QAPP to address comments for the inconsistencies with the Tables 4-14 and 4-15 of the Supplemental SC Results Report. DEC provided a response to the RTC on September 3, 2014, which was discussed in a teleconference call on September 5, 2014. A revised RTC and revised draft final of the document were received by DEC on September 5, 2014. 11/2/2016 Cleanup Plan Approved DEC approved the Cleanup Plan for Site SS014, Birchwood Hanger and Site SS017, Truck Fill Stands, Former Galena Forward Operating Location, Alaska (October 2016). The plan included interim removal actions from which approximately 12,350 CY total - 3,950 CY and 8,400 CY of petroleum contaminated soil were excavated from SS014 and SS017, respectively. Bioventing for contaminants in unsaturated soil, including the vadose zone and in the variably saturated zone, and Sulfate-enhanced bioremediation for contaminants in saturated soil and groundwater. Air sparging/biosparging is also retained as an alternative to sulfate-enhanced bioremediation. Dennis Shepard

A site visit with inspections of each site was conducted the following day (10/24/2018) in Galena, as well as a regional advisory board (RAB) meeting with members of the community and other interested parties. 4/5/2019 Site Visit On April 2, 2019, DEC staff participated in a Technical Project Team meeting with representatives from USAF, Parsons, CH2M, and ADOT. The TPT meeting was held at the Fairbanks DEC office. On April 3-4, 2019, DEC staff traveled to Galena to participate in meetings with the City Mayor & RAB chair to discuss community concerns about site cleanup; a Proposed Plan meeting for Site DP023, and a community regional advisory board (RAB) meeting to discuss fieldwork completed during the 2018 field season and upcoming 2019 fieldwork.
