Problems/Comments

On May 1, 2014 it was reported to DEC that there were strong petroleum odors in Unit #1 of a triplex at 1266 Bradway Road. The odors forced the tenants to leave the unit. When DEC staff arrived at the site it was discovered that the property owners were pumping diesel-contaminated water from their crawlspace and discharging it to their yard. Oily water covered an area of about 25 feet by 3 feet at the widest. The discharge point was directly next to the adjacent property to the left of the residence. The adjacent property owners indicated they had experienced no issues with the contamination and that their water well was not close enough to be impacted. The crawl space of 1266 Bradway was inspected and found to have been flooded as a result of an increased water table and the water had floating fuel on top of it. The property owners had been using absorbents to try and recover product. Odors were evident in the home and detected on a PID. The on-site drinking water well was inspected but had not been impacted. The well appears to not be in the flow path of the groundwater. The tenant in the adjacent unit indicated that they had not noticed any odors. DEC consulted with the owners' boiler and fuel company and reached a consensus that there was a failure in one of the fuel lines leading to the underground heating oil tank. No water had been discovered in the underground storage tank (UST) indicating that the tank had not been compromised. Pumping activities at the site ceased until a after decanting system was established. All fuel was removed from the UST and placed it in a new above ground storage tank and IBC tank loaned to them from DEC. The top two inches of soil and vegetation were subsequently removed from where oily water had been originally discharged. Contamination remaining adjacent to and beneath the structure will need to be evaluated.

4/20/2016 Update or Other Action Letter with 30 day deadline sent to RP indicating additional characterization is needed under the site cleanup rules 18AAC 75.325. The potential for vapor intrusion exists in the onsite building and requires air testing for potential petroleum contamination. Also the potential for groundwater contamination exists and at a minimum requires testing of drinking water wells most likely to be affected by petroleum contamination. Monitoring wells are necessary to characterize the extent of impact to groundwater. Contaminated soil being landfarmed should continue to be tilled until it is believed to have reached cleanup levels and then tested to confirm the cleanup levels have been reached. Shawn Tisdell
5/24/2016 Update or Other Action DEC staff contacted RP regarding request for characterization letter after no response past 30 day deadline. The RP was notified of the need for additional characterization of contamination and especially for supply well and air quality testing. Shawn Tisdell
8/3/2016 Site Visit DEC staff visited the property to observed the effects of high groundwater conditions. About one foot of water was standing in the bottom of the crawlspace. Slight petroleum odor was noticed,the PID reading was 1.7 ppm. The RP were informed of the need to sample air and drinking water as presented in the April 2016 letter. The RP indicated having contacted consultants and requested bids for cleanup action, however no bids were submitted. The RP indicated that the consultants did not feel they could offer a bid at a price range that the RP could afford. Shawn Tisdell
1/13/2017 Update or Other Action Letter sent by DEC requesting site cleanup action consisting of collecting a volatile organic carbon (VOC) air sample from the crawlspace and a VOC and polynuclear aromatic compound samples from the drinking water well. 3/29/2017 Meeting or Teleconference Held DEC staff contacted the RP as a follow-up to the January 2017 letter. The RP was interested in air and water testing, but was concerned that initiating cleanup work would lead to additional costs that he could not afford and decided to take no further action at this time.
