Problems/Comments
While property owners were out of state, tenants ordered heating fuel and the fuel company dispensed the fuel into a 300-gallon underground storage tank (UST) that had reportedly been taken out of service. The tenants reported boiler problems and subsequently moved out of the residence. Significant precipitation in the summer of 2014 caused elevated groundwater levels. In August 2014, the property manager notified the department of a release. A site inspection revealed that fuel was present on groundwater that had flooded the crawlspace, and field screening indicated the presence of petroleum vapors. Hydrocarbon odor was also present inside the residence. A contractor submitted a work plan, removed the tank fluids, excavated and removed the UST, discovered several points of leakage from the tank, collected analytical samples, and buried the tank pit. The final report is pending. The house is unoccupied at this time, but the owners would like to rent the structure in the future.
