Site Report: Tazlina River Dumpsite

Problems/Comments
As part of site-wide cleanup activities associated with the larger parcel in 2013 on which this dumpsite resides, three investigation pits were advanced to evaluate the significance of metals concentrations in soil in and near the dump. Based on historical photographs, the dump is estimated to have a shoreline length up to 90 feet, and extend as much as 50 feet inland, with an estimated maximum depth of 6 feet. The overall area is about 0.15 acres and it is estimated to contain primarily residential refuse and construction debris. Batteries, piping, drums and other debris are likely to be mixed in the dumpsite. Seven samples were collected from test pits in three locations, yielding an elevated concentration of lead (560 mg/kg) in one sample, with other metals (chromium, arsenic, copper, and antimony) contaminants present at presumed background concentrations with arsenic slightly exceeding direct contact cleanup levels. The lead sample is not presumed to be representative of the highest or average concentrations due to the heterogeneity of the site; however, no further cleanup is necessary due to concerns over the potential to exacerbate erosion. The site was closed with an institutional control that identifies the location of the dumpsite, with a requirement to evaluate the ownership records every 5 years and monitor erosion.

1. Any proposal to transport soil or groundwater off-site requires ADEC approval in accordance with 18 AAC 75.325. A “site” [as defined by 18 AAC 75.990 (115)] means an area that is contaminated, including areas contaminated by the migration of hazardous substances from a source area, regardless of property ownership. (See attached site figure.)
2. Movement or use of contaminated material in a manner that results in a violation of 18 AAC 70 water quality standards is prohibited.
3. Landowner shall report to DEC every five years on the land use of the property, or report as soon as the land use or land ownership changes, if sooner.
4. Landowner must notify the DEC if significant changes in erosion along the Tazlina River occur. This determination is in accordance with 18 AAC 75.380 and does not preclude ADEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment. |
