Problems/Comments

U.S. Military interest in Yakutat began by Executive Order in 1929, with the creation of the Yakutat Bay Naval Reservation. Occupation by the military began in 1939 when the Civil Aeronautic Administration (CAA) began to develop a landing field. Construction of the Yakutat Air Base began in 1940, and was completed in 1943 with a total area of approximately 46,080 acres. Military facilities were established in Yakutat because of its strategic geographic location. The Yakutat Air Base was operated as an auxiliary airfield during World War II capable of supporting pursuit and bombardment aircraft. No aircraft were assigned permanently to Yakutat; instead, the base served as a ferrying post and temporary station for aircraft squadrons, and as a refueling stop between the 48 contiguous states and points in Alaska. The air base also hosted large military vessels in Monti Bay. The air base was placed on caretaker status in April 1944, declared surplus in December 1945, and ceased operations in 1946. Parts of the property of the Air Force Base was relinquished to the U.S. Department of the Interior, Bureau of Land Management (BLM) , the CAA (now known as the Federal Aviation Administration (FAA), the Department of the Navy, and the Tongass National Forest. In 1960, the U.S. Air Force acquired lands from the U.S. Forest Service and the State of Alaska Division of Lands to construct a radio link between Cape Yakataga and Hoonah. The Ocean Cape Radio Relay (OCRR) Station facility served as a tropospheric communications station as part of the Ballistic Missile Early Warning System under the White Alice Communications System (WACS). The site, located on the Phipps Peninsula at the end of Point Carrew Road, approximately 5 miles west of the city of Yakutat, included industrial buildings, support facilities, water and fuel storage tanks, pipelines, billboard antennae, a bridge, roads, and utility lines. The facilities were leased to Recording Company America Alaska Communications, Inc. between 1974 and 1976. The OCRR Station was declared excess by the U.S. Air Force in June 1976. This land was relinquished to the BLM in 1977, and conveyed to the Tlingit tribe in 1983. The United States Army Corps of Engineers (USACE) carried out cleanup operations around Yakutat in 1984. Remaining Department of Defense (DoD) facilities were slated to be removed. Although no project report is available, it appears that most of the infrastructure was removed at that time. Multiple remedial investigations (RIs) have been conducted at the former Yakutat Air Base since the 1984 cleanup operations. The RIs typically included select areas of concern and focused on sampling and analysis of media including surface soil, subsurface soil, sediment, surface water and groundwater for suspected contaminants. In addition, multiple geophysical studies have been performed to locate buried objects such as piping, tanks and drums; and debris within local surface water bodies. Debris removal activities have been conducted at Ocean Cape by the USACE and the Yakutat Tlingit Tribe. Based on information gathered about potential contamination resulting from military use of the Army Air Base during World War II (from 1940 to 1946), 67 individual potential contaminant source areas of concern (AOC) have been identified. 14 of the sites have been investigated by the USACE have been found to pose no unacceptable risk to human health or the environment. One site was investigated and determined to not be eligible for cleanup by the USACE, and will be addressed by other parties. The 52 remaining AOCs will be addressed in the future by USACE with input from ADEC and stakeholders. This will include reorganizing the AOCs into smaller, discrete projects that can be more efficiently executed. The ADEC, USACE, and other stakeholders are still in the process of identifying the complete list of potentially-contaminated sites associated with the Former Yakutat Air Base.

The plan included debris removal and cleanup at most of the sites throughout the former Yakutat Air Base. 8/1/1994 Update or Other Action A field investigation at the Former Yakutat Air Base was conducted by Ecology and Environment for the Alaska Army Corps of Engineers under the Defense Environmental Restoration Program (DERP) of the U.S. Department of Defense (DoD). The purpose of the investigation was to identify DERP-eligible hazards and to identify potential public health and environmental hazards related to DoD sites. Nine potential areas of concern were identified and investigated at the former Yakutat Air Force Base: an incinerator, drums near the southeast end of the Yakutat airport runway, state disposal site No. 3, solid waste disposal dump No. 4, the Air Corps Operations Reserve tank farm, the drum dump on the north side of Point Carrew Road, the Quartermaster Loop Barrel dump, the drum dump northwest of the active Yakutat airport runway, and the former fuel tank farm in downtown Yakutat. 8/1/1994 Update or Other Action A field investigation at the Former Ocean Cape Radio Relay Station was conducted by Ecology and Environment for the Alaska Army Corps of Engineers under the Defense Environmental Restoration Program (DERP) of the U.S. Department of Defense (DoD). The purpose of the investigation was to identify DERP-eligible hazards and to identify potential public health and environmental hazards related to DoD sites. Based on the investigation and real estate records, the report states that the entire site qualified DERP eligibility, however other potentially responsible parties may exist if the site was beneficially used after the military involvement ceased. 3/1/1997 Update or Other Action AGRA Earth & Environmental, Inc. (AGRA) conducted a Summary Investigation of DOD Activities on Yakutat Tribal Lands for the Yakutat Tlingit Tribe. The report present a review of previous environmental assessments, results of a 1996 site reconnaissance, and a qualitative human health risk assessment. The following seven different areas of potential concern were identified: 1) Ocean Cape Radio Relay Station and the Yakutat Tlingit Tribe’s culture camp 2) the gun emplacements and WWII facilities at Phipps Peninsula 3) former bomb storage areas, maintenance facilities and fuel storage tank area, and the Ankau Bridge drum dump 4) the city of Yakutat, the former seaplane launch site, and the municipal Yakutat dump 5) the former Quartermaster’s Loop and bomb storage areas, hospitals, plane dispersant areas, shooting range, mill pond, drainage ditches, State Disposal Site No. 3, and surface dump sites 6) the existing airport and facilities west of Engineer’s road 7) State Disposal Site No. 5 and the 6-inch guns near cannon beach. Detectable concentrations of dioxins, petroleum, PCBs, and metals were found in soil samples collected at some of the sites. The Yakutat community was informed about the opportunity to establish a Restoration Advisory Board (RAB) for the project. The community expressed interest in forming a RAB. 7/12/2000 Update or Other Action ADEC reviewed the Draft Remedial Investigation/Feasibility Study Work Plan. The ADEC commented that the proposed work addresses only the site that the USACE determined were FUDS program eligible. Additional information was requested to determine whether the proposed work is sufficient to address hazardous substances, pollutants, and contaminants resulting from past military activities in and around Yakutat. Due to the time schedules for the contracts and proposed work, these determinations were agreed to be addressed at a later time. 12/6/2001 Meeting or Teleconference Held The first Restoration Advisory Board (RAB) meeting was held in Yakutat to discuss the Formerly Used Defense Sites. The RAB operating procedures, member responsibilities, administrative record, and technical assistance opportunities were discussed. The USACE and contractor presented an update of the 2000 remedial investigation that was conducted. The community identified several potential sites that were not included in the Yakutat project. 7/17/2002 Update or Other Action A local field crew worked with the United States Forest Service to remove 32 44-gallon drums located at Seal Creek. The drums were removed using a helicopter, and had marking that indicated they were of DoD origin. A sheen was observed under the drum, and was removed using absorbent pads. 4/28/2003 Update or Other Action A remedial investigation was conducted by ENSR International for the USACE at the Former Yakutat Air Force Base in 2000 and 2001. Two separate remedial investigation reports were submitted to the ADEC. ADEC reviewed and commented on the reports, but the reports were not formally approved by the department. Investigation work was conducted in specific sources located within the following areas of concern (AOC): Air Corps Increase Group #2 (AOC A), Air Warning Filter Center (AOC B), Point Carrew Garrison (AOC C), Army Dock (AOC D), Northwest Drum Dump/Quartermaster Loop (AOC E), Khantaak Island (AOC F), Minor Naval Air Facility/Seaplane Base (AOC G), Ocean Cape Radio Relay Station (AOC H), Solid Waste Dump #4 (AOC K), Air Corps Operations Reserve Tank Farm (AOC L), Post Powerhouse/25,000-Gallon Tactical Underground Storage Tank (AOC M), Air Warning System Station Powerhouse/Suspected Drum Dump (AOC N), Air Corps Warehouse Group No. 2 (AOC O). 3/31/2004 Update or Other Action The Central Council Tlingit and Haida Indian Tribes of Alaska prepared the Ocean Cape Radio Relay Contaminant Sampling Report under the Native American Lands Environmental Mitigation Program. 4/5/2004 Update or Other Action A draft remedial investigation/feasibility study was reviewed. The ADEC determined that each site had insufficient site characterization data available to select appropriate remedies or to effectively evaluate them against CERCLA criteria. Based on the information provided, the Feasibility Study is premature. ADEC recommended that the USACE not incur further expense to finalize the document until further site characterization was done. 11/23/2004 Update or Other Action Response to comments on the draft feasibility study were received and reviewed. The FS stated that the extent of contamination was not fully defined during the RI phase of the project, and recommendations for additional investigation were included. While the responses will add clarification to the document, DEC believes there is insufficient site characterization data. The Feasibility Study is premature. Work should occur to identify the data gaps and resolve them before any additional actions are taken. 12/14/2004 Interim Removal Action Approved The final report for the Interim Removal Action was approved. Approximately 6,000 feet of pipeline was cleaned and closed in place, another 1,600 feet of pipeline was removed and shipped off site for recycling. 9/30/2009 Update or Other Action ADEC staff signed a CON/HTRW project closeout report for the Tank Farm Pipeline Closure for the Formerly Used Defense Site associated with the Yakutat Air Base. The State of Alaska, through the Department of Environmental Conservation concurs with this USACE project closure. The decision may be reviewed or modified in the future if information becomes available that indicates the presence oif military CON/HTRW that may cause unacceptable risk to human health or the environment. 2/17/2015 CERCLA Proposed Plan The ADEC Contaminated Sites Program approved the February 2015 Proposed Plan for No Department of Defense Action Indicated (NDAI) for the Yakutat Air Base Formerly Used Defense Sites. The proposed plan included only the following areas of concern (AOCs): Point Carrew Garrison Powerhouse (AOC C7), Quartermaster Loop Debris Disposal/Barrel Dump Area (AOC E2), Former Coast Artillery Outpost, Air Corps Operations Reserve(ACOR) Tank Farm, North Drum Dump (AOC L1), ACOR Tank Farm Pipeline System Seven Junctions (AOC L2), ACOR Tanks 2, 4, 5, 6, 9, 10, 12, 13, 15 (AOC L3), and ACOR Tank Farm Pump house (AOC L5). Note that although the AOC E2 is being proposed for NDAI, the site will be addressed by other responsible parties. For these remaining AOCs, no additional remedial action, no additional review, no implementation of long term management or land use controls is planned by the Department of Defense. If new information becomes available indicating risk or concern of military-related contamination at these AOCs, further evaluation may be warranted. Jessica Morris

9/6/2018 Update or Other Action The ADEC Contaminated Sites Program sent a letter of concurrence with the U.S. Army Corps of Engineer's Declaration of Project Closeout Decision for Yakutat Air Base Formerly Used Defense Site CON/HTRW Project F10AK0606-08, Investigation Complete, No Contamination, Yakutat for compliance with 18 AAC 75. However, the ADEC Solid Waste Program has indicated that closure demonstrations and post-closure care requirements still need to be fulfilled under 18 AAC 60. This closeout decision included AOC A - Air Corps Increase Group 2, AOC B - Air Warning Filter Center, AOC G1, G2, G3 - Seaplane Base Suspected USTs, AOC N - Air Warning Filter Center, and AOC O - Air Corps Warehouse Area Group 2.
