ADEC reviewed and commented on a draft site visit report titled "Zone 17 C3 Site Visits Report" dated October 21, 1999 (Jacobs Eng.). It summarized site histories, prior investigations, and a site visits and limited sampling done in 1999 at four formerly used defense sites in the Aleutian Islands. Prior investigations at this site were done in 1986 and 1988. Four separate areas were investigated (area 1 - Malga Bay or Beach Area, area 2 - Mountain Top Area, area 3 - Pump Station, and area 4 - Buildings). Malga Bay area has ~250-300 abandoned drums some containing small amounts of liquids; DRO in soil measured up to 10,000 mg/kg; estimated ~35 cubic yards of contaminated soil.
Mt. Top Area - ~150 drums (some contained liquids in 1986), ~1500 square feet of stained soil, building debris and scattered solid wastes; DRO found in soil up to 5,100 mg/kg in 1999; estimated ~300 cubic yards of contaminated soil.
Pump Station - ~25 drums, 2 compressed gas cylinders, building debris and scattered solid waste; no sampling because no obvious soil contamination.
Buildings: near wooden shed - DRO up to 250 mg/kg; estimated 17 cubic yards of contaminated soil. Wood foundations - up to 280 mg/kg DRO, estimated 50 cubic yards of contaminated soil.
Estimated total volume of DRO contaminated soil is 600 cubic yards. |

CS managers participate in the annual FUDS site management action plan meeting. The purpose of the is to collaborate with FUDS management on site progress and prioritization for all of the formerly used defense sites. FUDS prioritization is based on risk, congressional interest, state input and proximity to other sites on the prioritization list. FUDS has increased environmental restoration funding in Alaska for the 2017 and 2018 field seasons to meet National goals for site progress. |

Final Work Plan approval, CON/HTRW Removal Action, FUDS, Unalga Island, April 2019. The three areas of interest described in the scope of work (SOW) (USACE, 2018a) are Area #1, Malga Bay: fuel-impacted soil with an estimated 250 drums (55-gallon drums and drum carcasses), Area #2, Racon Station: with scattered drum piles and other debris, lead-acid batteries and lead sheathed wire, and fuel-impacted soil, and Area #3, Radio Ranging Station: with scattered drum piles, lead-acid batteries and lead sheathed wire, and fuel-impacted soil. The project sites are located in multiple locations across the island and are associated with the former landing area and two former U.S. Naval communications facilities. The goal of this project is source and incidental contaminant removal actions at Areas 1, 2, and 3. |

CERCLA Removal Action Report |
Contaminated soil and debris removal were generally performed in accordance with the ADEC approved work plan. Removal activities on Unalga Island began in mid-May and were completed in early June, with demobilization of waste and other materials and equipment in mid- to late June. In total, 16.25 tons of drums and drum carcasses, and 1,320 tons of POL-contaminated soil were removed during the 2019 removal action. Other items removed include 330 gallons of drum contents, 1.145 tons of broken lead acid battery plates and lead-shielded wire, and approximately 24.5 tons of lead-contaminated soil. |

The work plan describes the approach to conducting the removal of soil contaminated with petroleum, oil, and lubricants (POL) and the installation of temporary monitoring wells at Unalga Island, Alaska. The main objectives of this work plan are to delineate, excavate, and dispose of 2,500 tons of POL-contaminated soil in Areas 1, 2, and 3, and to install, sample, and decommission a total of six monitoring wells in Areas 1 and 3. |

DEC provided comments for Pre-Draft Report CON/HTRW Removal Action Unalga Island, Alaska dated April 2024.The document describes removal actions performed at three areas: Malga Bay (Area 1), Radar Beacon (Racon) Station (Area 2), and Radio Range Station (Area 3), located on Unalga Island, Alaska, which is east of Dutch Harbor, Alaska. A total of 1,907.58 tons of contaminated soil was removed from seven different locations, with the largest removal (1,865.44 tons) occurring in Malga Bay. Work was halted when cultural artifacts were found in contaminated soil and there are several deviations from the work plan that DEC was not alerted to. |

The removal action report recommends no additional work at Area 2 (Radar Beacon Station) and Area 3 (Radio Range Station). Based on the remaining concentrations at Area 1 (Malga Bay), additional site cleanup work is required. DEC anticipates coordination with USACE on the next steps for cleanup at Unalga Island. |
