Problems/Comments
On August 18, 2014 a semi-truck and trailer rear-ended a tour bus that was stopped at a railroad crossing at milepost 169 Parks Highway (Alaska Railroad Corporation milepost 279.6). The impact caused a release of approximately 200 gallons of diesel fuel from the fuel tanks of the semi-truck to soil on the shoulder of the north bound lane. Fuel also impacted an adjacent unnamed drainage and migrated approximately 600 feet downstream from the spill site and into an area identified as wetlands by the Army Corps of Engineers. Initial response actions included removal of several thousand gallons of petroleum-contaminated water dammed by a boom in the drainage ditch and 102 tons of petroleum-contaminated soil. Excavation activities were limited due to integrity of railroad infrastructure. Confirmation sampling indicated diesel range organics remained in soil above DEC cleanup levels.

3/27/2015 | Document, Report, or Work plan Review - other | Reviewed the December 2014 Corrective Action Letter Report summarizing response efforts prior to transfer of the site to the Contaminated Sites Program. Some contaminated soil with DRO concentrations of up to 1,750 mg/Kg remains in place near the railroad crossing arm foundation. Surface staining was observed in the railroad bed but could not be removed without undermining railroad infrastructure. | Lisa Krebs-Barsis |

4/9/2015 | Update or Other Action | Requested work plan for two visual monitoring for surface water impacts. The two events should occur during breakup and during high precipitation. | Lisa Krebs-Barsis |
5/4/2015 | Update or Other Action | Approved email in lieu of a work plan to conduct initial requested visual observations of surface water impacts at spill site. | Lisa Krebs-Barsis |
1/22/2016 | Site Characterization Report Approved | The RP consultant conducted three site inspections between May and September 2015. Two of the visual inspections occurred during breakup and a third after significant rainfall and before freeze up. Sheen, distressed vegetation, and emulsified hydrocarbons were not observed during visual inspections of the source area and adjacent surface waters. | Lisa Krebs-Barsis |
2/12/2016 | Exposure Tracking Model Ranking | A new updated ranking with ETM has been completed for source area 79751 Diesel from Vehicle Fuel Tank. | Lisa Krebs-Barsis |
