Problems/Comments

In 2015, the Alaska Department of Transportation and Public Facilities (ADOT&PF) plans to improve the College Road/Antoinette Avenue/Margaret Avenue intersection. The road reconstruction project will involve widening the right-of-way (ROW) (presumably to the north on State-acquired properties along Margaret Avenue), and demolition of some existing buildings (specifically, a former veterinary clinic - previously Mt. McKinley Animal Hospital - and residences on Margaret Avenue), and removal of building foundations and underground structures (underground storage tanks, septic systems, and a buried freezer). A former dry cleaner (previously George's Laundromat and Dry Cleaning, an unconfirmed site, file no. 102.38.131) existed where Geraldo's Restaurant is currently located, and where releases of tetrachloroethylene (PCE) are suspected to have occurred (site access has not been granted to sample on the property). A wood stave sewer line runs along College Road, and may have served as a transport and secondary release mechanism. Chlorinated solvents (PCE, trichloroethylene (TCE), and cis-1,2,-dichloroethylene (cDCE)) have been detected down-gradient (and downstream of sewer line flow direction) in monitoring wells (MW-64 and MW-66, located on Antoinette Avenue and Margaret Avenue, respectively) associated with the former Bentley Tax Lot 201/203 solvent plume monitoring efforts (but major sources of PCE contamination are not associated with the former Bentley lots). PCE and TCE have consistently been above groundwater cleanup levels in MW-64 since 2006. Building demolitions, foundation removals, tank excavations, and ROW improvements associated with this project may encounter petroleum and/or chlorinated solvent contamination (potentially as RCRA waste) from the former dry cleaner.
