Problems/Comments
During a March 2015 geotechnical effort associated with a proposed construction project in the northeast corner of the ConocoPhillips Kuparuk Construction Services pad, a diesel odor was noted in a soil sample. Soil samples were collected for laboratory analyses from a total of ten boreholes in the footprint area of the proposed building in an area that had previously been used for vehicle and equipment parking. Samples collected from between 0 and 5 feet below ground surface were analyzed for gasoline range organics, diesel range organics (DRO), residual range organics, benzene, toluene, ethylbenzene, xylenes, and lead. DRO exceeded DEC Method One cleanup criteria with concentrations up to 2,000 mg/kg.

While it would appear that the documented concentrations at the site are likely equal to or below applicable cleanup levels, the following comments were sent in a letter to Conoco: • Please provide an electronic copy of documents in the future. • Text does not discuss surface water results with respect to TAH/TAqH criteria and Table 2 does not include TAqH sample results. ADEC calculated TAqH and no sample results exceed the applicable criteria. Table 2 contains a UJ flag which is not defined in table notes. • Composite sampling, such as that approved for some of this project, is not typically approved by ADEC CSP. Please refer to the Field Sampling Procedures Manual and include discrete sampling at the frequencies recommended in that guidance in future work planned. • Future documents should include a comparison to migration to groundwater cleanup levels, as well as other applicable cleanup levels. Migration to groundwater cleanup levels can help assess the potential for offsite migration, particularly for those compounds not addressed by Method One criteria. • Chain of custody (COC) documentation found after the second cover page for Exhibit F as well as that found after Test America’s report for sample delivery group 580-50586-1 appears to be incomplete COC documentation as there are no relinquished by signature as is required for legally defensible COC documentation. However, the full COC documentation is provided elsewhere (within the respective data packages on different COC forms). Please confirm that the text is correct in stating that a third party sampler was used to collect the samples and the samples were not simply received by Arctic Fox as is suggested by the Arctic Fox COCs. • Organization of information in the Appendices is confusing as the Table of Contents uses both the terms Appendices and Exhibits. Also, the Table of Contents states that the Conceptual Site Model (CSM) can be found in Exhibit D but there is only part of the required CSM documentation is found in Exhibit D whereas Appendix C of Exhibit A contains another CSM with a full human health CSM but no Ecological CSM. There is also no CSM discussion within the text of the document. • The report is not clear as to whether the material stockpiled and sampled from the eastern third of the excavation was used as backfill or not. There is no information about the final disposition of that material. Once that information is clearly communicated in writing, ADEC will complete its review of the site status. | Keather McLoone |
