Problems/Comments

The Wainwright DEW Line/LIZ-3 Beach Diesel Tanks site is located approximately 5 miles northwest of the main Wainwright SRRS installation on the shore of the Chukchi Sea (0.6 miles northeast of the village of Wainwright). It consisted of two 65,000-gallon above ground storage tanks in a gravel bermed containment area. Fuel was offloaded from barges at this location and transported by an aboveground pipeline to the main installation. The pipeline was removed in 2002 and the tanks were removed in 2010. In 2010, petroleum-contaminated gravel at the tank location and along the former pipeline route was excavated and treated by landspreading on the runway at the main installation. Sample results showed that petroleum contamination remained in the tundra under the gravel and the former pipeline route from the beach to the tanks. In 2013, the remaining contaminated soil was excavated from both locations and treated by landspreading on an existing gravel pad at the main installation. Confirmation sampling results were below the applicable cleanup levels in the excavations.

The tanks and associated piping and debris will be demolished and packaged for shipment by barge transport to the appropriate treatment, disposal, or recycling facilities. The Beach Diesel Tanks site consisted of two 65,000-gallon diesel tanks and associate piping on a bermed gravel pad. The tanks and piping were decommissioned and petroleum contaminated gravel transported to the Wainwright SRRS runway for landspreading. 8/20/2012 CERCLA ROD Approved DEC signed the Record of Decision documenting the selected remedy for the Beach Diesel Tanks Site. The selected remedy includes excavation of petroleum contaminated gravel and soil from the tank farm area and along the pipeline route from the tanks to the beach. The contaminated gravel will be transported to the Wainwright Short Range Radar Station (SRRS) and treated by landspreading. Melody Debenham
2/28/2013 Document, Report, or Work plan Review - other Approved the final landspread report documenting the treatment of petroleum-contaminated soil from the former Beach Diesel Tank site at the Wainwright SRRS. Contaminated soil was transported from the Beach Diesel Tank site to the main SRRS installation in May 2010 for treatment. The gravel was spread on the runway to a maximum depth of 6 inches. This report presents the results of surface water sampling and multi-increment (MI) sampling of the landspread material and the former stockpile locations. All results are below the cleanup levels. The landspread material on the runway was graded, leveled, and compacted to make it suitable for fixed wing aircraft use. Melody Debenham
5/2/2013 Cleanup Plan Approved Approved the final work plan for the Beach Diesel Tank Site and the New Landfill Site at the Wainwright Short Range Radar Station (SRRS. This work plan includes removing petroleum contaminated soil from the Beach Diesel Tank site and transporting it to the SRRS for staging and landfarming. The landfill site will be excavated and contaminated soil and solid waste will be transported offsite for disposal. The contractor has proposed multi-incremental (MI) sampling for the landspreading activities, however the work plan did not provide sufficient details.
