Called and introduced myself to R. Kadake and discussed the current condition of the tank farm and plans moving forward. They had shut off the pipeline that was damaged and instead switched to the D1 line. AEA is planning to build a new tank farm next year. Left message with AEA; would like to see the project expedited due to increasing concerns about the condition of the tank farm. The tanks were checked for integrity and it was found that tanks 5 & 6 are unsuitable for use and will not be used anymore. The RP has removed vegetation and trees from the tank farm area. The City of Kake supplies water to its residents. The RP says that they have insurance to cover the cleanup. There is approximately 1,700 gallons of fuel contaminated water being stored in 38 55 gallon drums at a secure facility. I am currently preparing a letter to address the disposal of these drums in addition to cleanup plans. |

Spoke with R. Kadake and was told that the damaged fuel line/pipe is being welded/repaired. She will call and let me know how this went. The pipe was replaced in 1999. |

Spoke to RP and the welder was unable to weld the pipe - instead cut a piece out, ordered some parts, and put it back together. They are pressure testing the lines tomorrow. The AEA visited the site and the plans for the new tank farm build look good. The RP has contacted their insurance company and hopes to treat the cleanup of both spills as one. |

Site visit while in town on other business. Met with the RP and was able to tour the location of the pipe break and the fuel tank farm itself. Observed some gasoline staining and odor emanating from the excavation. The fuel tank farm is bermed, but it is not clear whether it is lined. AEA is planning to replace it next year. I also observed where the fuel contaminated water is being stored at a secure location and took photos of all of these things. Worth noting that the tanks at the tank farm may have lead paint and will have to be disposed of. I mentioned that maybe AEA could help out on that. |

Coast Guard is coming for their annual inspection at the end of the month. They have hired a new welder form the north slope to weld the pipe, then they will have it pressure tested. We are waiting for the insurance person to look over all of the paperwork before we start work on the contamination. |

Approved CDI's work plan to characterize soil in the punctured pipeline - gasoline spill area via email. The contaminated soil has been excavated and CDI will document the location of the contaminated soil. The condition of the pipe will also be documented to best of CDI's ability (they are not certified pipeline inspectors). The work plan states that 1 sample from each side wall and the bottom of the open excavation at the fuel line leak site will be collected. Samples will be collected from the highest PID field screening and analyzed for GRO by Alaska method AK101. Additionally, one sample from the highest field screening will be analyzed for the BTEX and PAHs. A duplicated GRO will also be collected. |

Rec'd, approved, and sent CDI's transport approval form to transport 30 drums (approximately 1,650 gallons) of gasoline and water mixture which will be transported to Full Cycle, Inc. in Ketchikan for recycle. The drums will be securely closed and loaded 3-4 drums per pallet and then loaded in a 40-ft container van and shipped on Alaska Marine Lines. The drums will be labeled as "gasoline and water for recycle" and the container will be placarded as "flammable" by AML. |

The stockpiled soil generated after a pipeline breach was sampled and had a GRO value of 57 mg/kg which is below the ADEC Method 2 Soil Cleanup Level for migration to groundwater for the Over 40 in. precipitation zone (260 mg/kg). The ADEC concurs with CDI that this soil may be land-spread in a non-sensitive area and that no further investigation of the stockpile is necessary. Please keep in mind that the Kake Tribal Corporation Tank Farm will require an environmental investigation to delineate the extent and amount of petroleum contamination on the property due to normal fueling operations. However this investigation is put on hold until the tank farm is replaced this year and/or no longer in service. An environmental investigation at this time may not be safe due to aging and potentially unstable fuel tanks and an investigation involving test pitting and subsequent excavation is impractical at this time for the same reasons in addition to a confined work space. |

Was notified by PPR staff and Dawson Construction that a minor (20 gallon) fuel spill occurred while the old tanks and piping were being decommissioned. The pipes were thought empty but some of the valves did not hold and residual fuel was spilled. The spill was added to this existing site file. The vault has some contaminated gravel. A liner will be placed between the contaminated gravel and new, clean fill. There are no funds to remove the tanks. |

Reviewed the Corrective Action Plan Kake Tribal Fuel Corporation Tank Farm 566 Keku Road Kake, Alaska (CAP), dated September 11, 2019. The site was a former tank farm having 13 aboveground storage tanks (ASTs). In 2018, the tanks were cleaned and removed from the site. The majority of the piping and the secondary containment were also removed. The tanks held gasoline and diesel. The site is now an empty, fenced lot. The objective of the work is to excavate all the petroleum and chlorinated solvent contaminated soil from the site. ADEC approved the work plan with some stipulations in a letter dated October 31, 2019. Site work is slated to be completed during the summer of 2020. Please see the file for a copy of the letter. |

On February 28, 2020 ADEC received "OFFSITE DELINEATION WORKPLAN 566 KEKU ROAD KAKE, ALASKA". On March 19, 2020 ADEC reviewed and made comments on the draft work plan. The plan summarizes soil and groundwater sampling events in the surrounding properties of the former Kake Tribal Fuel Corporation and determination of concentrations of the contaminants of concern: Diesel range organics, gasoline range organics, benzene, ethylbenzene and total xylenes, volatile organic compounds and polycyclic aromatic hydrocarbons.

The photos are saved to the site file.
