Problems/Comments
In November 2013, DEC Prevention and Emergency Response staff received a complaint of a diesel odor emanating from the road drainage ditch adjacent to First Street in Douglas, AK. Subsequent investigation indicated the presence of heating oil on an unstable slope and that the source was an 675 gallon underground heating oil storage tank underneath the garage of 110 F Street. Samples returned indicate diesel range organics in soil at 13,300 mg/Kg. Multiple attempts to communicate with Potential Responsible Party were left unanswered resulting in enforcement action by DEC.

The NEC remains in effect until a written determination from ADEC is recorded that states that soil and groundwater at the site have been shown to meet the most stringent cleanup levels in 18 AAC 75 and that off-site transportation of soil and groundwater is not a concern. Contamination on the property was never addressed by the property owner according to ADEC records. Three field screening samples were collected, one from between the house and slope to the northeast of the house, and two from along the northwestern wall of the house. Due to ice and snow samples were not collected from the slope itself. Field screening indicated soils remain impacted at levels greater than ADEC Cleanup levels and that further treatment with RegenOx is necessary to fully remediate site soils.
