Problems/Comments
Campion Air Force Station (AFS) Radio Relay Station LF005 Landfill, formerly known as Landfill No. 2, is located on a gently sloping southwest facing hillside and south of the former Campion AFS. The landfill was used from the mid-1970s until 1983, and was reactivated in 1986 to receive debris from demolition of the buildings in the housing and operations area of the former Campion AFS. Long trenches were dug, filled in with the waste materials, and covered with a layer of soil. General waste included garbage, wood, metal, plastic, construction debris, and shop waste. Previous investigations (1989) reported low-level concentrations of toluene and ethyl benzene in groundwater. Groundwater samples collected in September 2014 indicated Diesel Range Organics and Lead above the Method Two Table C cleanup levels. By agreement Solid Waste is closing out its permit with the Air Force and the Site is being opened on the Contaminated Sites Program database to document Landfill Closure with Five Year reviews. Site SS002, LF004 and LF005 landfills are recommended for proceeding to conditional site closure with land use controls (LUCs) and limited long-term management (LTM). Landfill solid waste permits will be closed out and all closure, and post-closure requirements, actions and documentation pursuant to Appendix A – Specific Conditions and Appendix C – Asbestos Disposal Conditions of the site-specific Solid Waste Permits will be prepared and submitted to the Alaska Department of Environmental Conservation. LTM shall consist of annual site inspections of Land use controls and collection of groundwater samples from three SS002 wells, three LF004 wells, and three LF005 wells for site contaminants specified in the Proposed Plan. Groundwater monitoring will continue annually for a period of five years, until such recommendations presented in a Five Year Review support scaling back of the monitoring frequency.
