Problems/Comments
The Alaska Department of Transportation and Public Facilities (ADOT&PF) is investigating multiple maintenance facilities as part of a compliance order with EPA. The intent is to develop and implement workplans to close underground injection control wells, otherwise known as motor vehicle waste disposal wells. The Livengood Maintenance Station also has an associated leaking underground storage tank site (Hazard ID 23190). ADOT&PF completed an additional drilling investigation in summer 2016, and followed up with the decommissioning and removal of IW-2 in October 2016. The site includes three injection wells, one of which is located beneath a concrete slab (LI-IW1) and is not in use, one removed October 2016 (LI-IW2) and is not in use, and another which was in use as a combined septic/floor-drain system (LI-IW3) which is seeking reclassification.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
9/1/2015 | Site Added to Database | A new site has been added to the database | Mitzi Read |
7/13/2016 | Site Characterization Workplan Approved | EPA approved of closure plan for injection well. DEC reviewed and commented on work plan addendum and approves of sampling plan. | John Carnahan |
9/29/2016 | Update or Other Action | Received preliminary data from boring investigation designed to determine if significant impacts were present. Borings identified low-level PCE impacts (LI-B8-2) in soil above MTGW cleanup levels near LI-IW-2 location on SE corner of Warm Storage Bldg. TCE identified above current MTGW cleanup levels at LI-B5-3 located between leach field and former tank cleanup activities. Other contaminants identified including petroleum and metals. Report not completed at this time. | John Carnahan |
11/4/2016 | Update or Other Action | Received field summary during IW closure work between October 24-26. Potentially contaminated soil identified immediately below IW-2. Unable to access IW-1 as it was believed to be located beneath north edge of concrete slab north of warm storage building. | John Carnahan |
11/17/2016 | Meeting or Teleconference Held | Meeting with EPA and DOT to discuss status and CAFO requirements. | John Carnahan |
3/14/2017 | Document, Report, or Work plan Review - other | The site includes three injection wells, one of which is located beneath a concrete slab (LI-IW1) and is not in use, one removed October 2016 (LI-IW2) and is not in use, and another which was in use as a combined septic/floor-drain system (LI-IW3) and is seeking reclassification. Floor-drain-effluent piping from LI-IW1 and LI-IW2 was re-routed to LI-IW3 in 2003. In fall 2016, floor-drain-effluent piping from the interior sump leading to LI-IW3 was isolated from the LI-IW3 septic system, and was re-routed to the sub-grade holding tank in the Warm Storage Building. The floor-drains no longer emit effluent to the Livengood MS septic system. The LI-IW2 system piping and injection well were removed and disposed of at an offsite location. Assessment was conducted to determine the extent of contamination at this site and help ascertain appropriate follow-up actions to the extent practicable. Contamination was identified and remains at the site in soil and groundwater. | John Carnahan |
8/1/2017 | Meeting or Teleconference Held | Meeting with DOT and consultant to discuss upcoming proposed field work and work plans. | John Carnahan |
9/21/2017 | Update or Other Action | EPA provided a response to the Closure Reporting for three injection wells at the Livengood Facility. IW-1 Closure was denied due to the lack of supporting data, since the IW was not identified and is presumed to be beneath a slab. IW-2 was Conditionally Closed with a requirement to coordinate with DEC on future assessment and cleanup actions. IW-3 was submitted to EPA for consideration of a Reclassification - this was denied as groundwater contamination was identified in close proximity to the IW discharge point, and it is presumed that further discharge of fluids could exacerbate existing contamination. | John Carnahan |
8/27/2018 | Document, Report, or Work plan Review - other | EPA provides Approval of CLOSURE PLAN for Two Motor Vehicle Waste Disposal Wells at Alaska Department of Transportation and Public Facilities' Livengood Maintenance Station, Northern Region, Alaska. | John Carnahan |
6/13/2019 | Meeting or Teleconference Held | Meeting held with ADOT&PF, ADEC, and Shannon and Wilson do discuss site scoping and work prioritization for the next year. | Michael Hooper |
12/5/2019 | Meeting or Teleconference Held | Meeting held with ADOT and Shannon & Wilson to discuss 2019 sampling season and plans for 2020. | Michael Hooper |
10/28/2021 | Meeting or Teleconference Held | Annual meeting held with DOT Northern Region and contractors to discuss previous field season and plans for the next year. | Michael Hooper |
