Problems/Comments

The Alaska Department of Transportation and Public Facilities (ADOT&PF) is investigating multiple maintenance facilities as part of a compliance order with EPA. The intent is to develop and implement workplans to close underground injection control wells, otherwise known as motor vehicle waste disposal wells. The Livengood Maintenance Station also has an associated leaking underground storage tank site (Hazard ID 23190). ADOT&PF completed an additional drilling investigation in summer 2016, and followed up with the decommissioning and removal of IW-2 in October 2016. The site includes three injection wells, one of which is located beneath a concrete slab (LI-IW1) and is not in use, one removed October 2016 (LI-IW2) and is not in use, and another which was in use as a combined septic/floor-drain system (LI-IW3) which is seeking reclassification.

3/14/2017 Document, Report, or Work plan Review - other The site includes three injection wells, one of which is located beneath a concrete slab (LI-IW1) and is not in use, one removed October 2016 (LI-IW2) and is not in use, and another which was in use as a combined septic/floor-drain system (LI-IW3) and is seeking reclassification. Floor-drain-effluent piping from LI-IW1 and LI-IW2 was re-routed to LI-IW3 in 2003. In fall 2016, floor-drain-effluent piping from the interior sump leading to LI-IW3 was isolated from the LI-IW3 septic system, and was re-routed to the sub-grade holding tank in the Warm Storage Building. The floor-drains no longer emit effluent to the Livengood MS septic system. The LI-IW2 system piping and injection well were removed and disposed of at an offsite location. Assessment was conducted to determine the extent of contamination at this site and help ascertain appropriate follow-up actions to the extent practicable. 9/21/2017 Update or Other Action EPA provided a response to the Closure Reporting for three injection wells at the Livengood Facility. IW-1 Closure was denied due to the lack of supporting data, since the IW was not identified and is presumed to be beneath a slab. IW-2 was Conditionally Closed with a requirement to coordinate with DEC on future assessment and cleanup actions. IW-3 was submitted to EPA for consideration of a Reclassification - this was denied as groundwater contamination was identified in close proximity to the IW discharge point, and it is presumed that further discharge of fluids could exacerbate existing contamination.
