Reviewed file, letters were written by ADEC staff in 2000, and again in 2001 in support of moving the tanks farms further from the community PWS. This system tested positive for benzene contamination in 2001, 2.14 ug/L and is currently on quarterly monitoring due to low levels of benzene contamination. No cleanup activities have been documented in the file since 1995. |

PM accompanied State Emergency Response Center and PERP staff on a visit to the site in response to flood damage sustained 5/13/06. Two of the 4 tanks in the school tank farm were tipped over during the flooding. Piping to the remaining tanks was disrupted. An unknown volume of fuel was released. At the time of the site inspection, an estimated 1/4 inch of fuel was floating on water in the tank farm containment area. Much of the area smelled of fuel and a sheen was present on ponds and puddles throughout the village. PERP staff was working with the community to recover the free product. |

Spoke with FEMA Project Officer Aaron Hartwell regarding the site. The School is in the process of replacing the old tank farm with new tanks which are located about 200 feet away from the old tanks. The new site is likely still in the flood plain. FEMA has funding to assist with the site assessment and cleanup, and will be contacting the school to request that they contract an Environmental Consultant. |

Brownfields staff received the Phase I and Limited Phase II Environmental Site Assessment for the Former Generator Buildings and Tank Farm in Hughes, Alaska dated August 2008. The Yukon River Inter-Tribal Watershed Council (YRITWC) hired BGES, Inc. to conduct a phase I and limited phase II site assessment of the City of Hughes' footprint of the former generator building, abandoned generator building, large underground storage tank, the State of Alaska former school tank farm, and the pipeline that connects the tank farm to the former generator building. Hand borings were advanced in the vicinity of the former power plant, a prefabricated building and the tank farm. Soil screening and confirmation soil sampling was conducted in an effort to delineate the contamination. One boring was advanced to 8 feet bgs in the tank farm area. Contaminants greater than ADEC cleanup criteria was identified by analytical samples collected from soils beneath the tank farm, beneath the drain spot on the east exterior of the prefabricated building, and within the footprint of the former power plant. Contaminants of concern identified during the investigation include DRO, RRO, GRO, benzene and 1,3,5 trimethylbenzene (7.95 mg/kg which is below ADEC cleanup level of 23 mg/kg.) Hand boring could not be advanced in the area to the east of the tank farm or along the old fuel pipeline because of the presence of a roadway that had highly-compacted soil. The community water well is approximately 30 feet bgs and is very close to the contaminated areas. Beneath the tank farm contamination is likely to exceed 6 feet bgs. |

DEC hired SLR to complete an Environmental Management Plan to determine what actions would be necessary to move this site towards the proposed reuse of the property. According to the report, there are several complete exposure pathways because soil contamination is present in the top 15 feet of soil. Groundwater contamination is unknown at the site. The consultant stated that contaminated soil should be excavated from the Former Generator Building site; the Abandoned Generator Building; the Former Fuel Dispenser Island at the City Tank Farm; the aboveground Pipeline; and the School Tank Farm area. The consultant estimates that the total volume of contaminated soil that is required to be excavated would be 860 cubic yards. |

Brunner attended a public meeting in the community of Hughes on 04/03/2012. The meeting was held to discuss the "Analysis of Brownfield Cleanup Alternatives (ABCA), Hughes School and Community Tank Farm" document. The Yukon River Inter-Tribal Watershed Council (YRITWC) published a public notice in the Fairbanks Daily News-Miner on 04/03/2012 opening a 30-day comment period on the ABCA. Comments will be accepted through 05/03/2012. The ABCA and supporting documents are available for public review in Fairbanks at DEC and YRITWC's offices, and in Hughes at the City office. Aside from DEC and YRITWC representatives, a member from the Alaska Native Tribal Health Consortium attended the public meeting in Hughes to discuss a water tank installation planned for the same area as the proposed contaminated soil cleanup. |

Brunner reviewed and approved the document entitled, "Site Cleanup, Hughes Former Generators, Hughes, Alaska, ADEC File Nos. 810.38.002 and 810.57.001" dated November 2012. The report states that approximately 340 cubic yards of petroleum-impacted soil was removed from the sites of the Abandoned Generator Building and Former Generator Building Footprint in Hughes by the Yukon River Inter-Tribal Watershed Council (YRITWC) in 2012. The soil was transported to a landfarm created next to the Hughes landfill for storage and treatment. Analytical sampling confirmed that soil was left in place with contaminant (i.e. diesel-range organics, gasoline-range organics, volatile organic compounds, benzene, toluene, ethylbenzene, xylenes, and polyaromatic hydrocarbons) concentrations above DEC cleanup levels. A letter approving the report was sent to YRITWC. |

Brunner reviewed the Alaska Native Tribal Health Consortium's (ANTHC) proposal dated June 11, 2013 to install a new water tank next to the washeteria in Hughes, AK. The proposed location for the water tank is on top of the area cleaned up by the Yukon River Inter-Tribal Watershed Council in 2012, where contamination still remains in place at more than five feet below ground surface. ANTHC has committed to excavating to no more than three feet below ground surface when installing the new tank. Brunner sent a letter on June 14, 2012 to ANTHC confirming DEC has no objections to the installation, provided ANTHC abides by guidelines about how deep to dig, what to do with encountered contaminated soil, etc. |
