Problems/Comments

On May 2, 2014 150 gallons of diesel was released to pooled melt water in front of the Washeteria from a double wall tank through the vent after the auto fill switch malfunctioned. Soil berms and absorbents were used to help prevent migration; however some water did run across the roadway to a residential property. A pump was deployed to collect most of the contaminated water, with the remaining water allowed to dry with the agreement that the soil would then be removed. It is believed that the release impacted the washeteria, powerplant, roadway and one residence. The site may have been subject to historical releases, and is 1,000 feet from the Chandalar River.

5/2/2014 Update or Other Action PRP: On 5/2/14, 150 gallons of diesel were spilled from a double wall tank through the vent. Diesel released to pooled melt water in front of the Washateria. A berm of soil was built around the melt water to prevent migration and absorbents were used. Some water did escape and ran across the roadway and under a nearby residential property. A pump was used to recover the meltwater with diesel on it. As water continued to escape from the area a collection pit was created and water collected from there. Agreed to let site dry out and then begin removing contaminated material. This work was not done. A sampling kit was sent to Venetie so they could collect a sample from the sump pit to provide ADEC with an idea of contamination. Samples have not been collected. Lance Whitwell received permission from the Native Village Council to be the point of contact for this release. Believe the release ultimately impacted the washateria, power plant, roadway, and a residence (may be under the house). Lance stated that there were historically releases and all of these sites have been impacted previous to this event. The spill site is l ,000 feet from the Chandalar River. Confirmed with drinking water that the communities drinking water source was far from the spill site, no concern from drinking water. (CS Database Updated March 6, 2018) Jamie McKellar
8/25/2015 Spill Transferred from Prevention Preparedness and Response Program Spill No. 14309912201, File No. 730.02.003 transferred from Prevention and Emergency Response Program to Contaminated Sites Program. 150 gallons of diesel fuel were released onto soil on May 2, 2014 from a day tank when the auto fill switch malfunctioned resulting in overfill. 5/31/2017 Update or Other Action On May 31, 2017, an information request was sent to the Native Village of Venetie. The Department requested a summary of how the Native Village of Venetie intends to address cleanup of the spill. A response was requested within 30 days of receipt of the letter. Jamie McKellar
2/19/2019 Meeting or Teleconference Held DEC Cost Recovery (CR) was contacted by Patrick Hanson representing the Village of Venetie during the week of February 11, 2019. Mr. Hanson indicated that the former point of contact is no longer with the village tribe and made an inquiry about a billing statement from 2017. CR forwarded the project manager's contact information to Mr. Hanson and advised him to follow up with the PM for additional questions. Jamie McKellar
6/20/2019 Document, Report, or Work plan Review - other DEC Approved ANTHC's proposed test pits in Venetie, Alaska. Based on the figures provided, two hand borings will be dug within the footprint of an open contaminated site, Venetie Water Treatment Plant (Hazard ID 26450). This work was approve under the Contaminated Soil and Groundwater Management Work Plan. The work plan was approved by DEC on April 3, 2018 for utility projects in various communities, as well as other similar projects – such as the one in Venetie – which require notification to DEC. 11/7/2019 Document, Report, or Work plan Review - other 11/7/2019: Report received: Results of Test Pit Excavations in Venetie (ANTHC, November 7, 2019) On July 29, 2019, five test pits were advanced in support of the New Central Sanitation Facility project in Venetie. Test pits TP-1, TP-2 and TP-3 were located in the proposed footprint of the New Central Sanitation Facility. Test pit TP-4 was located on the east side of the old washeteria. Test pits TP-5 and TP-6 were located south of the existing Central Sanitation Facility (water treatment plant/washeteria). There were no odors or other signs of contamination in test pits TP-1, TP-2, TP-3, TP-5 or TP-6. Petroleum odors were noted in soils in test pit TP-4 at approximately four feet bgs. Per ADEC’s June 20, 2019 approval, excavated soils were returned to the pit at approximately the same depth and location which it was encountered. Clean material was segregated and placed on top. 7/22/2022 Update or Other Action On 7/21/2022, ANTHC notified CSP that during the septic upgrade project in Venetie, contamination was encountered the locations of the Venetie Water Treatment Plant release and the unconfirmed Venetie Former Water Treatment Plan. ANTHC's approved work plan cites the September 2018 Right of Way Guidance, which specifies that for this type of project contaminated soil can be placed back into excavation, at the approximate depth it was encountered. ANTHC intends to collect analytical samples in both locations, and has coordinated with the landowner to confirm that it is their preference to return the contaminated soil to the excavation. 10/11/2022 Update or Other Action 10/3/2022: Field report received from ANTHC describing soil analysis conducted in July and August of 2022 during utility construction for the new Central Sanitation Facility located in Venetie. Analytical results confirmed contamination present in two of the three soil samples taken from the area. One of the confirmed contaminated samples was located by a previously listed "unconfirmed" contaminated site (Hazard 27275), now designated as an "active" contaminated site. All soils were returned to the same location and depth of excavation per preapproved work plan with ADEC. Alyssa Wood
