Problems/Comments

In July 2014 a 500-gallon underground diesel heating oil tank (HOT) was removed from the Chiniak School. The unregulated single-wall, steel HOT had been installed in 1985 and was located adjacent to the NE side of the main school building. During tank removal activities petroleum odors, fuel-saturated soil, and pooled diesel were observed. Groundwater was not encountered during excavation, which was limited due to the presence of infrastructure and utilities on all sides. Excavated soil was stored in a stockpile on site. Confirmation samples from soil at the bottom of the excavation indicated contaminants were not present above DEC cleanup levels. Field screening results indicate petroleum-contaminated soil remains within excavation sidewalls; confirmation samples were not taken from the excavation sidewalls.

3/3/2017 Potentially Responsible Party/State Interest Letter The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program reviewed the site file for the Chiniak School 500-Gallon HOT site. The Chiniak School underground storage tank (UST) Decommissioning Site Assessment Summary dated September 8, 2014 reported petroleum constituents above ADEC migration to groundwater and ingestion cleanup levels. The ADEC sent a letter requesting delineation of the horizontal and vertical extent of this contamination, and requesting that the responsible party sample the stockpile in 2017. ADEC requested the work plan by no later than May 30, 2017. Chelsy Passmore
5/19/2017 Document, Report, or Work plan Review - other The ADEC has reviewed the Chiniak School Site Characterization Workplan dated May 2017. The plan summarizes work to be completed at the Chiniak School 500-gallon heating oil tank (HOT) site (file 2524.38.002). At this time the ADEC has no objections to this plan. Chelsy Passmore
9/9/2017 Document, Report, or Work plan Review - other ADEC reviewed the September 2017 "Site Characterization Report for Kodiak Island Borough Chiniak School, Chiniak, Alaska". The report details work preformed at the site during May 2017. Eight analytical samples were taken from 5 soil borings drilled on site. Groundwater was not encountered during site work. SB-2 contained DRO up to 409 mg/kg at 5 ft below ground surface (bgs). All other samples were below ADEC Migration to Groundwater cleanup Levels. Analytical soil samples were also analyzed from the stockpile on site and contained DRO above ADEC cleanup levels up to 618mg/kg. Chelsy Passmore
1/12/2018 Document, Report, or Work plan Review - other The ADEC has reviewed the “Landfarm Work Plan for Contaminated Soil Stockpile at Chiniak School in Chiniak Alaska” and has no objections to the work plan. Chelsy Passmore
11/5/2018 Site Characterization Report Approved The ADEC has reviewed the "End of Season Landfarm Report". Four analytical samples were collected to demonstrate background concentrations, prior to adding soil from the stockpile to the landfarm. All samples were below ADEC Migration to Groundwater ,(MTGW) cleanup levels. Stockpiled soil was then added to the landfarm in June 2018 and an additional four analytical soil samples were collected. Samples contained DRO above ADEC MTGW cleanup levels up to 359 mg/kg. Water soluble Arctic Gro fertilizer was then added to the stockpile and the stockpile was tilled once every two weeks until October 2018, when additional samples were collected. In October 2018 four analytical samples were collected and all samples were below ADEC MTGW cleanup levels. Chelsy Passmore

3/7/2019 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the Chiniak School 500-Gallon HOT located in Kodiak, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required unless new information becomes available that indicates residual contaminants may pose an unacceptable risk.
