Problems/Comments

Two 10,000-gallon heating oil underground storage tanks (USTs) and one injection well were removed in 1996 and replaced by one 10,000-gallon UST. Approximately 620 cubic yards of petroleum contaminated soil was excavated and transported off-site for treatment. Confirmation sample results indicated contamination remained in place above the cleanup levels. Groundwater monitoring wells were installed in 2009 and results show diesel range organics, gasoline range organics, and benzene in the groundwater above cleanup levels. Free product was observed in the monitoring wells. Free product removal was conducted 2009-2011. Resampling of 5 MWs in 2017 documented continued elevated levels on contaminants in groundwater. As of 2018, the extent of soil and groundwater contamination remain unknown.

11/6/2009 Document, Report, or Work plan Review - other DEC received from TPECI the Groundwater Release Investigation. 6 additional direct push wells were installed, two of these wells had benzene DRO and GRO above cleanup levels. Wells surrounding the suspected source area have GRO, DRO and VOC levels above cleanup (MW-1, MW-2, MW-3, MW-4, MW-5 and MW-8). Boundaries of the plume to the north, south and west have not been identified. Additional investigation is needed to determine the lateral and vertical extent of the contamination in soil and groundwater. 1/8/2018 Document, Report, or Work plan Review - other DEC comments provided - 2017 Flowline Alaska Groundwater Monitoring Report. This report details the continued presence of contamination in groundwater on site. In addition, DEC has recommended a reevaluation of the long-term strategy for the site and adequate planning going forward. This site appears to still contain an active source that is contributing to high, and in some cases, increasing concentrations of contaminants in groundwater. As regulations and cleanup levels have changed since the 2011 Work Plan and as this site has been active for over 20 years and is yet to be fully characterized, DEC would recommend a new 2018 Work Plan be prepared with the goal of clearly outlining a plan for full site characterization in soil and groundwater that could guide cleanup activities and ultimately result in closure of the site. 5/9/2019 Document, Report, or Work plan Review - other DEC provided significant comment on 2018 Site Characterization Report Version 1.0. This report details the soil sampling, temporary well sampling, and established monitoring well sampling at the site. No soil contamination was found in samples taken west and north of the historic tank source area and a general east and west plume boundary has been potentially identified. However, petroleum contamination in groundwater remains at significant concentrations, in some cases over 100 times DEC cleanup levels. DEC has concerns regarding the significant data gaps and extended timeframe for full characterization at this site and has requested a meeting with the RP. Gretchen Caudill

6/17/2019 Document, Report, or Work plan Review - other DEC approved the Groundwater Gradient Determination Work Plan. This work plan details the installation of four monitoring well data loggers that will measure daily water pressure to provide groundwater elevations in the vicinity of the Alaska Flowline contaminated site. This data will aid in understanding the localized groundwater flow and seasonal fluctuations. DEC concurs that this field effort will provide useful information and has no objection to the outlined work plan to determine groundwater gradient at the site, however, as discussed on a phone call June 7, 2019 with the RP, this field effort is not a requirement of DEC as a sufficient understanding of localized groundwater gradient could likely be ascertained through published literature and adjacent site work reporting.
