Problems/Comments
The site encompasses multiple lots in the Wrangell Island West Subdivision in use by Mike Allen Enterprizes, including a state-owned lot under lease for use as a log sort yard and logging equipment maintenance facility. DNR site inspection and assessments in 2014 documented historical practices of burning and/or burying of vehicle parts, construction debris, batteries, crushed tanks and drums, and creosoted timbers. Areas of petroleum-stained soil from drums, engines, and other containers were noted. Diesel is present in soil above soil cleanup levels. Further site characterization and cleanup action has been completed on the property.

12/30/2015 | Document, Report, or Work plan Review - other | DEC approved with comments and requests by letter dated today: the Mike Allen Enterprises Work Plan (Plan), dated October 20, 2014, proposed by R&M Engineering-Ketchikan Inc. (R&M) for Mike Allen Enterprizes. The Site at 12 Mile Zimovia Highway is identified using TLO Number C81118 and Mental Health Trust Number MHT 9100524. The scope of work for the project is to remove contaminated soil in areas of concern (AOCs)designated as: REC 1, REC 2, REC 3, REC 4, REC 5, REC 6, REC 7, REC 8, SB 1, and SB2. DEC concurs with the Plan recommendation that contaminated soil identified by field screen readings be placed directly into containment vessels such as super sacks and/or over-packs suitable for transport to an offsite remediation facility. For pit closure confirmation samples, DEC requested R&M add GRO analysis to all samples; BTEX and/or PAHs analysis to one of ten collected at each AOC, and RCRA total metals, if appropriate for the AOC contaminant source (spill or burn). | Bruce Wanstall |
