Problems/Comments

In November 2015 a release of diesel fuel occurred at the commercial property located at 4621 East Palmer-Wasilla Highway. The release occurred on the east side of the property in a partially asphalt-paved area. The volume and timeframe of the release is unknown and is reportedly from a diesel pickup truck that was being staged at the property. A drinking water well is located roughly 30 feet from the release location. The release was not originally reported as required by law; rather the stained soil was excavated and illegally dumped on various properties at the end of a cul-de-sac on Eldorado Drive in Wasilla, Alaska. The area where soil was dumped is being managed under a separate record, see Hazard ID 26479, file number 2265.38.042.

7/26/2016 Site Visit Site visit completed on July 26, 2016. DEC observed the excavation of roughly 15 cubic yards fill material at the location where the original release occurred. Samples were collected from the sidewalls and base of the excavation where native material was encountered. DEC requested GRO, DRO, RRO, and BTEX in all samples; VOCs in two samples; and PAHs in the worst-case scenario sample closest to the drinking water well (DWW). Preliminary results from the DWW sampling event (collected in June 2016) indicate that TCE is in the well at a concentration of 0.00273 mg/l. Quarterly monitoring of the well is required. 10/20/2016 Document, Report, or Work plan Review - other Reviewed the Site Characterization Report, dated October 18, 2016 for the Lawn Ranger Vehicle Leak Palmer-Wasilla Highway site (located at 4621 East-Palmer Wasilla Highway). The site characterization activities were completed on July 26, 2016 and consisted of excavating the gravel fill material from the previous release at this location, that was not characterized following the initial excavation. After the former excavated boundary was demarcated, soil samples were collected from the base and sidewalls to show that the extent of soil contamination had been removed. All results for GRO, DRO, RRO, and VOCs were below the most stringent ADEC migration-to-groundwater cleanup levels. This report is approved and no further action is required in regards to the petroleum release at this location. In addition to the soil samples, a water sample was collected from the onsite drinking water well on June 16, 2016. Petroleum contamination was not present in the sample, however trichloroethylene (TCE) was detected at 2.73 ug/l, which is slightly below ADECs newest cleanup level of 2.8 ug/l (scheduled to be promulgated in November). A second water sample was collected in July 2016, and TCE was detected at 1.79 ug/l. The well is currently on an approved quarterly monitoring plan. It should be noted that the TCE is unrelated to the petroleum release, however, is still being tracked under this site file number. Joshua Barsis

Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required.
