Problems/Comments
In September 2015, soil samples were collected for geotechnical analysis from two shallow borings underneath the main water storage tank at the Barrow Utilities & Electric Cooperative, Inc. water plant on Agvik Street. Soil samples were collected to investigate a 'lean' from the vertical that had developed in the water tank as a result of changes to the thermal integrity of the underlying gravel pad. During the investigation, an odor of hydrocarbons was noticed at a depth of approximately 4 feet. Samples were submitted and diesel range organics were detected at a concentration of 3,420 mg/kg. The source of the contamination is not know, but it was reported that a fuel tank may have been located in this same area prior to the water tank.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
12/8/2015 | Update or Other Action | Review of 1981 aerial photo coverage and various historical maps indicated that a fuel tank was located just east (within 50 feet) of what was a 10-25K gallon water storage tank. The tank was likely the fuel tank that served BUECI. Aerial photo coverage in file. | John Carnahan |
12/10/2015 | Site Added to Database | A new site has been added to the database | Mitzi Read |
12/10/2015 | Potentially Responsible Party/State Interest Letter | Potentially Responsible Party / State Interest Letter sent to Barrow Utilities & Electric Cooperative, Inc. | John Carnahan |
12/10/2015 | Exposure Tracking Model Ranking | Initial ranking with ETM completed for source area id: 79843 name: North Water Tank Area DRO | Mitzi Read |
12/14/2015 | Update or Other Action | Located old file that was for 1997 upgrades to the BUECI water tank. Contamination was identified at that time and it was not entered into the CS database. Forwarded information to BUECI and their consultant. | John Carnahan |
4/15/2016 | Site Characterization Workplan Approved | Provide comments on the excavation needed to shore up the water tank. Not a complete site characterization and detected concentrations to date do not exceed maximum allowable for DRO. | John Carnahan |
6/22/2016 | Document, Report, or Work plan Review - other | Received field report Memorandum from Umiaq Environmental documenting the excavation and sampling surrounding 1,000,000-gallon tank. Approximately 80 cubic yards of soil were excavated, field screened and sampled. The greatest concentration was 680 mg/l as diesel. Previous sampling in this area yielded DRO concentration greater than 3,000 mg/kg. Based on lack of data exceeding Method 2 Arctic Zone cleanup levels, the site status will be changed to unconfirmed. Should future excavation in this area be conducted, excavated soil should be field screened and tested to ensure that elevated concentrations are removed and properly managed. | John Carnahan |
