Problems/Comments

The munitions storage and maintenance area at Engineer Hill, including Facility 1452 (Building 6132), was built in the 1950s. This historical release was discovered in June 2012 during sampling for a Phase I Source Evaluation Report investigation of the Engineer Hill sites. While the 2012 sampling found diesel range organics, residual range organics, gasoline range organics, volatile organic compounds, semi-volatile organic compounds, and polycyclic aromatic hydrocarbons in soils, all were below Method Two cleanup levels and presumed to be associated with releases former underground storage tanks and distribution piping. The 2012 sampling did identify arsenic, thallium, and chromium in soils above Method Two cleanup levels. The source of this metals release is unknown; additional information is needed to determine if the arsenic and chromium concentrations could be attributed to background levels.

Action Information

Action Date Action Description DEC Staff
3/4/2013 CERCLA PA DEC and EPA provided joint comments to the U.S. Air Force on the "Draft Source Evaluation Report for Multiple Sites at Eielson Air Force Base, Alaska" dated January 2013. The report describes the investigation of 37 sites at Eielson that been reported or suspected of historical contaminant releases or activities that may have affected soil and water at the site. The investigation of SO066 as documented in the report includes a preliminary assessment, as well as sampling results. Sampling at the site identified thallium, chromium and arsenic in soil in concentrations above DEC's Method Two cleanup levels. Melinda Brunner
6/12/2013 Update or Other Action DEC and EPA provided joint comments to the U.S. Air Force on the "Draft Final Source Evaluation Report for Multiple Sites at Eielson Air Force Base, Alaska" dated April 2013. The report describes investigations at SO066. Melinda Brunner
6/21/2013 Update or Other Action The U.S. Air Force (USAF) provided a letter dated 21 June 2013 indicating that in response to DEC's and EPA's comments made on the "Draft Final Source Evaluation Report for Multiple Sites at Eielson Air Force Base, Alaska" dated April 2013, the USAF would add a table to the final version of the document that described the SER recommendation for additional action at each site and the USAF selected path forward for each site. The letter indicates that the USAF will consider closure of SO066. Background metals levels must be considered in the closure evaluation. Melinda Brunner
6/27/2014 Site Characterization Workplan Approved DEC approved the "Multiple Compliance Restoration Program Sites, Remedial Investigation Work Plan, Eielson Air Force Base, Alaska" dated June 2014 (CRP Sites Work Plan). The CRP Sites Work Plan provides for the investigation of twenty sites at Eielson, including SO066. Melinda Brunner
8/28/2015 Document, Report, or Work plan Review - other DEC provided comments to the USAF on 8/28/15 on the "DRAFT 2014 Site Characterization Report For Sites Where Investigation is Complete: PL001 (A to L), SS066, SO501, SO503, CG505, CG527, MY529, Eielson Air Force Base, Alaska" dated July 2015. This report describes sampling activities completed at seven sites at Eielson Air Force Base in 2014. Sampling of soil and groundwater was conducted to evaluate data gaps from previous investigations; delineate the nature and extent of soil and groundwater contamination; determine the potential for co-mingling of plumes from separate sites; and to determine the need, or lack thereof, for further investigation at each site.
