Problems/Comments

Class V injection well, between 1983 and 1995, connected to the garage at the Princess Tours property. The garage is used for vehicle maintenance and washdowns. The injection well received snowmelt and other fluids from a motor vehicle servicing shop trough-style floor drain. The injection well was a 500-gallon perforated and open-bottomed cylindrical steel leach tank, and, was buried about three feet underground. Last staff assigned were Alam, and Noland.

11/13/2009 Document, Report, or Work plan Review - other A well was installed near the source area by an employee of the site owner. Well was installed without following the guidance and/or 3rd party oversight. TPECI was hired to sample the well. After approx 45 minutes of purging the well, physical parameters (pH, DO, conductivity) were stable enough to sample. Two samples were collected. Results indicated presence of PCE above cleanup levels (9.58 ppb). Dichloroethane and Thrichloroethane also detected but below cleanup levels. No other contaminants detected. Tamara Cardona-Marek

3/4/2010 Document, Report, or Work plan Review - other DEC received from Travis/Peterson a work plan for the work requested on DEC's letter to Princess. DEC made comments to the workplan and expects field work to begin on Monday March 8th. Work includes the installation of 6 temporary wells as 3 sets of 2 nested wells. Nests of wells will be located 1 in the source area and 2 downgradient. Samples will be collected for VOC's. Only groundwater samples will be collected. Work is being done by property owner, even though Princess Tours is currently listed as the RP. Princess Tours contacted DEC on Tuesday March 2nd and indicated they are turning this issue to their legal department and will be contacting DEC at the end of the week (March 5). Property owner will not wait for Princess Tours response because a propety transaction is under way and pending clarification of contamination issues. Tamara Cardona-Marek
3/8/2010 Site Visit A field inspection of sampling activities was conducted on March 8, 2010 by DEC staff members Brent Porter and Tamara Cardona-Marek. Travis Peterson Environmental Consulting Inc. (TPECI) staff, Melissa Shippey and Eddie Packee, were onsite collecting GW samples from six newly installed MW. DEC staff observed calibration of field instruments and collection of VOA samples from two nested wells. Brenton Porter
3/18/2010 Update or Other Action DEC updated the address for the Princess Tours site. Site was previously tracked as 3045 Davis Rd. 3/19/2010 Document, Report, or Work plan Review - other DEC received from Travis/ Peterson the Groundwater Sampling Report for the Property at 3039 Davis Road. Six temporary monitoring wells (direct push) were installed as sets of two nested wells. Each set of two wells had a well screened at 15-20 ft below ground surface (bgs) and 25-30 ft bgs. One set of two wells was installed at the source area and the other two were installed downgradient of the source area and on the endge of the property (west/ northwest). All wells were sampled for volatile organic compounds. The wells within the source area and those immediately down gradient resulted in concentrations of tetrachloroethene (PCE)between 1.08 and 1.39 ppb; the cleanup level for PCE is 5 ppb. Other contaminants detected below cleanup levels were dichlorobenzene and trans-1,2-dichloroethene. No QA/QC issues were indentified in the lab data. Tamara Cardona-Marek
3/22/2010 Institutional Control Record Established DEC granted a cleanup complete with institutional controls determination for the Princess Tours site. Institutional controls are summarized below: 1.Two of the existing temporary monitoring wells installed at the property, specifically wells labeled MW-2-20 and MW-3-20, must be sampled again in 2010 (prior to September 2010) for volatile organic compounds following the DEC’s most recent Field Sampling Guidance (which requires the collection of a duplicate sample). AFTER these sampling results have been submitted to DEC on a brief report and it has been determined that the data shows that contaminant concentrations continue to show a downward trend and are below applicable cleanup levels; all wells must be decommissioned in accordance with DEC guidance. 2.Upon well decommissioning, a brief report must be provided to DEC within 30 days of monitoring well decommissioning. All monitoring wells must be decommissioned in accordance to DEC’s guidance document “Monitoring Well Design and Construction for Investigation of Contaminated Sites Guidance” dated February 2009. 3.A copy of this document along with the accompanying Notice of Environmental Contamination (NEC) (enclosed) must be filed with the State Recorder’s Office in Fairbanks. A copy of the recording must be provided to DEC within 6 months of signing the cleanup complete with ICs decision document. 4.Any proposal to transport soil or groundwater off site requires DEC approval in accordance with 18 AAC 75.325 (i). A “site” [as defined by 18 AAC 75.990 (115)] means an area that is contaminated, including areas contaminated by the migration of hazardous substances from a source area, regardless of property ownership. (See attached site figure.) 5.Movement or use of contaminated material in a manner that results in a violation of 18 AAC 70 water quality standards is prohibited. Tamara Cardona-Marek
