Problems/Comments

In December, 2014, the above ground day tank in the generator building at the Saint Paul Airport POSS (Petroleum Oil Support Services) Camp overflowed spilling approximately 2,400 gallons of diesel onto the bare ground below the generator. Free product recovery began immediately. The modular building that housed the generator and day tank was moved to facilitate excavation. The spill source area was excavated to 7.5 feet below ground surface until a silt layer, continuous in the base of excavation, was encountered. Approximately 253 cubic yards of material were placed in a containment cell constructed on Polovina Hill. The lateral extent of excavation was bounded to the south and east by buried power lines. Samples collected from the south and west sidewalls exceeded migration to groundwater cleanup levels for diesel range organics (DRO) at 4,710 mg/kg and 6,610 mg/kg, respectively. The sample collected from the east sidewall was 17,800 mg/kg DRO and 343 mg/kg gasoline range organics (GRO). Samples collected from the base of the excavation and north sidewall did not exceed cleanup levels for contaminants of concern. Groundwater was not encountered during the excavation and the depth to groundwater is not known. No samples were collected from the contaminated soil cell. Groundwater wells are the source of drinking water for the City of St. Paul. The nearest Saint Paul drinking water well is approximately 2,500 feet west of the source area. Nearest drinking water well recorded is 0.5 miles.

3/22/2021 Update or Other Action Received update from Kuna Engineering regarding the landfarm. The soils are covered during winter months. In 2020 the soil was turned at least twice each month from May to October. Despite frequent turnover, in late 2020 the soil still presented some odor concerns. The soil is currently covered and later this spring will be evaluated for next steps (hand shovel and smell via plastic bag). 3/24/2023 Workplan Requested Landfarm report received on March 2, 2023, samples were collected on October 21, 2022. The collection and storage methods for which samples were obtained could bias results low and therefore cannot be used to evaluate the current conditions of the landfarm. 3/7/2024 Site Characterization Report Approved The ADEC reviewed and approved the revised “2023 Landfarm Sampling Report”, dated February 9, 2024. The report generally describes the field activities that took place on September 12, 2023, in accordance with the approved "Site Monitoring and Sampling and Analysis Plan" dated September 2023. Work included triplicate Incremental Sampling Methodology (ISM) of the 4,200 square-foot landfarm. Each replicate was comprised of 30 increments. Soil samples exceeded CULs for DRO (378 mg/kg) and were either not detected or below CULs for GRO, RRO, VOCs, and PAHs. The ADEC concurred continued landfarming and site monitoring should continue. Augmentation of the biological activity within the landfarm may be considered. Approval by ADEC is required prior to any augmentation activities. Additional site monitoring and/or corrective action is required based on the results of soil sampling, and a workplan was requested. Stacee Henderson
