Problems/Comments
The Alaska Department of Transportation & Public Facilities Maintenance Station (former Snow Removal Equipment Building (SREB)) at the Valdez Airport had three individual injection wells (dry wells labeled 1 - 3) that originally drained to about 2 feet below grade. All were plumbed together in approximately 2006 without approval or testing, and attached to a 1600 feet long trench drain that discharges overland at the end of the runway. A small amount of one Semi-volatile Organic Compound exceeding migration to groundwater cleanup levels was detected near former injection well #2 (southwest corner of building); no other analytes were detected in significant concentrations. A fourth injection well was identified in October 2016 and an assessment planned for later that year to evaluate the injection well and groundwater quality. In 2016 and 2017, DOT conducted further assessment and removal of the fourth injection well. Consequently, the cleanup level for the compound identified in 2013 (bis(2-ethylhexyl)phthalate) increased from 13 mg/kg to 88 mg/kg, whereby the soil cleanup level is no longer a concern. However, DRO was identified at a low concentration (553 mg/kg) beneath the injection well near the groundwater interface, and at one other location at about 6 feet below grade more than 50 feet from the IW locations - it is considered unrelated to the injection well.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
3/29/2016 | Site Added to Database | A new site has been added to the database | Mitzi Read |
4/13/2016 | Update or Other Action | DEC sends Notification letter that includes specific requirements to evaluate groundwater use and quality. | John Carnahan |
5/9/2016 | Document, Report, or Work plan Review - other | Closure Report for Injection Wells 1 - 3 submitted to EPA for review and approval. | John Carnahan |
10/21/2016 | Update or Other Action | A fourth injection well (VA-IW-4) was located at the facility, resulting in a total of 4 vertical injection wells at the Valdez Maintenance Station. The fourth IW will be investigation November 2016. | John Carnahan |
11/8/2016 | Site Characterization Workplan Approved | WPA approved Generic Work Plan Addendum 014-VA-1, Valdez Airport Maintenance Shop Injection-Well Characterization Plan, October 2016, on 11/02/16. This work will include soil boring adjacent to IW-4, and groundwater investigation surrounding the maintenance shop. EPA Approved IW-4 closure work plan on 11/08/16. DEC reviewed and approves of approach to sampling and investigation. | John Carnahan |
11/17/2016 | Meeting or Teleconference Held | Meeting with EPA and DOT to discuss status and CAFO requirements. | John Carnahan |
11/22/2016 | Site Characterization Report Approved | EPA provides a Conditional Closure for three MVWDW's (Valdez APT Wells Nos. 1 - 3), with the condition that DOT continues to work with the DEC to address contamination identified, and complete rerouting of the floor drains to the City of Valdez sewer system. It is also required that they complete closure of a fourth injection well (IW-4) which is slated for 2017. | John Carnahan |
1/4/2017 | Update or Other Action | Update on IW-4 in that low-level DRO contamination identified beneath IW surface (~5 feet below ground surface), but groundwater tested clean beneath. Concern over the actual discharge point of the IW to the northwest will be further investigated to determine if it was separated from runway trench drain system. | John Carnahan |
12/28/2017 | Document, Report, or Work plan Review - other | DEC provides review comments for injection well No. 4 closure report. | John Carnahan |
3/9/2018 | Exposure Tracking Model Ranking | Initial ranking with ETM completed for source area id: 79897 name: Class V Injection Wells (1, 2, and 3) | John Carnahan |
9/25/2018 | Update or Other Action | EPA issues Conditional Closure for Injection Well IW-4 at the Valdez facility. Condition is to continue to address contamination and remove stockpile. At this time, all wells have received Conditional Closure from EPA and the future cleanup oversight is directed toward DEC. | John Carnahan |
9/25/2018 | Cleanup Complete Determination Issued | Cleanup Complete letter finalized and sent to DOT and EPA for injection wells 1 - 4. | John Carnahan |
