Problems/Comments

On 3/31/2015 a report was received that a release of diesel fuel had occurred on 3/28/2015. The report indicated that a tank truck operator had overfilled a piece of equipment that was located at the North Slope Borough Barrow Shop II pad. An estimated 100 gallons of ultra low sulfur diesel fuel were spilled onto compacted snow over a gravel surface. Initial response actions included applying absorbent materials and scraping up contaminated snow with heavy equipment. The initial impacted area was reported to be 6 yards, however the contaminated snow that was scraped up during the response was not placed on a liner and instead contaminated an additional area not impacted by the initial spill. Diesel range organics (DRO), gasoline range organics, residual range organics (RRO), and polynuclear aromatic hydrocarbons were confirmed present above DEC cleanup levels in excavated soil. A work plan was developed and approved for additional cleanup and delineation, then second and third phases of work took place during winter and summer site conditions. Additional confirmation sampling indicated DRO and RRO remained at the site above DEC cleanup levels. The Barrow Shop II area where the spill occurred is a heavy equipment shop and staging area and historic petroleum contamination was encountered during the second and third phases of initial response actions.

Activities mainly consisted of excavating impacted snow and soil to a maximum depth of 2.5 feet bgs. An estimated 87 cubic yards of impacted soil was removed and stockpiled onsite. Impacted snowmelt was disposed of in the Barrow treatment lagoon. 6/22/2016 Document, Report, or Work plan Review - other Reviewed the Additional Site Characterization Draft Report, dated October 30, 2015 for the NSB Barrow Public Works Shop II site. The report describes additional excavation and characterization activities completed in August and September 2015 in order to address remaining contamination left in place after the initial excavation. Roughly 405 cubic yards of impacted soil was removed from this site, along with 4,580 gallons of potentially-contaminated water that was recovered from the base of the excavation pit. Analytical soil samples were collected from the base and sidewalls of the excavation, and also from five test pits that were advanced in an effort to delineate the remaining contamination. Results revealed that DRO and RRO remain above the cleanup levels in the excavation and test pits up to 4,920 mg/k and 5,550 mg/kg, respectively. The potentially-contaminated water was treated using a GAC filter and was discharged to the soils of the site. The excavated soil has not yet been disposed of or treated and remains onsite. Recommendations outlined in the report include further delineation of the vertical and horizontal extent of contamination, and further excavation of impacted soil. This plan was approved by ADEC on August 25, 2016, but was not completed. During the last meeting between ADEC and NSB on January 17, 2017, it was agreed that this effort would be completed during the 2018 field season. To date, ADEC has not received notification that the field effort was completed, or that it is still planned. Data Gaps: (1) The extent of contamination has not been sufficiently delineated; (2) The onsite stockpile of contaminated soil needs to be treated or disposed of. Joshua Barsis

6/29/2022 Enforcement Agreement or Order A compliance order by consent (COBC) was signed by the North Slope Borough and ADEC Division of SPAR. The COBC identifies corrective actions that the NSB will take to manage cleanup waste and characterize and remediate contaminated sites and spills. Lisa Krebs-Barsis
9/13/2023 Site Visit DEC personnel (Krebs-Barsis, Joyce) conducted a site visit of Shop II for compliance with the COBC, the visit also looked at the Warm Storage and Shop III. The Public Works Shop II source area is adjacent to Stevenson Street and is used as a parking area. Lisa Krebs-Barsis
3/6/2024 Site Characterization Workplan Approved NSB requested in an email on February 23, 2024, to use the previously approved 2016 Work Plan for site characterization. Reviewed the document entitled Additional Site Characterization Work Plan-Further Characterization and Removal of Contaminated Soil, dated August 23, 2016 for the NSB Barrow Public Works Shop II site. Proposed activities mainly consist of advancing ten soil borings, three of which will be completed as monitoring wells, and collecting soil and water samples as appropriate. Requested that NSB complete one additional boring as a monitoring well and acknowledge the comments in the original DEC approval letter sent August 26, 2016.
